By the order of the Government of the Russian Federation dated 12.10.2010 № 800 the decision to create port special economic zone in the territory of Kolsky Region and Murmansk (Murmansk Region) on the ground areas which will be defined by the agreement on port special economic zone creation with no tender procedure was made.

The Ministry of the Economic Development of the Russian Federation was instructed to conclude the agreement on port special economic zone creation with the Government of Murmansk Region and Murmansk and Kolsky Region municipalities on behalf of the Government of Russia. The agreement will define, among others, finance and economic indicators of the port special economic zone operation and the ground areas included in its territory.
