By the order of the Ministry of Transport of Russia dated 30.03.2022 No. 105, a decision was made to open a checkpoint across the state border of the Russian Federation in the seaport of Ust-Luga at the marine terminal of industrial-logistic park (complex) for storage and transshipment of mineral fertilizers with storage and railway infrastructure LLC "Ultramar".

The above order of the Ministry of Transport of Russia simultaneously introduced appropriate changes that expand the limits of the marine cargo-passenger permanent multilateral checkpoint across the state border of the Russian Federation in the seaport of Ust-Luga.

The opening of the checkpoint within the specified marine terminal is associated with the completion of its construction and commissioning in November 2021.

The North-Western Basin Branch of FSUE "Rosmorport", as part of the investment project for its construction, provided for in the Comprehensive Plan for the modernization and expansion of mainline infrastructure, dredged the operational water area of the said marine terminal over 24.4 ha in the period from October 2019 to December 2020. The total volume of excavated bottom soil amounted to almost 1.5 million cubic meters. The dredging operations provided a safe approach to the berths No. 1 and No. 2 of the sea terminal for the transshipment of mineral fertilizers of vessels of up to 235 meters length, 32 meters width and up to 14.2 meters load draught; and to the berth No. 3 of vessels of up to 185.1 meters length, 23.7 meters width and no more than 10.1 meters of load draught, as well as to the root of the berth No. 3 of vessels of 118.7 meters length, 16.7 meters width and no more than 6.4 meters of load draught.

In order to ensure safety of navigation of vessels in the operational water area of the sea terminal the North-Western Basin Branch installed two lighted navigation signs - "Ultramar South", located on the berth No. 1, and "Ultramar North", located at the tip of the pier, which are designed to orient navigators when maneuvering vessels in the water area of the seaport.

Besides, the branch installed five large ice buoys in the operational water area of the marine terminal to mark the boundaries of safe navigation areas for vessels.
