Cost of services provided by FSUE “Rosmorport” in the seaports of the Russian Federation changes

The indexation of the rates of dues collected in the seaports of the Russian Federation for the period until the end of 2023 and from January 1, 2024 has been approved. The corresponding order of the Federal Antimonopoly Service dated 04.08.2023 No. 524/23 was registered by the Ministry of Justice of Russia and posted on the official web portal of legal information.

From October 13, 2023, the indexation of the rates of the regulated harbor dues (navigation, icebreaking, canal and lighthouse dues), charged by FSUE “Rosmorport” in 47 seaports of Russia, will be 5.2 % for coastal shipping and 9.9 % for foreign shipping. From January 2024, the rates of regulated harbor dues will increase by 4.9 %.

Last time the rates of the above mentioned dues were indexed by the FAS of Russia from January 1, 2022 by an average of 3.4 %, while the inflation rate in the past year was 11.9 %. Taking into account the forecast consumer price index of 2023 – 7.5 %, the increase in the harbor dues rates will not exceed the accumulated inflation rate for 2022-2023.
