Hydraulic Engineering Structures and Dredging Congress summarized

The results of the VI Hydraulic Engineering Structures and Dredging International Congress where FSUE “Rosmorport” acted as the general partner were summed up in Moscow. The business event was organized by the Portnews information and analytical agency.

Problems of import substitution of underwater engineering works and hydrotechnical construction services, as well as obtaining state support considering withdrawal of major global dredging companies and suppliers of high-tech equipment from the Russian market, were among the key issues raised by market participants during the congress.

On February 16, the second day of the congress, Margarita Kolesnikova, Deputy Head of the Production and Technical Department of the Capital Construction and Repair Department, presented a report “Operation and Repair of Hydraulic Engineering Structures (HES) under the Economic Management of FSUE “Rosmorport”. The 2022 Results and Near-Term Prospects”.

“Thanks to the systematic and well-coordinated work of FSUE “Rosmorport”, as well as our tenants, the average physical wear of the enterprise's berthing facilities did not increase by the end of 2022 in comparison with 2021,” Margarita Kolesnikova said. “These indicators were achieved as a result of timely and high-quality work on the inspection and repair of the facilities. For example, in 2022, the enterprise repaired 37 non-leased HES, and the design of major repairs was completed for two facilities. Besides, 28 facilities were surveyed last year, making 100% of the plan.”

In 2023, the enterprise plans to repair more than 40 non-leased HES at its own expense. At the same time, the problem of unclaimed berthing facilities that are inoperable and in disrepair is being solved. Such work is currently being carried out on berthing facilities in the Khabarovsk Territory and on Sakhalin Island.

“FSUE “Rosmorport” pays equal attention to the repair of berthing facilities with commercial potential and the repair of protective and coast establishing structures that protect water areas and the shores of ports from negative effects of waves, ice and sediment. Our Azovo-Chernomorsky Basin Branch is a good example of such work: at the expense of the enterprise's own funds, major repairs of the Protective and Western seawalls in the seaport of Novorossiysk, the Southern seawall and the Western breakwater in the seaport of Tuapse are being carried out there now, and a project for the major repairs of the South-Western breakwater of the seaport of Tuapse is being developed,” Margarita Kolesnikova stressed.

FSUE “Rosmorport” also conducts scientific and practical study of various aspects of restoring the working condition and reducing the physical wear of HES. Currently, by order of the enterprise, Sochi State University is carrying out research and development work to make recommendations for the current and future operation of the South-Western seawall located in the cargo area of the seaport of Sochi at the mouth of the Mzymta River. The main aim is to study causes of destruction and ways to restore metal piles of the structure operated in an aggressive marine environment in a warm climate. Using the results of this work will help to extend the safe operation of the facility in general by increasing the durability of protective coatings of critical structures.

It should be noted that FSUE “Rosmorport” has been supporting the congress for 10 years. About 30 representatives of the enterprise participate in it every year. On the first day of the congress, Andrey Boldorev, Head of the Investment and Strategic Development Department, spoke at a session, devoted to state policy in the field of hydraulic engineering and dredging, about key measures for the development of port infrastructure. Vasily Strugov, Deputy General Director for Fleet, took part in the discussion of plans to create a unified dredging operator.

FSUE “Rosmorport” operates in 59 of the 61 seaports of the country in 24 regions. One of the main missions of the enterprise is to promote the development of the Russian maritime transport infrastructure and increase the competitiveness of Russian seaports through the efficient operation, maintenance and development of the federal property assigned to the enterprise.

The property complex of FSUE “Rosmorport” includes 747 coastal HESs, 78% of which are berthing facilities with a total length of about 93 km, intended for processing general, bulk and liquid cargo, as well as berths of the port fleet. The main structures of berthing structures are metal and reinforced concrete revetments, blockworks, pile grillages and trestles.

FSUE “Rosmorport” has the largest number of berthing HESs in Russia which make 41% of the total number of berths located in the seaports of the Russian Federation. As of January 1, 2023, 525 HESs of the enterprise are leased, which is about 70% of their total number.
