Transportation Security


     In accordance with the requirements of Federal law dated 09.02.2007 No. 16-FZ “On transport security” and the clauses of the International Ship and Port Facility Security Code (ISPS Code), FSUE “Rosmorport” being a transport infrastructure subject, that operates transportation means and transportation facilities in 48 seaports, assures their transportation security.  
     Protection of transportation security of other transportation means and transportation facilities, which FSUE “Rosmorport” has leased out on a contract basis, is performed first-hand by their leaseholders.
 
     Categorization of transportation facilities and transportation means
 
     In accordance with article 6 of the Federal law “On transportation security, and order of the Ministry of Transport of the Russian Federation (further referred to as Mintrans of Russia) dated 21.02.2011 No. 62 “On the procedure for establishment of the number of categories and criteria for categorization of transportation facilities and transportation means by competent bodies in the field of transportation security”, FSUE “Rosmorport” carries out activities to categorize transportation facilities and transportation means.
     During categorization the transportation facilities and transportation means are classified into certain categories regarding the degree of threat of act of unlawful interference and its possible after-effects.
Mintrans of Russia by its order dated 21.02.2011 No. 62 established 4 categories of transportation facilities and transportation means in the field of sea transport.
     As of 01.01.2017 of all 183 transportation means and 47 transportation facilities of FSUE “Rosmorport”, which are subject to categorization:
          a) 3 marine terminals are ranged in first category;
          b) 5 sea vessels are ranged in second category;
          c) 48 sea vessels and 8 marine terminals are ranged in third category;
          d) 130 sea vessels and 36 marine terminals are ranged in fourth category.

     Vulnerability assessment and plans for assurance of transportation security at transportation facilities and transportation means of the enterprise

     In accordance with articles 5 and 9 of the Federal law “On transportation security”, and orders of Mintrans of Russia dated 12.04.2010 No. 87 “On the procedure for vulnerability assessment of transportation facilities and transportation means” and dated 11.02.2010 No. 34 “On approval of the procedure for the drafting of plans to assure transportation security of transportation facilities and transportation means, FSUE “Rosmorport” conducts activities to perform vulnerability assessment and elaborate plans to assure transportation security of transportation facilities and transportation means on a contract basis with the help of specialized organizations in the field of transportation security.
     Vulnerability assessment of transportation means and transportation facilities is performed in order to define the degree of their protection from the threats of acts of unlawful interference. Such assessment of a sea vessel, marine terminal and other port facilities includes assessment of the sea vessel security. It is performed by FSUE “Rosmorport” in compliance with the requirements set by the International Ship and Port Facility Security Code (ISPS Code).
     The transportation security plans are elaborated on the basis of the vulnerability assessment results. They contain a set of measures to protect the transportation means and transportation facilities from the potential, imminent and immediate threats of acts of unlawful interference.
     Vulnerability assessment reports and transportation security plans are enacted by the Federal Agency for Marine and River Transport (further referred to as Rosmorrechflot), which is entitled to approve the results of vulnerability assessment of transportation facilities and transportation means of marine and inland water transport.
     As of 01.01.2017 FSUE “Rosmorport” has conducted vulnerability assessment of 180 transportation means – sea vessels of the enterprise, and 48 transportation facilities – marine terminals of the enterprise. Transportation security plans have been enacted on the basis of those results.

     In accordance with Government of Russia Regulation No. 678 dated 16.07.2016 “On requirements for provision of transportation safety including the requirements to anti-terrorism security of facilities (territories) concerning safety levels of different categories of transport infrastructure facilities and transport measn of sea and river transport” as of 01.01.2017 the enterprise has additionally conducted vulnerability assesment of 153 transportation means and 43 transport infrastructure facilities.
 
     Equipment of transportation facilities and transportation means with engineered transportation security means
 
     In order to implement the transportation security plans, and in accordance with Government of Russia Regulation No. 678 dated 16.07.2016 “On requirements for provision of transportation safety including the requirements to anti-terrorism security of facilities (territories) concerning safety levels of different categories of transport infrastructure facilities and transport measn of sea and river transport”, FSUE “Rosmorport” conducts equipment of its transportation facilities and transportation means with engineered transportation security means.
     In particular, the transportation facilities and transportation means  under construction and in operation are equipped with the following systems, depending on their category:
data collection and display;
     television control;
     access control and monitoring;
     security alarms;
     warning alerts;
     security lights;
     technical inspection means;
     emergency (uninterrupted) power supply;
     communication and alerting.
     According to the established procedure, structural divisions have been formed at FSUE “Rosmorport” involving officers responsible for transportation security assurance at FSUE “Rosmorport”, transportation facilities and transportation means. They include transportation security divisions, which directly assure transportation security of transportation facilities and transportation means of FSUE “Rosmorport”.
     All officers of the enterprise responsible for transportation security assurance, as well as those who directly assure transportation security have undergone training in the field of transportation security in higher educational institutions subordinate to Rosmorrechflot
