State Duma of the Russian Federation Transport Committee has examined the issue of the FSUE “Rosmorport” corporatization

An expanded meeting of the State Duma of the Russian Federation Transport Committee concerning issues of services provision in sea port with a glance to the FSUE “Rosmorport” development prospects has taken place.

Igor Rusu, the General director of the FSUE “Rosmorport”, noted during his speech that over a period from 2005 to 2010 the enterprise has achieved sufficient results in Russian port infrastructure modernization. Over that period the book value of the enterprise’s assets has increased 3,9 times (up to 58 bln rubles). At the same time Igor Rusu is confident that the extension of the enterprise’s functioning as a Federal state unitary enterprise places serious limitations not only on the FSUE “Rosmorport” development rates, but also on the development rates of the marine port infrastructure.

The FSUE “Rosmorport” General director has emphasized that, in the meantime, the corporatization of enterprises in the port sector is a distinct worldwide tendency. World practice indicates of the positive influence of the corporatization on the sector’s development and efficiency of certain companies.

As a result of the corporatization the state will become a 100% owner of the JSC “Rosmorport”. Rusu believes that market operational principles will let the enterprise enable debt financing. “Appropriate changes of the enterprise’s legal status will let develop volumes of our own investment into new projects in the sector of seaport infrastructure” – he adds.

The core types of activity of a new joint-stock company will include Russian seaport infrastructure development, vessel traffic services provision, safety navigation, icebreaking assistance, environmental security, efficient maintenance of federal property.

At the same time the appropriation of auxiliary and secondary types of activity into 100% subsidiary affiliates with the possibility of further privatization is not impossible. These types of activity may include fleet technical management services, auxiliary fleet (towage), other services (dredging etc.).

The FSUE “Rosmorport” corporatization will require changes in a number of regulatory legal acts. Particularly, it will require changes in the Federal Law dated 08.11.2007 № 261-ФЗ  “On the sea ports of the Russian Federation and on changes in some legislative acts of the Russian Federation” and in the Decree of President of the Russian Federation “On approval of the list of the enterprises and joint-stock companies of a strategic importance” dated 04.08.2004 №1009.
