For reference:

The starting point of the history of the Russian merchant fleet is considered to be July 18, 1924. On this day, the Council of Labor and Defense established the Sovtorgflot JSC. This event laid the foundations for centralized management of the marine industry.

The Merchant Fleet developed rapidly in the first five-year plans, made a huge contribution to the Great Victory and reached its peak in the 1960s-1980s seeing its golden age. At that time, vessels of the Soviet merchant fleet entered most ports of the world, and two or three new vessels were launched every week at shipyards.

Having overcome the difficulties of the 1990s, the Russian merchant fleet has been actively developing over the past 20 years. Today, the management of the industry is under the jurisdiction of the Federal Agency for Maritime and River Transport.
