On June 17, 1859 the Amerika steam boat, with Governor General of East Siberia Muravyov-Amursky on board, was heading for the Russian shores. Land appeared. Having turned round a rocky cape, the boat entered the waters of an unknown gulf. There was deep fog, low visibility, and it was drizzling. The boat slowly went deep into the gulf, staying at two miles from the shore, and dropped anchor not far from a high mountain (Mt. Sestra). Next day, which was June 18, 1859, navigation officer Krasilnikov made a historic entry into the shipping register: “At 6 o’clock in the morning we de-anchored, went to explore the shore, noticed a hollow, and discovered a bay. By order of His Excellency (Count Muravyov-Amursky) the bay was named Nakhodka”.
In 1861 having entered Nakhodka Bay on Strelok clipper captain-lieutenant Alexey Peshchyurov (who later in 1867 was a state officer for transmission of Alyaska to the Americans, in 1882 was a Vice Admiral and Commander-in-Chief of the Black Sea fleet, and then became a city manager of the town of Nikolayev) noted the following: A time will come, and I hope, when we are still alive, when the silence will be ousted by thousands of sounds making up the noise of a trade port.
In 1864 a military hydrographic post was founded on the Cape of Astafyev. It included officer Gerasimov and 4 soldiers, which in late 1860s was increased up to 30 people.
On November 13, 1867 a trading post managed by Siberia regional administration was founded in front of the Cape of Astafuyev. Among the members of the administration were manager Harald Fruhelm, secretary Nikolay Kruykov, surveyor Ivan Shishkin, Doctor Alexander Kuntse (graduate of the Saint-Petersburg Medical Surgeon Academy), and others.
On April 30, 1868 emigrees from Finland carried by the Nakhodka steam boat arrived to bay with the same name.
In June 1869 surveyor Shishkin made a construction plan for the trading station. The materials were delivered by the Nakhodka steam boat belonging to the administration.
In April 1870 the Nakhodka steam boat sank and the trading station lost regular sea traffic.
On April 6, 1871 Harald Fruhelm died from an injury. On May 25, 1873 all the property of a trading station was attached, the regional administration officers left for Saint-Petersburg. Civil population moved to the Amba river and to Vladivostok. The trading station became uninhabited.
On August 16, 1873 captain of the Vityaz corvette, which called at Nakhodka Bay, stated: “This wonderful calm bay with picturesque shores was left by the Russians”.
In 1883 the Count of Edinburgh frigate explored the Gulf of America.
In 1906 a cargo passenger route Vladivostok-Nakhodka was opened in the Suchana River estuary. The Siberia steam boat made 2 voyages a week.
On June 1, 1909 a customs post of Priamursky Customs District was founded in Nakhodka Bay.
In 1930s a railway was laid from Nakhodka Bay to the shores of the Nakhodka village near Cape Shefner and a port point Nakhodka, with administration on Delovaya St. (at present – Portovaya St.) was opened. The port point represented a pier with length of 125 meters built in 1935, warehouses and lifting railways. Coal shipping and general cargo shipping was performed from the berth. On the shores there were wooden administrative buildings – office, canteen, baths, railway station, and a customs building. There was electricity produced on coal and kerosene.
In 1931 the Nakhodka border checkpoint was founded. From 1934 a naval ships and submarines base started operating at Cape Astafyev.
In 1934 the Far Eastern shipping company elaborated the first project for construction of a trade port (2 cargo areas – coal and wood) on the shores of Nakhodka Bay and the Suchan River estuary. Later this idea was renounced.
In April 1939 Andrey Zhdanov, Secretary of Central Committee of the All-Union Communist Party of Bolsheviks, arrived in Nakhodka on the Voyna torpedo vessel accompanied by Commander-in-Chief of the Pacific fleet and First Secretary of Primorye Territory Committee. After that, on October 7, 1939 Central Committee of the All-Union Communist Party of Bolsheviks and Council of People’s Comissars of the USSR issued a decree on transmission of the Vladivostok trade and fish ports into Nakhodka Bay.
From 1938 till 1946 a reconsignment point functioned in Nakhodka Bay (at first as part of North-Eastern Corrective Labor Camps). Prisoners were transported from Nakhodka to Magadan on the Dalstroy vessels: Kulu, Dzurma, Dalstroy, Sovyetskaya Larviya and Feliks Dzerzhinsky. After the Dalstroy vessel exploded at the berths of a trade port in 1946, the consignment point was transferred from Nakhodka to the Vanino seaport.
In 1940 construction of a new trade port began. However, as in 1941 a war with Germany started, the works had to be stopped. And only three years later, when Germany’s defeat became obvious, the construction resumed.
By 1946 the first 100 meters of berth No. 8 of the Trade port were constructed, and loading/unloading works started in that place.
In 1948 berth No. 7 of the Trade port was put into operation.
In 1949 berths No. 6 and No. 5 of the Trade port were put into operation.
