By the order of Federal Agency for Marine and River Transport from April, 14th, 2010 № 36 a tenders, auctions commission of Federal Agency for Marine and River Transport on holding tenders and auctions for placing orders on supply of goods, implementation of works, provision of services for the state needs for the facilities of FSUE “Rosmorport” included in the List of construction sites and special and non-industrial objects of the state defense order (hereinafter referred to as “United Commission”) is created, Statute of the United Commission and its staff are confirmed.

The main principles of the United Commission activity are creation of equal conditions of participation in the procurement procedures for public and private entities carrying out activity on producing goods, implementation of works and rendering services, and also unity of requirements, objectivity of estimations, publicity.

The staff of the United Commission and its changes are approved by an order of Head of Federal Agency for Marine and River Transport.

The United Commission is formed mainly from among specialists of Rosmorrechflot and FSUE “Rosmorport” who have got professional retraining or improvement of professional skills in the field of organization of procurement procedures (tenders, auctions) on purchase of goods and services for the state needs, according to the requirements of the legislation of the Russian Federation.

The number of members of the United Commission should be not fewer than five persons.
