Mintrans of Russia Establishes Rules for Cargo Transshipment in Seaport

By Mintrans of Russia order dated 09.07.2014 No. 182 the Rules for Cargo Transshipment Services in Seaports were established.

The Rules were elaborated in accordance with article 17 of Federal law “On Seaports in the Russian Federation and amendments to certain legislative acts of the Russian Federation”. They regulate technological processes of cargo transshipment depending on different types of cargoes. They also contain descriptions of procedures for cargo import, aggregation and export from the seaport, as well as procedures for cargo acceptance and delivery performed by marine terminal operators and carriers, and define places for cargo acceptance and delivery.

After the Mintrans of Russia order duly comes into force, the Rules for Cargo Transshipment will be applied in all 67 seaports of the Russian Federation open for rendering services, inclcluding cargo transshipment services performed by marine terminal operators on the basis of cargo transshipment agreements.

The list of marine terminal operators offering cargo transshipment services in each seaport of the Russian Federation is defined in the Register of Seaports of the Russian Federation.

FSUE “Rosmorport” is in the list of operators, as it successfully performs cargo transshipment in Kaliningrad Seaport using the railway ferry complex assigned to the enterprise on the right of economic management.

According to recent reports, in 2014 the total cargo transshipment volume in the seaports of Russia exceeded 618.8 mln tons, which is 4.9 % more than in 2013. Of all cargoes handled in Russian seaports most were bulk cargoes – 53.4 % (330.5 mln tons). As for dry cargoes, almost 288.3 mln tons were handled in 2014, which exceeds the results of 2013 by 12.5 %.
