1. General Information
The FSUE "Rosmorport" Vladivostok Branch provides pilotage services for all types and sizes of vessels, arriving at the sea port of Vladivostok. In the sea port of Posyet pilotage services are provided for all types of vessels of the following size: 175 m long, 25 m wide and 9 m draught.
The Vladivostok Branch Pilotage Service, including the Posyet Subdivision Pilotage Service, consists of 35 pilots (25 pilots of the 1st class, 10 - 2nd class).
The Vladivostok Branch Pilotage Service specialists have high professional skills and huge practical experience. The Branch's pilots' training meets the requirments of the Statute of Sea Pilots of Russian Federation, approved by Mintrans Order dated 06.11.2020 №462.
The Vladivostok Branch pilots' and pilot candidates' professional skills improvement and simulator training is carried out at the Nevelskogo Naval State University and Vladivostok Maritime College.
In 2018, the Far Eastern Basin Branch developed and implemented a quality management system for pilotage services in accordance with the international standard ISO 9001:2015 for the provision of services for pilotage of ships. The compliance of the quality management system of the pilotage service of the Far Eastern Basin Branch with the requirements of ISO 9001:2015 has been verified and recognized by the Russian Register Certification Association. In 2021, the Far Eastern Basin Branch reconfirmed compliance with the international standard ISO 9001:2015 in relation to the provision of ship pilotage services. The branch was issued a certificate dated 12.11.2021 No. 21.2276.026 in the prescribed manner.
For the timely delivery of pilots to vessels, the pilot service of the Far Eastern Basin Branch has the necessary vessels and vehicles.
2. Information on Pilotage Areas
Sea port of Vladivostok
In accordance with the Obligatory regulations on the sea port of Vladivostok and Bolshoy Kamen and Chazhma port point, approved by the sea port of Vladivostok Administration in 2006, pilotage is obligatory in the sea port of Vladivostok water area (borders are set by the Government of Russian Federation Decree dated 04.09.2010 №1462).


The sea port of Vladivostok areas of inport and outport pilotage are two be paid on different purposes:
- pilotage in the sea port of Vladivostok, provided on inport pilotage rates, are carried out on the internal reid of the sea port, which includes water areas of Zolotoy Rog, Diomid, Uliss, Novik harbours and Bosporus-Vostochniy strait with limits: W - straight line connecting Bezymyanniy cape and Tokarevskogo lighthouse (43º04,75'N 131º55,33'E), E - straight line connecting Nazimova and Novosilskogo capes;
- pilotage in the sea port of Vladivostok, provided on outport pilotage rates, are carried out outside the internal reid in the areas including Eastern and Western external reids of the sea port (picture below).
The Eastern external reid of the sea port of Vladivostok is bordered by water areas of Patrokl, Ayax, Paris harbours and Bosporus-Vostochniy strait to the East from the line connecting Nazimova and Novosilskogo capes (with exit to the Ussuri Bay) to the line connecting points of coordinates:

The Eastern external reid of the sea port of Vladivostok includes the Amur Bay water area bordered by the coast line of the Muraviyov-Amurskiy Peninsula from the Firsova Cape to the Tokarevskogo lighthouse, then by the straight line connecting the Tokarevskogo lighthouse and the Bezymyanniy Cape, then by the coast line of the Russkiy Peninsula from the Bezymyanniy Cape to the Larionova Cape, then by the straight line connecting the Larionova Cape and Staritskogo Cape and then by the glowing sign of the Ushi Island and then by the straight line connecting the glowing sign of the Ushi Island with the point of coordinates 43º10,00'N 131º49,30'E and then to the Fisrova Cape.
The distance of the outport pilotage in the sea port of Vladivostok from the Amur Bay side (Western external reid) concludes 1 nautical mile from the pilot reception point (43º04,27'N 131º49,12'E) to the line connecting the Tokarevskogo lighthouse with the Bezymyanniy Cape, and 3 nautical miles from the waiting area №2 (area №169) to the border between the internal and external reids. The distance ot the outport pilotage from the pilot reception point in the area №2 (area №169) to the sea port petroleum storage depot concludes 6 miles.
The distance of the inport pilotage from the Ussuri Bay side from the pilot reception point (at the crossing of the input channel and the line connecting Basargina and Skrypleva lighthouses) to the line connecting Novosilskogo and Nazimova capes concludes 2,5 miles.
The distance of the outport pilotage from the Ussuri Bay side from the pilot reception point (at areas №175A and №175B) to the border betweet the internal and Eastern external reids of the sea port water area concludes 3,5 nautical miles.

