New Edition of Transport Strategy of the Russian Federation

By the Government of Russia Regulation dated 11.06.2014 № 1032-p a new edition of the Transport Strategy of the Russian Federation for the period until 2030 was approved.
 
The project of the new edition of the Transport Strategy was drafted by Mintrans of Russia in order to implement the decisions taken at the meeting of the Government of Russia on August 27, 2013.
 
The new edition of the Transport Strategy defines the main directions of the state transport policy for the long term, including the objectives of development of the transport system and the principles of state regulation of transport activities in all transport modes, including maritime transport and seaports of Russia, in particular.
 
The objectives of the new edition of the Transport Strategy are aimed at:
1) formation of a single transport space of Russia based on the balanced advanced development of the efficient transport infrastructure;
2) ensuring the availability and quality of transport and logistics services in the field of freight traffic on the level of the country economic development needs;
3) ensuring the availability and quality of transport services to the public in accordance with social standards;
4) integration into the global transport space, realization of transit potential of the country;
5) improving the transport system safety;
6) reducing the negative impact of the transport system on the environment.
 
The new document has adjusted the period of implementation and the stages of works on the separate projects, and also has updated the action plan on implementation of the Transport Strategy for the medium term (2014-2018 years).
 
In particular, the values ​​of the first-level indicators of implementation of the new edition of the Transport Strategy in relation to the seaports (total capacity of the seaports) to achieve the goal No. 1 were set in the absolute terms compared with the previous document, where they had been relative to the level of 2007. In the new edition of the Transport Strategy the power values of the ​​seaports of Russia until 2030 will be in the range of 1.32 (base case) to 1.684 (innovative case) billion tons per year. In turn, the second-level indicators in relation to the seaports – the volume of cargo transshipment in the seaports of Russia, until 2030 were established in the range of 0.931 (base case) to 1,286 (innovative case) billion tons per year.
 
FSUE “Rosmorport” as a strategic enterprise in the field of marine transport in its activities systematically implements all the assigned by the Government of Russia tasks for the development of seaport infrastructure.
 
Over a decade of successful work the enterprise with the aim of advance development of maritime transport infrastructure and improvement the competitiveness of Russian seaports has implemented a number of investment projects on construction of new or reconstruction of existing facilities of the seaports infrastructure.
 
Further development of the Russian port capacity, according to FSUE “Rosmorport”, will contribute to the approving in a due order of the Strategy of development of sea port infrastructure of Russia up to 2030, the project of which has been drafted by FSUE “Rosmorport” and approved at a meeting of members of the Marine Board under the Government of the Russian Federation in September 2012. This document will be the basis for the development of port facilities in the Russian Federation in the long term to meet the needs of the Russian economy, remove the existing infrastructure constraints, integrate domestic seaports in the world transport space and increase the transit potential of the country.
