Quadripartite agreement on the development of the seaport of Sevastopol signed at the St. Petersburg International Economic Forum

The Federal Agency for Marine and River Transport, FSUE “Rosmorport”, the Government of Sevastopol and the AVAL stevedoring company have agreed to jointly implement an investment project to develop the seaport of Sevastopol.

The agreement was signed on June 19 during the St. Petersburg International Economic Forum by Andrey Tarasenko, Head of Rosmorrechflot, Sergey Pylin, General Director of FSUE “Rosmorport”, Mikhail Razvozhayev, Governor of Sevastopol, and Igor Chistyakov, General Director of the investor company AVAL.

Under the agreement, the parties intend to join efforts aimed at increasing the seaport's cargo turnover through reconstruction of the port infrastructure in Kamyshovaya Bay, modernization of the intra-port mechanization fleet and cargo area.

In particular, FSUE “Rosmorport” will work out the issue of attracting its property for the development of stevedoring activities. The Government of Sevastopol will participate in resolving land and property issues, as well as inform the parties about the prospective cargo base for transshipment in the seaport. Rosmorrechflot will provide comprehensive support to the project and act as a coordinator, ensuring compliance with legal requirements during its implementation.

“In the coming years, together we are to work out and prepare such solutions as increasing the prospective export and import, and coastal cargo base taking into account the needs of Sevastopol, reconstruction of seaport infrastructure facilities, attraction of qualified personnel in the field of maritime transportation,” Andrey Tarasenko said.
“Modernization of infrastructure in Kamyshovaya Bay is an important step towards strengthening the role of the seaport of Sevastopol, a key transit hub of the Black Sea region, as well as developing the city's logistics potential, increasing its investment attractiveness in the current challenging conditions,” Sergey Pylin emphasized.
“For quite a long time there was a discussion on how to launch the port operation. There are sanctions restrictions, and management models were changing. Today, a decision has been made to attract partners – AVAL company, which is already working on the Northern Side and plans to invest in the port in Kamyshovaya Bay together with public investment through a federal agency,” Mikhail Razvozhayev said.

The Governor of Sevastopol noted that this was a long-term project, the realization of which was designed for at least several years.

“We are enthusiastic about this project. The investor plans to invest about 2 billion in the first stage to completely renovate the infrastructure and create sites for modern technological solutions so that Sevastopol becomes a fully operational port again. As soon as the sanctions restrictions are lifted, it will be fully operational, but even now, according to colleagues, there are already prospects for starting work,” Mikhail Razvozhayev added.

According to the signed paper, the parties will develop a roadmap that will define specific measures for the development of stevedoring activities and modernization of the seaport.
