Ministry of Transport of the Russian Federation is going to create a federal state establishment responsible for providing pilotage services in all the ports of the country taking this function from FSUE "Rosmorport". According to experts, this market capacity is 2.4 billion roubles, and for FSUE "Rosmorport" pilots it is lossmaking as they have to provide commercially unprofitable pilotage whereas  it is profitable for non-state pilot companies. In case of creating a state service with an exclusive right to provide pilotage services in all Russian ports, its net profits can be more than 500 million roubles per year. That will allow not only to free FSUE "Rosmorport" budget from overload but also to renew its fleet, equipment and to conduct training of the pilots.
