By the order of the Federal Agency for Marine and River Transport dated 02.03.2011 № АД-36-р a technical project was approved for construction of a diesel powered open sea icebreaker with capacity of 25 MW and the following specifications:
  - maximal length — 142 m;
  - maximal height — 29 m;
  - waterfront — 16,2 m;
  - maximal draught — 3,44 m;
  - total displacement — 22 130 tons;
  - deadweight — 11 300 tons;
  - number and capacity of main diesel generators – 4x8 700 kW;
  - total amount of people aboard — 130;
  - gross tonnage — 20 450 RT.

The project was designed by ПКБ «Петробалт» Ltd. in association with FSE “Russian Maritime Register of Shipping”.

Earlier, by the Federal Agency for Marine and River Transport order dated 01.03.2011 № 123 line-up and regulations of an icebreaker construction tender committee were approved. The tender documentation for the object open competitive tender is being designed at the moment
