Federal Target Program “Russian Transport System Development (2010 – 2020)” Amended

The Federal Target Program “Russian Transport System Development (2010 – 2020)” has been amended by the Government of Russia Regulation dated 27.09.2014 No. 990».

Amendments for «Sea transport» subprogram were developed by Mintrans of Russia in order to execute the list of orders dated 15.10.2013 No. Pr-2416 made by the president of Russia (http://www.kremlin.ru/assignments/19437) after the meeting on realization of «Yamal SPG» project in Salekhard, and also the president of Russia instructions on support of marine passenger terminal construction with marina for yachts in the city of Pionersk of the Kaliningrad Region.

Subprogram amendments are connected with specification of its target indicators and figures, including redistribution of budgetary allocations assigned from the federal budget for the relevant investment projects realization.

Increase of federal budget investments will allow, in particular, to provide financing of the largest transport investment project on Sabetta seaport facilities construction, including creation of navigation bypass channel in the Gulf of Ob for liquefied natural gas export by marine transport from the South-Tambey field in the Yamal peninsula.

The owner and developer of the project is FSUE “Rosmorport”. 19 vessels of dredging and auxiliary fleet mobilized by the enterprise are currently conducting dredging in marine and approach canals and also in the operational waters of Sabetta seaport. In 2014 the total amount of dredging work on underwater hydrotechnical constructions during navigation period is planned at the level of 21.5 mln m3 of removed soil. Apart from the dredging work in this year the enterprise is planning to start construction of the root section of south-eastern ice-protection seaport construction.

Other important amendments in the «Sea transport» subprogram are corrections in the Kaliningrad deep-water port construction. The Government of Russia made a decision to realize the investment project on two stages. On the first stage the international marine passenger terminal construction in the city of Pionersk of the Kaliningrad Region is planned. The berths of the terminal will provide services for cruise ships and ferries. On the second stage it is expected to construct the Kaliningrad deep-water seaport as a part of container terminal with 35 mln tons capacity, bulk cargo terminal with 4.9 mln tons capacity, rolling cargo terminal with 2 mln tons capacity, general cargo terminal with 6.1 mln tons capacity and regasification terminal with 2.3 mln tons capacity. As the result of this investment project which is expected to involve more than 8.9 billion rub. of the federal budget investments international passenger centre for international cruise and ferry services will appear in Kaliningrad Region with the total carrying capacity of more than 1.1 mln passengers a year and a regional centre of high-capacity containers transshipment, mechanical transport and rolling cargo processing with the total volume of bulk of 50.3 mln tons.
