On May the 11, 2011 Department of Justice of the Russian Federation registered the order of the Russian FTS dated 22.03.2011 № 51-т/1 “On changes in the FTS order dated 20.12.2007 г. N 522-т/1 “On establishment of harbor tariffs stakes and implementation rules in the seaport of Russian Federation” coming into force 10 days after its official publication.

According to the aforementioned FTS order the following harbour dues stakes levied by the FSUE “Rosmorport” have been changed:
  - in the seaport of Astrakhan vessels calling at the seaport of Olya from inner water routes and going back to the routes are exempted from all harbour charges;
  - in the seaport of Vysotsk canal dues stakes have been changed in connection with necessity of investment expense reimbursement connected with approach canal in the seaport of Vysotsk reconstruction;
  - in the seaport of Vyborg and Vysotsk lighthouse and navigational dues stakes have been increased for foreign traffic vessels in connection with the enterprise’s economic control transfer of vessel traffic system facilities and new navigational aids installation;
  - in the seaport of Magadan navigational dues stake has been established in connection with putting VTS into operation.

It is worth to say that, basing on changes made by the Ministry of Transport of the Russian Federation order dated 01.03.2011 № 65, the following activities were implemented by the FST order:
  - in the seaport of Prigorodnoye navigational dues stakes have been established in connection with VTS in the Aniva Bay putting in practice. The lighthouse dues stakes were lifted simultaneously;
  - in the seaport of Nakhodka united harbour dues stakes have been established for the seaport of Nakhodka including Nakhodka-nefteport cargo area;
  - in the seaports of Mezen, Nikolayevsk-upon-Amur and Kholmsk.

Apart from stakes corrections, the FST order also changes general implementation rules (article 1.3). Accordong to the rules stakes for coastal traffic vessels are established for Russian vessels only.