In 1950 the Fish port started operation, and on December 4, 1950 the first vessel – steam boat Lunacharsky - moored there for shipping. Also in that year berths No. 3 and No. 4 of the Trade port were put into operation.
In 1952 berths No. 1, No. 2, No. 9, No. 10, and also passenger No. 11 of the Trade port were put into operation. Next year passenger berth No. 12 was put into operation.
In 1956 the Nakhodka Base of Active Sea Fishing started functioning in the seaport.
In 1957 the Primorsky Shipyard started operation.
In 1959 an enterprise for conducting dredging works in the seaport named Daltekhflot was created.
In 1965 the first stage of construction of the Nakhodka sea trade port was completed, berths No. 25, No. 26, No. 27 from the side of Cape Astafyev were put into operation for transshipment of general and wood cargo. After that the transshipment capacity of the seaport reached 1.4 million tons.
In 1967 berths 3, 4 and 5 of the oil pier in Nakhodka oil port were put into operation.
In 1968 the second stage of construction of the Nakhodka sea trade port was completes, berths No. 29, No. 30, No. 31, No. 32 on Cape Astafyev were put into operation for processing wood and general cargo. After two years the cargo capacity of the trade seaport reached 8 million tons. Also in that year an auxiliary berth for mooring auxiliary fleet vessels was put into operation.
In 1970 berths 1 and 2 of the oil pier of the Nakhodka oil port were put into operation.
In 1972 the Gulf of America was renamed into the Gulf of Nakhodka.
In 1980 a berth for package petroleum products was put into operation in the Nakhodka oil port.
In 1996 a berth for mooring coastal fleet vessels.
In 2008, according to Government of Russia Decree No. 773 dated 16.12.2006 “On improving the system of state management of the sea fish ports”, reorganization was completed by joining State Administration of the Nakhodka Sea Fish Port to the Administration of the Nakhodka Seaport.
In January 2009 by Ministry of Transport of Russia order dated 20.01.2009 No. 7 FSE Administration of Nakhodka Seaport was included into the list of federal state establishments authorized authorized to prepare and issue seafarer’s identity card.
In 2010 by Government of Russia Decree No. 32-r dated 19.01.2010 new boundaries of the Nakhodka seaport were set, joining the territories and water areas earlier occupied by the facilities of Nakhodka trade seaport, Nakhodka fish seaport and Nakhodka oil port.
In May 2012 by Federal Marin and River Fleet Agency order No. 67 dated 28.05.2012 in order to implement the Ministry of Transport order No. 277 dated 9.12.2012 “On approving Rules of vessels and right to vessels registration in the seaports” the seaport of Nakhodka was given port number 33 and abbreviation ND.
In June 2013 by Ministry of Transport of Russia order dated 13.06.2013 No. 210 the Nakhodka Seaport Master was included into the list of federal state establishments and seaport masters authorized to prepare and issue seafarer’s identity cards, and the administration of the seaport was excluded from the list.
In August 2014 by Mintrans of Russia Order dated 5.08.2014 No. 219 anchorage areas for detained or arrested vessels were determined in Nakhodka Seaport.
In September 2014 by Government of Russia Regulation dated 29.09.2014 No. 1912-r Nakhodka Seaport was included into the least of seaports open for foreign vessels.

Creation of Soviet-Japanese Economic Council in 1956 enabled the development of trade between the two countries. An idea to build a new port appeared during the third meeting of the Council, where the Soviet party submitted a construction plan of a new seaport in the Bay of Vrangel.
A report summarizing the results of a joint inspection conducted by experts of the two countries said that the construction of a new seaport in the Bay of Vrangel is reasonable and technically possible. Unlike Nakhodka, the Bay of Vrangel had enough space and no limits for building above-ground structures, which was very important for seaport planning.
In 1968 the researchers of the Far East Branch of the Soyuzmorproekt research institute inspected the shores of the Bay of Vrangel. After long analysis they made the following conclusion: “The water area capacity, depths, smooth relief, favorable flower of the winds, peculiarities of climate, space for laying autoroutes and railways make it possible to consider the construction of a seaport”.
In August 1970 representatives of the DMGS and NMTP trusts conducted a first working meeting on construction of a new seaport, or as it was considered at that time – the fourth cargo area of the Nakhodka trade seaport.
Land surveyors, geodesists, and automatic equipment of the DMGS Trest were the first to start working on the shores of the Bay of Vrangel, and the Zeya dredger of Dalteckflot conducted dredging works in the water area.
On November 1970 the first explosion marking the start of construction of a new trade seaport was made.
On November 20, 1970 the Sea Fleet Minister issued order No. 180 dated 20.11.1970 “On organization of Management Office of the new seaport under construction in the Bay of Vrangel».
On April 17, 1971 construction of a new deepwater port in the Far East is announced to be an all-union comsomol construction site.
