FSUE “Rosmorport” is recognized the Industry Leader in transportation security

FSUE “Rosmorport” has received two awards in the nominations of the Rosmorrechflot’s Industry Leader annual contest for its work in 2024. The enterprise was announced the winner in the nomination “The Best Transportation Infrastructure Entity in the Field of Transportation Security” and was also awarded a diploma in the nomination “The Best Organization Providing Services in the Field of Ensuring Navigation (Marine/River)”.

FSUE “Rosmorport” provides transportation security for 189 vehicles, including 21 convention ships and line icebreakers, as well as 37 transportation infrastructure facilities, 26 of which are not subject to categorization.

The enterprise routinely carries out work to implement the requirements to ensure transportation safety approved by the decrees of the Government of the Russian Federation. FSUE “Rosmorport” has developed and approved transportation security plans for categorized transportation infrastructure facilities and vehicles (convention ships and line icebreakers). In addition, transportation security passports for facilities not subject to categorization and vehicles have been developed in the prescribed form, approved and taken into account by the Federal Marine and River Transport Agency. In accordance with the approved plans and passports, transportation infrastructure facilities and vehicles have been equipped with engineering and technical means of ensuring transportation security.

In 2024, based on applications from FSUE “Rosmorport”, Rosmorrechflot decided to extend the enterprise's accreditation as a specialized organization, as well as to prolong the certificate of the authorized organization in the field of security of vessels sailing under the State Flag of the Russian Federation, and port facilities security.

To strengthen measures to combat illegal activities in seaports, including protection of seaport water areas from acts of unlawful interference, FSUE “Rosmorport” together with the Coast Guard Department of the Border Guard Service of the Federal Security Service of Russia developed a model plan of interaction in 2024. The plan, created under the Cooperation Agreement between the Federal Security Service of Russia and Rosmorrechflot dated October 29, 2011, defines the procedure for cooperation between the border authorities and the enterprise's branches.

To improve transportation security of seaport water areas, the enterprise also approved a standard interaction mechanism in Rosmorrechflot in July 2024. The developed document, based on proposals from seaport administrations and captains, regulates the joint work of the enterprise and port captains in the field of ensuring transportation security.

On the initiative of FSUE “Rosmorport”, a working group was established by order of Rosmorrechflot to deal with issues related to transportation security of seaport waters, including the development of options for a differentiated approach to water areas protection, as well as the equipping of previously unequipped seaport waters with engineering and technical means of transportation security.

In addition, the enterprise, pursuant to the instructions of the Ministry of Transport of Russia and Rosmorrechflot, is working to organize the necessary measures aimed at countering the increased threats to the safe operation of transportation infrastructure facilities and vessels used for merchant shipping.

FSUE “Rosmorport” on a permanent basis establishes conditions for safe navigation in the waters of 58 out of 62 seaports of the country and on the approaches to them in 24 regions of the state.

In 2024, the service and auxiliary fleet of FSUE “Rosmorport”, which currently numbers more than 280 units, was supplemented by modern vessels built under the enterprise's order: a high-capacity non-self-propelled cutter-suction dredger Nikolay Rusanov for operations in the Volga-Caspian Sea Shipping Canal and two bilge water collectors, Koporye and Koppi, with an innovative oil spill search system for operations in the seaports of Ust-Luga and Vanino, respectively.

The enterprise pays special attention to the application of modern solutions on vessels, including automatic and remote ship navigation technologies, as well as to the introduction of domestically produced hardware and software during the development of the infrastructure of shore-based radar stations of the Global Maritime Distress Communication System and vessel traffic control systems.

FSUE “Rosmorport” took an active part in the implementation of measures of the Comprehensive Plan for Modernization and Expansion of the Main Infrastructure for the period up to 2024 (currently participating in the implementation of measures of the new federal project “Development of the Fundamental Network of Seaports”). At the end of last year, the increase in production capacity of seaports amounted to 27.7 million tons. By the end of 2024, the capacity of Russia's 62 seaports reached 1.4 billion tons.

In addition to participating in the implementation of federal projects, FSUE “Rosmorport” reconstructs and constructs other hydraulic structures under the enteprise's control and provides dredging works to achieve navigational parameters of port water areas.

The Industry Leader contest was established by the Federal Agency for Marine and River Transport for the effective fulfillment of social and economic tasks aimed at popularizing the achievements and raising the prestige of the marine and river transport industry. This year the competition is held for the 13th time among commercial organizations of sea and river transport subordinated to Rosmorrechflot and Russian commercial organizations. A total of 90 applications were submitted in 16 categories.
