By the Order of the Government of Russia dated 15.07.2013 No 1217-r on the FSUE "Rosmorport" initiative the land plot of 195 square meters was transferred from the reserve lands in the category of land for industry, energy, transport, communication, broadcasting, television, computer science, land for space activities, defense, security and other special purpose for its subsequent use to ensure the operation of the "Rear lighting leading mark" object, assigned to the enterprise on the basis of economic control rights.

The rear lighting leading mark is an integral part of the linear navigational range, designed to ensure the entry of vessels in the Seaport of Kavkaz in a given direction.
