Cruise Tourism in the Russian Far East signed at EEF 2025

FSUE “Rosmorport”, the governments of Primorsky Krai, Sakhalin Region and Kamchatka Krai, the Ministry for the Development of the Russian Far East and the Arctic, ”KS-Strategichesky Alliance” JSC, and ”Sovcomflot” PJSC have entered into a cooperation agreement aimed at launching cruise routes in the Russian Far East.

The agreement was signed on the sidelines of the Eastern Economic Forum (EEF) on September 3 by Sergey Pylin, General Director of FSUE “Rosmorport”, Vera Shcherbina, First Vice-Governor and Chair of the Government of Primorsky Krai, Alexey Belik, Chair of the Government of Sakhalin Region, Yulia Morozova, Chair of the Government of Kamchatka Krai, Anton Basansky, State Secretary and Deputy Minister of the Russian Federation for the Development of the Far East and the Arctic, Kirill Shubsky, Chairman of the Board of Directors of KS-Strategichesky Alliance JSC and Igor Tonkovidov, General Director of ”Sovcomflot” PJSC.

Within their respective competencies, the parties will cooperate to launch a Pacific cruise route in 2026, connecting Primorsky Krai, Kamchatka Krai, and Sakhalin Region. The project will incorporate global best practices in maritime tourism.

As part of the agreement, the participants plan to share experience in working with cruise operators and shipping companies, conduct research, organize seminars and conferences, and engage leading stakeholders from the tourism industry.

“We expect this signed document to help us build a comprehensive methodological base and develop a unified, integrated strategy for cruise development in the Far East. This will allow all interested parties to plan ahead and offer both domestic and international travelers a truly high-quality and modern product,” said Sergey Pylin, commenting on the agreement.

Also today, EEF hosted a session titled “Cruise Tourism in the Russian Far East”, during which Head of Rosmorrechflot Andrey Tarasenko spoke about the prospects for maritime tourism development in the Far Eastern Federal District and the preparation of port infrastructure for receiving cruise liners.

“The launch of a cruise route in the Far East will enhance accessibility and the tourism appeal of the region, drive the development of passenger infrastructure at seaports, and ensure steady utilization and passenger traffic at existing terminals,” noted the head of the federal agency.

According to Andrey Tarasenko, a modern cruise vessel named Astoria Nova will operate between the three regions. During the voyage, tourists will visit several Far Eastern seaports and go on excursions to the landmarks of Primorsky Krai, Kamchatka, Sakhalin, and the Kuril Islands.

He added that, in cooperation with regional governments, work is planned at a number of seaports to increase the capacity of passenger terminals.

Earlier, at SPIEF 2025, Rosmorrechflot, FSUE “Rosmorport,” and ”KS-Strategichesky Alliance” JSC signed an agreement on the development of cruise shipping in the Far East. Notably, the parties agreed to establish a dedicated cruise operator — ”Russian Cruise Company” JSC.
