New Compulsory Regulations for Posyet Seaport Approved

The Compulsory Regulations in the seaport of Posyet approved by the Ministry of Transport order dated 19.10.2012 №379, are effective since 00:00 December 8, 2012.

The Compulsory Regulations in the seaport of Posyet stipulate:
- rules of vessel call to the seaport of Posyet and exit from the seaport;
- rules of vessel navigation in the water area of Posyet seaport;
- rules of vessel navigation in the coverage area of the VTS in the seaport of Posyet, and description of the VTS coverage areas;
- rules of vessel mooring in the seaport of Posyet with the indication of places for their mooring;
- rules of ecological safety provision, and keeping quarantine in the seaport of Posyet;
- rules of usage of special communication devices on the territory and in the water area of the seaport of Posyet.

The Compulsory Regulations on the seaport of Posyet also contain information on:
- the boundaries of Posyet seaport set and approved by the Government of Russia Regulation dated 19.05.2009 № 684-р;
- compulsory pilotage areas in the seaport of Posyet;
- navigation period in the seaport of Posyet;
- arrangement of vessel navigation in ice conditions in the seaport of Posyet;
- processing of hazardous cargo;
- boundaries of the sea areas А1 и А2 of the Global Marine Distress Safety System and for providing safety;
- transmission of information to captains of vessels in the seaport of Posyet in case of the threat of illegal invasions in the seaport;
- transmission of navigational and weather information to captains of vessels in the seaport of Posyet, and other information related to the description of the seaport and its technical capacities as for receiving and working vessels.

In comparison with the former Compulsory Regulations, terms and conditions of vessel navigation in Posyet Bay were considerably changed in the new edition. Thus, all vessels now perform navigation round-the clock, and the maximum allowable speed of the wind was increased from 10 meters per second to 12 meters per second. Besides, the restriction for the vessel full draught was changed from 8.5 meters to 9 meters, which allows to increase significantly the cargo turnover of the seaport. Also, considering the growing cargo turnover and tonnage of vessels, the and with the aim to provide safety of berths and vesels calling at the seaport of Posyet, information on the number of mooring tow-tugs necessary for mooring operations and depending on the vessel tonnage was entered into the new edition of the compulsory regulations.

In the new edition of the Compulsory Regulations in the seaport of Posyet new places of pilot embarkation and disembarkation were set in the points with the following coordinates: 42°36'00" N latitude 130°49'80" E longitude for vessels following to and leaving from the seaport water area in Posyet Bay, and 42°53'50" N latitude 131°26'00" E longitude for vessels following to and leaving from the seaport water area in Slavyanka Bay. This amendment will help to increase navigation safety in the seaport of Posyet, and, in particular, facilitate navigation for foreign vessels and vessels calling at the seaport of Posyet for the first time.
