     1. General information 

    The FSUE “Rosmorport” Far Eastern Branch provides services for towing of vessels in berthing/de-berthing, shifting or other maneuvering in the water ares of the seaports of Nakhodka (Andreev Bay), Posyet (Water area Section No. 1), Vladivostok and Vostochny. The fleet of the Far Eastern Basin Branch tugboats comprises 7 vessels with the capacity of 600 – 3,840 kW that are located in the seaports of Vladivostok, Vostochny, Nakhodka and Posyet as follows:

     2. Procedures for providing towage services
 

     Procedure for providing towing services in the seaport of Vladivostok

     Towing services for carrying out berthing operations or other shifting of a vessel in the Vladivostok seaport are provided by the Far Eastern Basin Branch in accordance with the requirements of the Compulsory Regulations in the Vladivostok Seaport that were approved by Order of the Ministry of Transport of Russia No. 229 of 02.07.2013. The Regulations prescribe rules of vessel towing, restrictions in towing services and information on the minimum number and capacity of tugboats designed for towing operations.
     Towage services related to mooring procedures are provided on a round-o-clock basis in the Vladivostok seaport water area, on the basis of an application of the customer.
     The application is sent by shipowner/marine agent to Far Eastern Basin Branch by fax: +7 (4232) 249-56-18 or +7 (4232) 249-68-83, or by e-mail: pilot@dvf.rosmorport.ru. With the notice examined within an hour and mentioned towage operation being technically possible, tug-boats are provided to the vessel’s captain in the designed space and time to the vessel's broad side to carry out towing operations.
     The start and end time of operation is recorded in an order-invoice, which is filed by the tug-boat captain and is signed by the vessel representative or marine agent and stamped by a vessel seal. Payment receipt, which is rendered within 5 working days after the assistance, must be settled on no later than 3 days after rendering. 

 

     Information on tariffs for towing services provided by the Far Eastern Basin Branch in the Vladivostok seaport is given in the section, “Harbor Dues and Tariffs of the Far Eastern Basin Branch”.

 

     Procedure for providing towing services in the seaport of Vostochny 

 

     The Eastern Department provides towing services in accordance with the requirements of the Compulsory Regulations in the Vostochny Seaport that were approved by Order of the Ministry of Transport of Russia No. 10 of 11.01.2011. The Regulations prescribe rules of vessel towing, restrictions in towing services and information on the minimum number and capacity of tugboats designed for towing operations.

     Towing services are provided by the Eastern Department in accordance with the terms of assigned framework contract for service (hereinafter referred to as the Contract).

     In order to sign the Contract a customer should send a written application to the Far Eastern Basin Branch's Eastern Department by fax +7 (4236) 66-42-40 or a scan by email pilot-vst@dvf.rosmorport.ru.

     The application will be considered within one working day. In case of the absence of technical restrictions on providing requested services the Far Eastern Basin Branch's Eastern Department sends two copies of the Contract to a customer for signing. The original of the Contract signed by the customer should be returned to the Eastern Department at: 47 Vnutriportovaya St., Wrangel-1 Settlement, Nakhodka, Primorsky Territory, Russia 692941.

     Towing operations in berthing/de-berthing, shifting or other maneuvering in the water ares of the Vostochny seaport are made in accordance with the procedure and on the terms provided by the Contract.

     In accordance with the signed Contract, if a tug is needed, a customer sends an order application to the Far Eastern Basin Branch's Eastern Department by fax +7 (4236) 66-42-40 or a scanned copy by email pilot-vst@dvf.rosmorport.ru. The order application will be considered within an hour and in case of the absence of technical restrictions to provide the requested services by the Far Eastern Basin Branch Eastern Department, the Branch's tugboat is provided to a captain of a vessel in the designated place and time to a vessel's broad side to carry out towing operations.

     The start and end time of operation is recorded in an order-invoice, which is filed by a tug-boat captain and is signed by the vessel representative or marine agent and is stamped by a vessel seal.

     Payment receipt, which is rendered within 5 working days after the assistance, must be settled on no later than 3 days after rendering.

     The payment of towing services is made in accordance with the terms of the signed Contract.

     Procedure for providing towing services in the seaport of Nakhodka 

     Towing services for carrying out berthing operations or other shifting of a vessel in the seaport of Nakhodka (Andreev bay) are provided in accordance with the requirements of the Compulsory Regulations in the Nakhodka Seaport that were approved by Order of the Ministry of Transport of Russia No. 169 of 23.06.2011. The Regulations prescribe rules of vessel towing, restrictions in towing services and information on the minimum number and capacity of tugboats designed for towing operations.

     Towing services for carrying out berthing operations or other shifting of a vessel in the seaport Nakhodka (Andreev bay)are provided by the Far Eastern Basin Branch daily on the basis of an application on towing services.

     Application should be is sent by a customer to the North-Eastern Basin Branch by fax +7 (423) 249-56-18 or +7 (423) 249-68-83, or a scanned copy by email pilot@dvf.rosmorport.ru. The notice will be considered within an hour and in the absence of technical restrictions on providing requested services by the Far Eastern Basin Branch Eastern Department the Branch's tugboat is provided to a captain of a vessel in the designated place and time to a vessel's broad side to carry out towing operations.

     Procedure for providing towing services in the seaport of Posyet 

     Towing services for carrying out berthing operations or other shifting of a vessel are provided by the Far Eastern Basin Branch daily from 8.00 a.m. to 8.00 p.m. within Section No. 1 of the Posyet seaport water area in accordance with the requirements of the Compulsory Regulations in the Posyet Seaport that were approved by Order of the Ministry of Transport of Russia No. 379 of 19.10.2012. The Regulations prescribe rules of vessel towing, restrictions in towing services and information on the minimum number and capacity of tugboats designed for towing operations.

     Towing services in the Posyet seaport for berthing, shifting, de-berthing and other shifting or maneuvering of a vessel within the seaport water area are provided by the Far Eastern Basin Branch round-the-clock based on a given written application by a master of a vessel / an owner of a vessel / a marine agent. 
     An application on towing services is sent by a master of a vessel / an owner of a vessel / a marine agent to the Posyet division of the Far Eastern Basin Branch by fax +7 (42376) 914-86. The notice will be considered within an hour and in the absence of technical restrictions for provision of the requested services by the Far Eastern Basin Branch Eastern Department, the Posyet Division informs the applicant of its decision. If the decision is positive, the Branch's tugboat is provided to a captain of a vessel in the designated place and time to a vessel's broad side. The number of tugs necessary for safe mooring operations is agreed by the pilot guiding the vessel in Posyet Seaport and the captain of the towed vessel.

     The start and end time of operation is recorded in an order-invoice,  which is filed by a tug-boat captain and is signed by the vessel representative or marine agent and is stamped by a vessel seal. Payment receipt, which is rendered within 5 working days after the assistance, must be settled on no later than 3 days after rendering.
