1. General information
The FSUE “Rosmorport” North-West Basin Branch renders radio communication services in the directions “vessel-shore” and “shore-vessel”, if the vessel is in the coverage area of the coast UHF and MF/HF radio stations of the branch.
In order to provide radio communication services in the water area of the Gulf of Finland, the North-West Basin Branch uses 5 coastline UHF radio stations set on the radio towers along the coastline of the Gulf of Finland and on the Gogland Island, and also MF receiving and transmitting centers.
For UHF communication the North-West Basin Branch provides automatic and semi-automatic connection in both directions. The radio stations track calls of vessels in the digital selective calling mode, and the operator tracks calls of the vessels on channel 16 UHF.
For MF communication the North-West Basin Branch has arranged a semi-automatic connection through the operator of a radio station. The radio stations track the calls of vessels in the digital selective calling mode on the frequency of 2177/2180,5 kHz, the operator of a radio station tracks the calls of vessels on the frequency of 2,182 kHz in J3E mode.
With the use of its own equipment the North-West Basin Branch provides to vessels services on connection to any coast telephone and mobile subscriber all over the world, and also to satellite subscribers.
The North-West Basin Branch has opportunities to provide the following services to coast subscribers:
- radio telephone communication in automatic and semi-automatic modes (through the radio station operator) on the UHF channels of mobile marine service;
- radio telephone communication in semi-automatic mode on the MF channels of mobile marine service;
- radio telegraph (radio telex) communication with further transmission of messages to TELEX, AT-50, telegraph of public service, and to e-mail, through the Internet.
The radio communication services are provided by the North-West Basin Branch in accordance with the License of Providing Mobile Radio Services in the General Use Communication Network dated 05.06.2012 №99232, issued by Federal Supervision Agency for Information Technologies and Communications.
2. Communication services terms and conditions
The North-West Basin Branch provides radio communication services to subscribers on the basis of a radio communication service contract (further referred to as Contract) negotiated by the branch with a ship owner/sea agent, or without an contract, according to AACI code, with payment for the rendered services through an international organization, where the vessel is registered, in accordance with the Rules of radio communication and ITU Rec. D.90 and Rec. D.40 (rev 1).
To negotiate a Contract the client sends two copies of a properly made and signed Contract to the North-West Basin Branch at 8 Gapsalskaya St., Saint-Petersburg 198035, Russia, and also its copy by fax: +7 (812) 327-40-23, or scanned by e-mail: mail@spb.rosmorport.ru. The Contract submitted by the client is sent back within 10 days to the indicated return address.
The North-West Basin Branch provides radio communication services according to the terms and conditions of the agreed Contract.
Radio communication services without a Contract according to AACI code, with payment for the rendered services through an international organization, where the vessel is registered, are provided in accordance with the Rules of radio communication and ITU Rec. D.90 and Rec. D.40 (rev 1).
