     1. General information 

     The FSUE "Rosmorport" Azov Basin Branch renders navigation services to vessels (except for small boats, pleasure boats and sports sailing ships) with the use of the Vessel Traffic System of the seaports of Taganrog and Azov (further referred to as the Taganrog Bay VTS) to vessels calling at the seaports of Azov, Rostov-on-Don, and Taganrog. 

     Small boats, pleasure boats and sports sailing ships, located in the coverage area of Taganrog Gulf VTS, can be provided with assistance in navigation only, upon their request and within technical limits of the VTS equipment. 


     The Taganrog Bay VTS meets all the contemporary requirements and functions with the aim to increase the navigation safety level, the efficiency of navigation and protection of life at sea, protection of marine environment and coastline in the water areas of the Azov and Taganrog seaports and their approaches. 
     The Taganrog Bay VTS is used for: 
     - transmission of navigation, current and other information to vessels; 
     - arrangement of vessel traffic according to daily navigational schedules approved by the captains of the seaports of Azov and Taganrog; 
     - navigation assistance for vessels moving through the Taganrog approaching and Azovo-Donskoy sea canals, and at any part of the VTS coverage area by request of the vessel captain or by decision of the VTS operator. 
     - radiolocator supervision of vessels traffic and their position at anchorages. 


     The Taganrog Bay VTS comprises: 
     - Taganrog Bay VTS center located in the seaport of Taganrog;
     - automatic radio technical post No. 1 (ARTP-1) in the seaport of Taganrog; 
     - automatic radio technical post No. 2 (ARTP-2) on the territory of the GMDSS receiving radio center MR A2 in the village of Beglitskaya Kosa. 
     - automatic radio technical post No. 3 (ARTP-3) in Pvalo-Ochakovo farm;
     - automatic radio technical post No. 4 (ARTP-4) located at Lotspost (7th km of Azov-Don Sea Canal). 


     Upon the survey conducted in accordance with the Regulations on Approval of Types of Equipment and Survey of Facilities and Centers, approved by Order of the Ministry of Transport of Russia dated 10.02.2010 No. 32, the Azov Basin Branch received Certificate of Conformity dated 22.02.2018 No. VTS-3/1-3068-2018 from Federal Agency for Maritime and River Transportation on compliance of the Taganrog Gulf VTS secured to it to the technical and operational requirements of a second-category VTS approved by the Ministry of Transport of the Russian Federation Order dated 23.07.2015 No. 226.

     The Taganrog Bay VTS functions round the clock. 

     VTS operator staff includes 25 people. All VTS operators of the Taganrog Gulf VTS have undergone professional training, and they are qualified in accordance with Recommendations of IALA V-103.

     2. The Taganrog and Azov seaports VTS coverage areas 

     The Taganrog Bay VTS coverage area includes the Taganrog Bay water area limited by a coastline and located to the east from the 038°14´0 Е meridian up to its intersection with the 46°53´2 N parallel and further along this parallel up to the Sazal'nikskaya sandspit. The eastern border of the Taganrog Bay VTS coverage area goes through the 039°13´0 Е meridian. 
     The Taganrog Bay VTS covers: 
     - the Taganrog seaport water area within the borders set by the Government of Russia Regulation dated 19.01.2010 № 33-р, including the Taganrog Approaching Channel (further referred to as TAC) and the anchoring areas № 460, № 459, № 463; 
     - a part of the Azov seaport water area within the borders set by the Government of Russia Regulation dated 30.12.2009 № 2122-р, including the Azovo-Donskoy Sea Canal (further referred to as ADSC) from its receiving buoy up to the eastern border of the Taganrog Bay VTS coverage area and the anchoring areas № 461, № 464; 
     - recommended way № 31 stretching from the western border of the Taganrog and Azov coverage areas (landmark – Peschanyy buoy) up to the TAC and ADSC receiving buoys, and being the common approaching way to the Azov and Taganrog seaports.

     A stable UHF communication with vessels and radar assistance is provided within the Taganrog Bay VTS coverage areas. The working area of the automatic identificator system (AIS) coastal stations completely covers the Taganrog Bay VTS coverage area.

     3. Terms and conditions of navigation services with the use of the Taganrog Bay VTS seaports

     The Azov Basin Branch renders navigation services to vessels (except for small boats, pleasure boats and sports sailing ships) with the use of the Taganorg Bay VTS in accordance with the requirements of the IMO Resolution А.1158(32), Common rules of navigation and mooring of vessels in the seaports of the Russian Federation and their approaches approved by the Ministry of Transport order dated 12.11.2021 No. 395, Compulsory Regulations in Taganrog Seaport, approved by order of Ministry of Transport of Russia dated 13.12.2012 No. 429, and  Compulsory Regulations in Taganrog Seaportapproved by order of Ministry of Transport of Russia dated 13.12.2012 No. 430.
     For small boats, pleasure boats and sports sailing ships, Taganrog Gulf VTS provides assistance in navigation upon their request within its technical limits.

