     1. General information


     The FSUE "Rosmorport" Azov Basin Branch renders the following services:
     - towing during mooring, de-mooring, shifting and other moving of vessels within the water areas of the seaports of Azov, Rostov-on-Don, and Taganrog; 

     - refloating of vessels moved beyond the navigation pass or beyond the upper edge of canals in the seaports of Azov, Rostov-on-Don and Taganrog waters and approaches to them; 
     - sea towage of vessels and other floating facilities in the Azov Sea, and the Azovo-Donskoy Sea Canal.

     The Azov Basin Branch towing fleet consists of 8 vessels of different special purposes with power from 280 kW till 4,815 kW
     During winter navigation towing in the corresponding seaports is provided by the Azov Basin Branch icebreakers.
     The icebreakers of the Branch are located in the following seaports:

     2. Procedures of rendering towage services

 

     Procedure of rendering towage services in the seaports of Azov, Rostov-on-Don, and Taganrog 


     Towage services connected with operations on towing or other maneuvering a vessel within the water areas of the seaports of Azov, Rostov-on-Don and Taganrog is conducted by the the Azov Basin Branch in accordance with:
     a) Compulsory Regulations on the sea port of Azov approved by Ministry of Transport of Russia order dated 13 December 2012 No. 430;
     b) Compulsory Regulations on the sea port of Rostov-on-Don approved by Ministry of Transport of Russia order dated 4 March 2013 No. 62;
     c) Compulsory Regulations on the sea port of Taganrog approved by Ministry of Transport of Russia order dated 13 December 2012 No. 429,
     that establish the rules of towage services provision, restrictions on towage as well as information on a minimum amount and capacity of tugs for towage operations:
     - in Azov Seaport;
     - in Rostov-on-Don Seaport;
     - in Taganrog Seaport. 

     Towage services connected with operations on towing or other maneuvering a vessel within the water areas of the seaports of Azov, Rostov-on-Don, and Taganrog, is conducted in accordance with standard form contract on mantaining navigation and stay of vessels in the seaports of Azov, Rostov-on-Don, and Taganrog and on approaches to them (further referred to as the Contract). The terms of the contract and the procedure for its conclusion are specified in the section "Harbor Dues and Tariffs of the Azov Basin Branch". 


     Towage operation connected to mooring, remooring, de-mooring or other shifting of vessels within the water areas of the seaports of Azov, Rostov-on-Don, or Taganrog is conducted on basis of a written application in the seaports of Azov and Rostov-on-Don and an application on towage in the seaport of Taganrog:
     - in the seaports of Azov and Rostov-on-Don the application should be filed to the Azov Basin Branch dispatcher's office by fax:  +7 (863) 287-00-13, or scanned by e-mail: dispetcher@abf-rmp.ru
     - in the seaport of Taganrog the application should be filed to the Azov Basin Branch Taganrog Department dispatcher's office by fax: 

     +7 (8634) 31-76-10 (from 07:00 till 19:00, Moscow time) or scanned by e-mail: taganrog-disp@abf.rosmorport.ru;

     +7 (863) 287-00-13 (from 19:00 till 07:00, Moscow time), or scanned by e-mail: dispetcher@abf.rosmorport.ru,
not later than 24 hours before the start of works. If the requested services are technically possible, the Azov Basin Branch tow boat(s) are presented at the time and place specified in the application on towage to perform towage operations. After the end of towage captains of the vessels sign an acceptance certificate. The client is issued an invoice, on the basis of the acceptance certificate, which should be paid by him within 30 calender days after the date of issue.

     Procedure of rendering refloating services

 

     Towage services of vessels refloating are rendered by the Azov Basin Branch in accordance with the provisions of standard form contract on mantaining navigation and stay of vessels in the seaports of Azov, Rostov-on-Don, and Taganrog and on approaches to them (further referred to as the Contract). The terms of the contract and the procedure for its conclusion are specified in the section "Harbor Dues and Tariffs of the Azov Basin Branch".

     Towage services for refloating are carried out by the Azov Basin Branch on the basis of the customer provided:

     in the seaports of Azov and Rostov-on-Don

     - a written application for a tugboat to the Dispatcher office of the Azov Basin Branch by fax: +7 (8632) 287-00-13, or a scan by email: dispetcher@abf.rosmorport.ru;

     in the seaport of Taganrog

     - a written application for a tugboat to the Dispatcher office of the Azov Basin Branch Taganrog Department by fax:

      +7 (8634) 31-76-10 (from 07:00 till 19:00, Moscow time) or scanned by e-mail: taganrog-disp@abf.rosmorport.ru;

     +7 (863) 287-00-13 (from 19:00 till 07:00, Moscow time) or scanned by e-mail: dispetcher@abf.rosmorport.ru.

     In the absence of technical restrictions on the possibility of providing the requested services, tugboat(s) of the Azov Basin Branch will be delivered at the place specified in the application to perform the operation on refloating of vessel. Upon completion of works on refloating, an acceptance certificate of service is compiled, which is signed by the masters of vessels. On the basis of the acceptance certificate of service the Azov Basin Branch issues an invoice to the customer, which must be paid within 30 calendar days after the date of issue.

     Procedure of rendering sea towage services


     Services on sea towage are rendered by the Azov Basin Branch in accordance with the terms and conditions of a contract on sea towage (further referred to as Contract on sea towage). 
     To conclude a contract on sea towage a client shall send an application on the contract on sea towage (further referred to as Contract application) to the Azov Basin Branch by fax: +7 (863) 287-00-08 or scanned by e-mail: dispetcher@abf.rosmorport.ru The application shall be reviewed within one working day and if it is technically possible to provide the requested services and all necessary documents for making a contract on sea towage were submitted, the client is sent two copies of a white contract on sea towage for signing. The signed contract on sea towage shall be returned to the Azov Basin Branch at: 2-ya Volodarskogo St. 76/23 А, Rostov-on-Don, Rostov Region, Russia.
     Services on sea towage for vessels and other floating facilities are provided by the Azov Basin Branch according to the terms and conditions of a contract on sea towage.
