Head of FSUE “Rosmorport” reports to Minister of Transport on plans for reconstruction of the Railway Ferry Complex in Baltiysk

Roman Starovoit, Minister of Transport of the Russian Federation, Aleksander Poshivai, Deputy Minister of Transport of the Russian Federation, and Aleksey Besprozvannykh, Acting Governor of the Kaliningrad Region, paid a working visit to the Railway Ferry Complex in Baltiysk, Kaliningrad Region.

Sergey Pylin, General Director of FSUE “Rosmorport”, reported to the Minister on plans to reconstruct the complex in order to increase its capacity.

The need to carry out such work arouse due to the increase in the utilization of the complex which exceeds its technological capabilities. The current design cargo turnover of the Railway Ferry Complex is 1.1 million tons of cargo, or 18,000 railcars, while according to the results of 2023, the cargo turnover of the complex was more than 2 million tons: over 29,000 railcars were handled, which is 1.6 times higher than the design car turnover.

At the end of the work which will be carried out in accordance with the order of President of Russia Vladimir Putin, the capacity of the private track at the Railway Ferry Complex will increase from 220 to 320 railcars due to the construction of four railroad tracks 1,795 meters long. Thus, simultaneous independent handling of ferry and container trains at the berth will be ensured.

At the moment, FSUE “Rosmorport” is at the stage of concluding a contract for the reconstruction of the complex with a contractor. The completion of the reconstruction is scheduled for March 2026.

Also during the visit, the technical readiness of berth No. 1 under the project on construction of the International marine terminal for reception of cruise and cargo and passenger vessels in Pionersky, Kaliningrad Region, were discussed. The work on the construction of the port infrastructure is carried out by order of the Federal State Institution “Rostransmodernizatsiya”.

The construction of the passenger terminal building, radio relay mast, storm water drainage, transportation security equipment systems and development of working documentation for these facilities is being carried out in Pionersky at the expense of FSUE “Rosmorport”.

After visiting the territory of the Railway Ferry Complex, the delegation headed by Minister of Transport visited the innovative Marshal Rokossovsky dual-fuel ferry, one of the two technological vessels of FSUE “Rosmorport” that were delivered to the Seaport of Ust-Luga – seaport of Kaliningrad line in 2022. In 2023, the enterprise's ferries were the first in Russia to receive certificates of marine autonomous and remotely operated surface vessels (MANS) and began commercial operation in autonomous mode.

A meeting on the development of the Kaliningrad Region's transport industry was also held in the Government of the Kaliningrad Region with the participation of Roman Starovoit, which was attended by representatives of FSUE “Rosmorport”.

FSUE “Rosmorport” is actively involved in ensuring the stable operation of the Seaport of Ust-Luga – Seaport of Kaliningrad sea line. Today sea transportation towards the Kaliningrad Region is of priority importance due to restrictions on land transit of a number of cargoes to the region. The enterprise is the operator of four vessels working on the line: General Chernyakhovsky, Marshal Rokossovsky and Baltiysk automobile and railroad ferries, as well as Sparta II multifunctional vessel.

In order to ensure the transport accessibility of the Kaliningrad Region under external sanctions, the Decree of the Government of the Russian Federation provides for the possibility of sea transportation at preferential rates.
