By the Ministry of Transport of the Russian Federation order dated 08.02.2011 № 41 security requirements for transport infrastructure objects and marine and river vehicles have been established.

The requirements define the system of measures taken by transport infrastructure subjects to secure transport infrastructure objects and transport marine and river vehicles from potential, immediate and direct threats of act of unauthorised interference.

Safety measures included in the protection plans of the Russian Federation flag vessels and port facilities and worked out and established in accordance with conditions of Chapter XI-2 of the SOLAS-74 Convention and The International Ship and Port Facility Security Code and are the part of measure systems to secure transport infrastructure objects and transport marine and river vehicles from potential, immediate and direct threats of act of unauthorised interference.

The requirements are mandatory for all transport infrastructure subjects that use transport infrastructure objects and vehicles on the Russian Federation territory and are legal for all legal persons or/and individuals on the objects or/and vehicles used for purposes of trade navigation or shipping.