In December 1973 a state committee signed a Memorandum on putting into operation the first transshipment complex in the Vostochny seaport.
On December 27, 1973 the first vessel moored at bert No. 11 of the forest complex. That was the DVMP Shadrinsk motor boat.
On February 28, 1974 by Ministry of Sea Fleet order No. 36 dated 28.02.1974 the seaport was named Sea Trade Port “Vostochny Port”. The seaport was included into the List of Important Seaports Processing Export&Import Cargo, as a first category port.
In December 1975 a chips complex equipped by television and a modern transshipment station was put into operation.
In May 1976 a container terminal together with an IT center started to function.
In 1977 the capacities of berth No.8 of the container terminal and of the wood complex berth reached the estimated capacity of 300 thousand tons.
In December 1978 the forest complex capacity was increased 1,6 times due to implementation of packages in the beckets ПС-45.
In December 1978 the first stage of the Vostochny port was put into operation. In particular, a complicated Coal complex was installed, tried and prepared for operation. The first vessel moored at berth ППК-3, that was the Konstantin Petrovsky motor boat.
In 1979 – 1980 construction of concrete autoroute Vrangel-Nakhodka started. The Coal complex started to function.
In 1981 the capacity of berth No. 8 of the container terminal was two times higher than the estimated one, and berth No. 12 of the wood complex was put into operation.
In December 1983 berth No. 7 of the container terminal was put into operation.
In December 1985 berth No. 6 of the container terminal was put into operation.
In 1986 the Vostochny seaport became the first seaport of the Far East Basin according to yearly transshipment capacity.
From 1988 to 1992 reconstruction of railway station Nakhodka – Vostochnaya near the seaport was conducted. Simultaneously, berth No. 13 (PPK-1), berth No. 31, container terminal, wood berths and coal complex were being reconstructed.
In 1989 the yearly transshipment capacity of the seaport reached almost 12 million tons. That made the seaport one of the largest seaports of the USSR.
In August 1992 the seaport was restructures into OAO Vostochny Port.
In 1993 the Maly Port stevedore company started operating on the basis of the leased parts of the seaport. Dozens of separate firms and companies with participation of OAO Vostochny Port were created.
In February 1994 by order of Sea Transport Department of Ministry of Transport of Russia No. 9 dated 11.02.1994 a State Establishment “Sea Administration of the Vostochny Seaport” was created on the basis of property of the Sea Trade Port “Vostochny Port” not liable to privatization.
In 1995 the equipment of the container terminal and the Coal complex was reconstructed, car dump runners were renewed.
In 1996 the first objects of the second stage of the Vostochny Port Coal complex were put into operation, construction of berth wall of berth No. 13 was finished, soil dumping for berth No.14 was carried out.
In May 1997 export klinker was shipped for the first time at berth No.13 (ППК-1).
In May 1998 a new type of cargo – chlorum and potash fertilizers – was processed on the basis of the chips complex. OAO Vostochno-Uralsky Terminal was founded.
In 1998 berth No. 13, and the second stage of the Coal complex were put into operation.
On October 20, 1999 a vessel with deadweight of 150,000 tons called at the Vostochny seaport for the first time. It had length of 273 meters, width of 43 meters and board height of 24 meters. The Lady Kadoorie called at the seaport for coal shipment. The nine holds of the ship were loaded with 123.3 tons of coal for export to the countries of the Pacific area.
On October 24, 2000 the Kapitan Sergievsky vessel called at the Vostochny seaport laying the new container route Vostochny-Shanghai-Vostochny.
In February 2002 the largest warehouse for mineral fertilizers in Russia and CIS was opened in the Vostochno-Uralsky terminal of the Vostochny seaport.
In December 2009 a sea terminal Spetsmornefteport Kozmino, the end point of the East Siberia – Pacific pipeline, was opened.
In May 2012 by Ministry of Transport of Russia order No. 134 dated 05.05.2012, in order to implement the International Convention for the Prevention of Pollution from Ships of 1973, amended by a Memorandum in 1978, the Vostochny seaport was included into the list of Russian seaports where emissions of volatile organic components are regulated.
In May 2012 by Federal Marine and River Fleet Agency order No. 67 dated 28.05.2012, in order to implement the Ministry of Transport of Russia order No. 277 dated 9.12.2012 “On approving Rules of vessels and right to vessels registration in the seaports” the seaport of Vostochny was given number 14 and abbreviation VCh.
In July 2012 by Government of Russia Decree dated No. 687 06.07.2012 the Vostochny seaport was included into the list of seaports, where arrival of ozone-depleting substances to the territory of the Russian Federation is permitted.
In September 2014 by Government of Russia Regulation dated 29.09.2014 No. 1912-r Vostochny Seaport was included into the least of seaports open for foreign vessels.
The prospects for future development of the Vostochny seaport are related to the construction of the Primorsky oil refinery, which will lead to increase in transshipment capacities of liquid cargo by shipment of light and dark oil products.
