By the order of the Government of the Russian Federation dated 27.11.2010 № 938 information disclosure standards for natural monopolies rendering services in transport terminals, river and sea ports, airports and services on internal waterways infrastructure operation were approved.

For the purposes of the order mentioned above, information disclosure is providing a free access to information on natural monopoly activities to general public regardless of the purpose of the information enquiry.

The following ways of natural monopolies information disclosure are defined by the order:
  - Publication at the natural monopoly official web-site or other web-site;
  - Publication in print media, in which official publications of the respective Federation subjects state bodies are published;
  - Providing of information to clients in response to their written enquiries, free of charge.

Federal Tariff Service and Federal Antimonopoly Service were instructed by the Government to approve forms and rules of their filling-in, terms and periodicity of disclosure of the information, described in the item 9 of information disclosure standards, approved by the order, in 3-month term.
