Positive conclusion of the state expertise on the project for the construction of the support fleet base in the seaport of Ust-Luga received

FSUE “Rosmorport” has received a positive conclusion of the state expertise No. 47-1-1-3-000757-2022 of January 12, 2022, approved by the FAI “Glavgosexpertiza Rossii”, on the project for the construction of the support fleet base in the seaport of Ust-Luga.

The design estimate documentation and the results of engineering surveys submitted for consideration to the FAI “Glavgosexpertiza Rossii” were carried out in order to restore and complete the construction of the support fleet base in the seaport of Ust-Luga, as well as to bring the design documentation developed in 2008 in line with the changes in urban planning legislation. In addition, some amendments were made to the new design documentation which appeared to be necessary during the construction of the facility. The amendments are related to the need of separating the construction of the base's hydraulic structures into a separate stage, changing the intended purpose of some already built facilities, as well as adjusting the composition of the equipment used.

The construction of the support fleet base in the seaport of Ust-Luga is carried out to organize the mooring and maintenance of the port fleet vessels (tugboats, pilot boats, oil skimmers, boom-setters, etc.), collecting and neutralizing waste from vessels calling at the seaport of Ust-Luga, and as well as monitoring and liquidation of oil spills. The project provides for the construction of a complex for the thermal destruction (neutralization) of waste, the commissioning of which will reduce the risk of dumping shipboard wastes into the waters of the Gulf of Finland.

Active construction of the support fleet base in the seaport of Ust-Luga was carried out in the period from 2011 to 2017. The main construction and installation works on the construction of buildings and structures were done, as well as part of the works on the organizing of engineering networks and equipment installation. However, in 2017, due to the introduction of bankruptcy proceedings against the general contractor PST JSC, the state contract for the construction of the facility was cancelled and all construction and installation work was suspended.

At present, given the successful redesign, the enterprise is carrying out organizational and technical measures to obtain a permit for construction and selection of a contractor on a competitive basis to complete the construction.

It is planned that upon receipt of a permit, construction and installation work will resume in the 3rd quarter of 2022.
