Management of Rosmorrechflot and FSUE “Rosmorport” discuss the development of port infrastructure in the Kaliningrad Region with representatives of the region

Andrey Tarasenko, Head of Rosmorrechflot, and Sergey Pylin, General Director of FSUE “Rosmorport”, paid a working visit to the Kaliningrad Region on August 7-10. They visited the construction site of the sea terminal in Pionersky, the railway ferry complex of FSUE “Rosmorport” in Baltiysk (RFC), and discussed with the authorities an increase in the number of ferries on the Seaport of Ust-Luga – Seaport of Kaliningrad line.

During the visit, Andrey Tarasenko and Sergey Pylin inspected the construction sites of the international sea terminal for cruise and cargo and passenger vessels in Pionersky. Developers and contractors reported to the head of the federal agency on the progress of the project and preparations for work to be done during the upcoming autumn and winter period.

The delegation also visited the railway ferry complex in Baltiysk. Andrey Moshkov, deputy director of the FSUE “Rosmorport” North-Western Basin Branch – head of the Kaliningrad Department, reported on the operational results of the complex and ferry line in the first half of 2025.

From January to June, more than 1.1 million tons were transshipped at the ferry complex in Baltiysk, including 11,800 rolling stock and 14,200 railcars. During the same period last year, 926,900 tons were transshipped. The figure has increased by 19%.

In addition, Andrey Moshkov spoke about the upcoming modernization of the RFC railway exhibition park, which involves the construction of additional railway tracks. As a result, the park's capacity will increase from 200 to 320 cars. At the same time, a project is being developed to reconstruct the railway terminals in Baltiysk and Ust-Luga, which will increase the ferry line's throughput capacity by 1.8 times.

At a meeting with sea terminals operators, tenants, and representatives of agency and forwarding companies, the management of Rosmorrechflot and FSUE “Rosmorport” discussed working under Western sanctions against Russia. Issues were raised regarding the development of coastal shipping between Kaliningrad and Russian ports in the Gulf of Finland, which should partially compensate for the reduction in cargo turnover after 2022.

A meeting with the Deputy Chairman of the Kaliningrad Region Government – Minister of Infrastructure Development of the Kaliningrad Region Alexander Rolbinov, and Deputy Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District Sergey Eliseyev was devoted to transport support for the Kaliningrad Region.

The discussion focused on increasing the number of ferries on the strategic line Seaport of Ust-Luga – Seaport of Kaliningrad, on the need to continue the program of subsidizing maritime transport between mainland Russia and its enclave, and on increasing the capacity of the railway ferry complex.

The working visit ended with a meeting with the command of the Baltic Fleet. The meeting raised issues related to the organization of shipping in the waters of the seaport of Kaliningrad and the reconstruction of the RFC in Baltiysk and the automobile and railway ferry complex in Ust-Luga.
