By the order of the Government of the Russian Federation dated 08.12.2010 № 2205-р Russian Marine Activity Development Strategy till 2030 (hereinafter referred to as the Strategy) was approved.

The Strategy aims are: the support of Russian interests in the World Ocean, specified in Marine Doctrine of the Russian Federation for the period till 2020, raise of the general marine activities efficiency, specialized fleet balance support, marine activities overall development. The document defines strategic goals, tasks and prospective of the general marine activities.

The Strategy includes three stages of Russian marine activities development:
- I stage — 2010–2012;
- II stage — 2013–2020;
- III stage — 2020–2030.

Achievement of the Strategy aims should be provided by federal executive bodies, according to the Long-term Social and Economic Development Strategy of the Russian Federation for the period till 2020, federal target and other programs, strategies, concepts, projects and plans in the sphere of their activity.
