Training maneuvres in Eysk Seaport

On April 19, 2013 the Azovo-Chernomorsky Basin Branch Eysk Department and the Azovo-Chernomorsky Branch of FSUE "Baltiyskoye BASU" conducted joint training maneuvres in Eysk Seaport, aimed to check the provision of constant emergency and rescue preparedness of forces on duty, practical training and getting neccessary skills to localize and liquidate oil leaks.

According to the plan, on receipt of information on the oil leak during transloading of diesel fuel from the vessel of the Azovo-Chernomorsky Basin Branch Eysk Department alerts were sent to the corresponding services of Eysk Seaport. In order to eliminate the simulated oil leak and to prevent it from spreading beyond the boundaries of Eysk Seaport, staff and equipment were sent to the location of the leak. Special vessels put booms and collected the simulated oil leak from the surface. In the end the location of the simulated oil leak was treated with an oil absorbent made from wooden chips.

Summing up the results of the training, the Eysk Seaport master gave excellent marks to the joint effort of the FSUE "Rosmorport" Azovo-Chernomorsky Basin Branch Department and the Azovo-Chernomorsky Branch of FSUE "Baltiyskoye BASU".

According to Igor Pavlov, Deputy Director for operations of the Azovo-Chernomorsky Basin Branch, during the training maneuvres the alert system of the enterprise underwent a special check. It was not more than 4 minutes from the receipt of information on the simulated oil leak in the Eysk Seaport water area to its receipt by the responsible men on duty in the FSUE "Rosmorport" Headquarters, Federal Marine and River Transport Agency, and the Ministry of Transport of Russia. According to Igor Pavlov, this figure fully complies with the time normatives established for the alert system in case of such emergencies.

Such trainings in Eysk Seaport are conducted on a permanent basis, and help to react quickly at emergency situations connected to oil leaks in the seaport, and eliminate them in concise time limits with minimal environmental risks.