Reception/disembarkation of pilots to/from the vessel moving to/from the sea port of Vladivostok:
- from/to the Amur Bay - carried out 1 mile away from the Tokarevskogo lighthouse at the point of coordinates 43º04,45'N 131º49,18'E, at winter navigation period - 43º07,00'N 131º46,06'E, or in the waiting area №2, bordered by straight lines connecting points of coordinates:

Reception/disembarkation of pilots to/from the vessel for remoorage or other vessel transposition is carried out at the sea port of Vladivostok berths or reid moorages.
Sea port of Posyet
In accordance with the Obligatory regulations on the sea port of Posyet and Slavyanka port point, published in 2004, pilotage is obligatory in the sea port of Posyet water area (borders are set by the Government of Russian Federation Decree dated 19.05.2009 № 684-р).



The sea port of Posyet areas of inport and outport pilotage are two be paid on different purposes:
- pilotage in the sea port of Posyet, provided on inport pilotage rates, is carried out:
a) in the internal reid area, located to the North from the line connecting the point of coordinates 42º37,96'N 130º47,11'Е at the Cherkavskogo Island and Nazimova Cape;
b) in the Slavyanka sea terminal internal water area, bordered (from North-East) by lines connecting point of coordinates:
42º53,13’N 131º23,87’E;
42º52,45’N 131º24,58’E,
from South-East - by the coast line.
- pilotage in the sea port of Sochi, provided on outport pilotage rates, are carried out:
a) in the external reid area, located to the South from the line connecting the point of coordinates 42º37,96'N 130º47,11'Е at the Cherkavskogo Island and Nazimova Cape, to the pilots reception points. The distance of the pilotage in the sea port of Posyet external reid area concludes 3 nautical miles;
b) in the Slavyanka sea terminal external reid bordered (from North-East) by the line connecting point of coordinates:
42º53,95’N 131º24,50’Е;
42º53,95’N 131º25,80’E;
42º53,00’N 131º25,80’E;
42º52,47’N 131º25,46’E,
from South-West - the line connecting point of coordinates:
42º53,13’N 131º23,87’Е;
42º52,45’N 131º24,58’E.
The distance of the outport pilotage in the sea port of Posyet Slavyanka terminal area concludes 2 nautical miles.



Reception/disembarkation of pilots to/from the vessel:
- moving to/from the sea port of Posyet berths is carried out at points of moorage (external reid):
1. 42º37,09'N 130º49,21'Е (for foreign vessels);
2. 42º37,00'N 130º48,00'Е (for Russian vessels);
3. 42º36,40'N 130º48,34'Е (for Russian vessels),
- moving to/from the sea port of Posyet Slavyanka sea terminal is carried out at points 1-7 of moorage:
1. 42º53,12'N 131º24,36'E;
2. 42º53,27'N 131º24,48'E;
3. 42º53,42'N 131º25,01'E;
4. 42º52,54'N 131º24,42'E;
5. 42º52,54'N 131º25,06'E;
6. 42º52,54'N 131º25,30'E;

In case of pilot reception on the run, reception is carried out at the point set by a pilot.
Reception/disembarkation of pilots to/from the vessel for inport pilotage, connected with remoorage or other vessel transposition is carried out:
- at the sea port of Posyet berths;
- at the sea port of Posyet Slavyanka sea terminal berths.
3. Pilotage Services Provision Order
Pilotage services provision order in the sea port of Vladivostok
Pilotage services in the sea port of Vladivostok are provided by the Vladivostok Branch 24 hours a day in accordance with the Obligatory regulations requirments.
Pilotage services for vessels, moving to/from Bolshoy Kamen sea terminal berths, are provided by other organizations' pilots.
In accordance with the Obligatory regulations, pilotage in the sea port of Vladivostok is compulsory for:
- foreign vessels;
- Russian vessels of 1400+ tons gross capacity, if their captains are not released from the obligatory pilotage in the sea port of Vladivostok by the sea port's captain;
- non-degasified tankers and vessels of 1200 tons gross capacity with hazardous cargoes;
- during mooring and other vessel transportatation operations.
The following vessels are exempted from the obligatory pilotage:
- small-size vessels;
- vessels who constantly work within the established obligatory pilotage under the control of captains who passed qualification examination and have sufficient work experience in navigation with pilot;
- vessels and ships of Russian Navy, Coastal security of the Border Service of Federal Security Service, Federal Customs service by the command authority presentation.
The Vladivostok Branch provides pilotage services on the basis of the shipowners`/marine agents` requests in the presidency order. Russian Navy vessels' and ships' applications are considered by the Pacific Fleet Headquarters.

