New Compulsory Regulations in Seaport of Vladivostok Approved

New Compulsory Regulations in Seaport of Vladivostok were approved by the Ministry of Transport of Russia Order dated 02.07.2013 No. 229 came into effect according to the established order 10 days after the date of their official publication.

The Compulsory Regulations in Seaport of Vladivostok stipulate:
- rules for call and exit of vessels and rules of vessel navigation in water area of Seaport of Vladivostok, including the rules of ice navigation in the seaport;
- rules for navigation of vessels in the coverage area of Peter the Great Gulf Regional VTS and the description of the regional VTS coverage areas;
- rules for mooring of vessels in Seaport of Vladivostok with the indication of their berths;
- rules for provision of environmental safety and quarantine in Seaport of Vladivostok;
- rules for the usage of special means of communication in the territory and water area of Seaport of Vladivostok.

Also the Compulsory Regulations in Seaport of Vladivostok contain information about:

- compulsory pilotage areas in Seaport of Vladivostok;
- descriptions of the fairways and depths of the seaport;
- boundaries of the A1 and A2 sea areas of the Global Marine Distress and Safety System;
- transmission of navigation and weather information to shipmasters of vessels staying in Seaport of Vladivostok as well as transmission of information on the threat of illegal intrusion in the seaport;
and other information on the description of Seaport of Vladivostok and its technical capacities regarding receiving and working of vessels.

In comparison with the previously existing Compulsory Regulations in Seaport of Vladivostok approved by the FSE “Administration of Vladivostok seaport” in 2005, the new edition was greatly amended in order to comply with the unified requirements to the structure and contents of compulsory regulations in the seaports of the Russian Federation approved by the Ministry of Transport of Russia.

New Compulsory Regulations also contain amendments of the definition of the new areas for reception/disembarkation of pilots performing pilotage to the seaport of Vladivostok and its geographically separate maritime terminals, and set of new boundaries of the areas of compulsory pilotage in the seaport. New requirements were introduced regarding the minimum number of tugs and their capacities, as well as the number of mooring masters enlisted to perform mooring operations. In addition, new Compulsory Regulations contain changed restrictions on vessels that can make entries to the seaport of Vladivostok. According to the issued document the vessels up to 300 meters in length (previously up to 260 meters) and a maximum draft of 13 meters (previously up to 12.6 meters) can now enter the seaport of Vladivostok.
