On November 17-19th, 2009 Deputy Chairman of the Government of the Russian Federation I.I.Sechin visited the Primorski Territory with a working trip. The delegation of the Ministry of Transport of Russia included Deputy Minister of transport of the Russian Federation V.A.Olersky and General director of FSUE "Rosmorport" I.M.Rusu.

The participants of the delegation surveyed the course of building of the bulk-oil port in the bay of Kozmino, as well as took part in the ceremonies of laying the foundations of ship-building shipyards in the bay of Chazhma on the basis of the ship-building factory of the Ministry of Defense of Russia and in the bay of Bolshoi Kamen on the basis of OJSC "Dalnevostochny zavod Zvezda". Drilling equipment and bases for oil platforms will be manufactured at the shipyard in the bay of Chazhma. The agreement on shipyard building is signed between "Far East Center for Shipbuilding and Repairs" (ДЦСС) and Singapore concern "Yantai Raffles". On the basis of factory "Zvezda" it is planned to create a shipyard for building tankers, gas carriers, drilling ships, floating factories on manufacturing condensed natural gas. In this project "Far East Center for Shipbuilding and Repairs" cooperates with South Korean "Shipbilding and Marine Engineering".

The ceremony of shipyards foundation was headed by Deputy Chairman of the Government of the Russian Federation I.I.Sechin, Governor of the Primorski Territory S.M.Darkin, President of Singapore concern "Yantai Raffles" Bryan Chang, CEO of "Shipbilding and Marine Engineering" Nam Sang-Thai.

During the working trip on November, 19th, 2009 Deputy Minister of transport of the Russian Federation V.A.Olersky and General director FSUE "Rosmorport" I.M. Rusu visited the cargo terminal on Russkiy island where under the chairmanship of V.A.Olersky working meeting was held with the representatives of building company JSC "Crocus of International" which is engaged in cargo transhipment for building facilities on preparation for the summit APEC-2012.

I.M.Rusu also took part in the expanded meeting under the chairmanship of V.A.Olersky with the captains of the seaports, heads of the largest navigable and stevedore companies concerning the organization of cargo transshipment in the Primorje seaports and about navigation safety.