- for a vessel arriving to the sea port of Vladivostok, 24 hours before a pilot reception with the confirmation 4 hours before a pilot reception;
- for a vessel departing to the sea port of Vladivostok, 4 hours before a departure with the confirmation 1 hour before a departure;
- for a vessel on the roadstead and at the seaport’s berths for remoorage and other vessel's transposition operations, 4 hours before an operation with the confirmation 1 hour before an operation.
A pilot arriving to the vessel shows a certificate confirming his right to implement the pilotage of the vessel and produces a receipt where the fact of the pilotage and possible commentaries to his work are put, to the captain. A receipt, filled in and signed by the vessel’s captain, are the grounds for the pilotage fare calculation. The vessel’s captain hands to the pilot an IMO established type pilot card with precise information about the vessel and informs the pilot on controllability features and the vessel’s condition.
The Vladivostok Branch is not responsible for possible delays of vessels reception, if:
- an application was sent later than it is specified above, or a vessel arrived with 1+ hour delay;
- reception and disembarkation are not safe due to storms, and a pilotage by leader method is impossible in the captain or pilot opinion.
An application may be cancelled not later then 1 hour before the planned operation. In case of captain’s refusal to pilotage after the pilot’s embarkation a false call is drawn, which is paid in the established for the pilotage dues order.
Pilotage services provision order in the sea port of Posyet
Pilotage services in the sea port of Posyet are provided by the Posyet Subdivision 24 hours a day in accordance with the Obligatory regulations requirments, with the exception of the pilotage of vessels moving to the Slavyanka sea terminal - they are serviced 8-00 to 20-00.
In accordance with the Obligatory regulations, pilotage in the sea port of Vladivostok is compulsory for:
- foreign vessels;
- Russian vessels of 50+ metres long and 500+ tons gross capacity (with the exception of the pilotage of vessels moving to the Slavyanka sea terminal);
- Russian vessels of 1000+ tons gross capacity moving to the Slavyanka sea terminal.
Russian vessels of 50- metres and 500- tons gross capacity are exempted from the obligatory pilotage.

Application is to be sent by a shipowner or a marine agent to the Posyet Subdivision by fax: +7 (42331) 203-00 or by phone +7 (4232) 77-13-15 or +7 (42331) 211-49:
- for a vessel moving to/from the sea port of Posyet (with the exception of the pilotage of a vessel moving to the Slavyanka sea terminal), not later then 2 hours before an operation;
- for a vessel's remoorage or other transposition operation at the internal reid (with the exception of the pilotage of a vessel moving to the Slavyanka sea terminal), not later then 2 hours before an operation.
Application for the pilotage of vessels moving to/from the Slavyanka sea terminal is to be sent by a shipowner or a marine agent to the Posyet Subdivision pilot on duty verbally (channel 6 VHF, call sing - "lotsman" or by phone: +7 (42331) 444-40):
- 2 hours before an operation for an operation on working days 8:00-20:00;
- day preceding the holiday or a weekend for an operation on a holiday or a weekend.
A pilot arriving to the vessel shows a certificate confirming his right to implement the pilotage of the vessel and produces a receipt where the fact of the pilotage and possible commentaries to his work are put, to the captain. A receipt, filled in and signed by the vessel’s captain, are the grounds for the pilotage fare calculation. The Vladivostok Branch Posyet Subdivision Pilotage Service is not responsible for possible delays of vessels reception, if:
- a pilotage request was filed out-of-date;
- an embarkation is impossible due to the storm weather;
- in the absence of both a vessel's captain and his senior assistant;
- a main engine or a steering gear malfunction.
An application may be cancelled not later then 1 hour before the planned operation.
In case of a 30+ minutes delay due to a vessel's fault, a false call is drawn and a pilot is recalled, which is paid in the established for the pilotage dues order.
