1. General information
The FSUE “Rosmorport” Far Eastern Basin Branch renders services in the seaports of Nakhodka, Posyet, Vladivostok and Vostochny (with the exception of the Slavyanka terminal water area) to provide crew boats and other vessels of the Branch's secondary fleet for the purposes of delivery aboard a vessel (taking off from a vessel) of a crew, a marine agent (representatives of a marine agent, an owner of a vessel), a commission of the Russian checkpoint, documents, foodstuffs, technical supply and other cargoes.
The fleet of crew boats and vessels of the Far Eastern Basin Branch secondary fleet comprises of 10 vessels distributed among the seaports of Nakhodka, Posyet, Vladivostok and Vostochny as follows:

2. Crew boats provision terms and conditions
Procedure for providing crew boats in the Vladivostok and Posyet seaports
The Far Eastern Basin Branch crew boats in the Vladivostok and Posyet seaports (with the exception of the Slavyanka terminal water area) are provided in accordance with a customer's written application after preliminary agreement of the technological capability to provide the requested services with:
– the Far Eastern Basin Branch traffic control service in the Vladivostok seaport by telephone: +7 (4232) 49-56-18;
– with the Far Eastern Basin Branch Posyet Department in the Posyet seaport by telephone: +7 (42331) 201-49.
In case of positive preliminary coordination of technical capability to provide the Far Eastern Basin Branch crew boats a customer gives a written application to the Far Eastern Basin Branch at least four hours before the expected time of the commencement of works:
– to the Far Eastern Basin Branch in the Vladivostok seaport by fax: +7 (4232) 49-56-18 or by +7 (4232) 49-68-83 or a scan by email: pilot@dvf.rosmorport.ru;
– to the Far Eastern Basin Branch Posyet Department in the Posyet seaport by fax: +7 (42331) 201-49 or a scan by email: mail@pst.rosmorport.ru.
Based on a customer's application a vessel approaches to the specified workplace at the designated time. All types of works with the use of the Far Eastern Basin Branch crew boats are recorded in an order invoice by specifying the commencement of works and the end of works. Upon end of works a customer's representative signs and certifies by seal an order invoice for the performance of works. In accordance with the order invoice signed by the Far Eastern Basin Branch a customer is made an invoice for payment. The invoice should be paid not later than three days from the date of making it.
Information on the tariffs for providing crew boats and other vessels of the Far Eastern Basin Branch secondary fleet used for this purpose in the seaports of Vladivostok and Posyet is given in the section “Far Eastern Basin Branch Harbor Dues and Tariffs”.
Procedure for Providing Crew Boats in Seaport of Nakhodka and Vostochny
Services for providing crew boats in the seaports of Nakhodka and Vostochny are rendered by the Far Eastern Basin Branch Eastern Department based on the Framework Reimbursable Services Agreement (further the Agreement) which is planned to be signed.
In order to sign the Agreement a customer should send a written application to the Far Eastern Basin Branch Eastern Department by fax +7 (4236) 66-54-28 or by email mail@vst.rosmorport.ru. The application will be considered within three days, and in the absence of technical restrictions on rendering the alleged services and providing all documents necessary to sign the Agreement were presented, a customer is sent two copies of the filed Agreement for signing. The agreement signed by the customer should be returned to the Far Eastern Basin Branch Eastern Department at: 47 Vnutriportovaya St., Wrangel-1 Settlement, Nakhodka, Primorsky Territory, Russia 692941.
For additional information and consultations on the procedure for signing the Agreement one should address to the Far Eastern Basin Branch Eastern Department by telephone +7 (4236) 66-52-77 (Monday-Friday from 9:00 a.m. to 5:15 p.m. Vladivostok time, the break is from 1:00 p.m. to 2:00 p.m.).
Crew boats are provided by the Far Eastern Basin Branch Eastern Department in the procedure and on the terms set up by the Agreement signed according to the established procedure.
Pursuant to the terms of the signed Agreement a customer shall send an order application for provision of a crew boat to the Far Eastern Basin Branch Eastern Department. The order application should be preliminarily coordinated with the Far Eastern Basin Branch Eastern Department pilotage service in respect to a technical possibility for rendering the alleged services by telephone +7 (4236) 66-42-28 (Monday-Friday from 8:15 a.m. to 5:15 p.m. Vladivostok time, the break is from 1:00 p.m. to 2:00 p.m.). It is necessary to send a written order application no later than four hours before the expected time for starting the works by fax of the Far Eastern Basin Branch Eastern Department +7 (4236) 69-80-38 or a scan by email mail@vst.rosmorport.ru or pilotv@vst.rosmorport.ru. In absence of technical restrictions on providing a crew boat at the designated time a crew boat comes to the place specified for the work.
All types of works with the use of crew boats of the Far Eastern Basin Branch Eastern Department with specifying the start and the end of the works are recorded in the order application, which is completed by a captain of a crew boat. Upon finishing the works a customer's representative will sign and certify the order application on performed operations by seal.
The payment of services rendered by the Far Eastern Basin Branch Eastern Department for providing a crew boat is made in accordance with the terms of the signed Agreement.