     All ships and vessels equipped with the marine mobile service radio communication devices and located within the Taganrog Bay VTS coverage area, regardless of their departmental participation and proprietory form, must follow the navigation rules in the Taganrog Bay VTS coverage area. 
     Vessel traffic within the Taganrog Bay VTS coverage area, including priorities setting for vessel traffic in the coverage area and schedule of their enter and exit from the Taganrog Bay VTS  coverage area is performed according to the authorization-based procedure. 
     Entering of vessels to the coverage area and start of navigation within the Taganrog and Azov coverage area (anchoring, de-anchoring, entering of a vessel to Taganrog Approach Canal (TAC) or Azovo-Donskoy Sea Canal (ADSC)) is performed by vessels only after receipt of authorization from a Taganrog Bay VTS operator.
     Vessels proceeding to the Taganrog Bay from the Azov Sea eastward, when approaching the distance of 2 nautical miles from the 038 ° 14,00 'E meridian, prior to entering the seaports of Taganrog Bay VTS coverage area, are obliged to establish radio communication with the seaports of Taganrog Bay VTS and receive confirmation of recognition. Information on entering the seaports of Taganrog Bay VTS coverage area is transferred when vessel crosses the 038 ° 14,00 'E meridian. 
     Vessels heading towards the Taganrog Bay from the Don river must establish a radio connection with the Taganrog Bay VTS before entering its coverage area and receive a confirmation of identification. Authorization to enter the Taganrog Bay VTS coverage area is requested after the vessel passed the "0" km limit of the Don river. The reporting line on entering the Taganrog Bay VTS coverage area is the 39°13.0' Е meridian.
     In the seaports of Taganrog Bay VTS coverage area, on approaches to the seaport of Taganrog, vessels follow the recommended route No. 31, keeping to the right.

     Compulsory pilotage of vessels of the seaports of Taganrog Bay VTS is carried out when vessels proceeding along the Taganrog approach channel (TAC) – from buoy No. 2 with coordinates 47°03,40' N 038°52,70' E till entrance gate of the seaport of Taganrog, as well as when proceeding along the Azov-Don Sea Canal (ADSC) – from buoy No. 1 with coordinates 47°02,60' N 038°55,15' E till the 038 ° 14,00 'E meridian.


     Transmission of navigation, current and other information to vessels is performed by the Taganrog Bay VTS Center circulatory, or by vessel request.
     Navigation assistance is provided to vessels by request or by decision of the Taganrog Bay VTS. During navigation assistance the Taganrog Bay VTS provides target autotracking mean-square error of no more than:
       • 0,34º for bearing;
       • 12.3 m for distance;
       • 1.31° for course;
       • 0,56 knots for speed.

     The procedure for providing assistance in navigation, including the communications interval, is agreed by Taganrog Gulf VTS and the vessel using communication means. The vessel is notified by Taganrog Gulf VTS about the start and end of assistance in navigation, confirms the receipt of information and recommendations from Taganrog Gulf VTS and informs Taganrog Gulf VTS about the actions being taken.

     The way to control the vessel while following the recommendations and instructions of Taganrog Gulf VTS is chosen by the captain of the vessel. If the captain finds it impossible to comply with Taganrog Gulf VTS instructions, he must report to the operator of Taganrog Gulf VTS using the means of communication and inform him about his further actions and intentions. 

    

     The common means of interaction between the Taganrog Bay VTS center and vessels served by this VTS is radio and telephone connection in the VHF range of mobile marine service. 
     Vessels authorized to move within the Taganrog Bay VTS coverage areas must establish connection with the Taganrog Bay VTS Center at channels 12 and 16 (call sign "Taganrog-Traffic-Control").

     After receiving information from the vessel that the mooring has started, Taganrog Gulf VTS stops monitoring the vessel’s traffic.


     A vessel that has anchored, started or completed mooring to a berth in the seaports of Taganrog and Azov, started moving after unmooring or leaving the berth, should inform Taganrog Gulf VTS about it.

     Permission to move when unmooring or leaving the berth should be requested by the vessel from Taganrog Gulf VTS before the start of movement.


     Radio watch must be constantly kept. Vessels exiting the seaports of Taganrog Bay VTS coverage area must request permission to end radio watch on the established VHF working channel. Upon receipt of such permission, the vessel can end radio watch on the working channel of the VTS.
     All vessels in the seaport of Taganrog water area must keep constant radio watch on VHF 16 and 74 communication channels, and on the seaport of Azov water area on channel VHF 16 communication channel, in the VTS coverage area on additional VHF 74 communication channel.

     Navigational assistance in the seaport of Taganrog water area is carried on channel 68, and in the seaport of Azov – on channel 12 VHF.

     A vessel leaving Taganrog Gulf VTS coverage area must inform Taganrog Gulf VTS and request permission to end the radio watch on VHF working channel 74, call sign “Taganrog-traffic-Control”.

     Radio communication between the Taganrog Bay VTS operators and vessels must be performed in accordance with the Rules on Radio Communication of Mobile Marine Service, and the format of messages should, if possible, comply with IMO Resolution А.851(20) "General Principles of Ship Reporting and Ship Reporting Requirements". Communication with foreign vessel crews is performed in English in terms of "IMO Standard Marine Communication Phrases". 

     Navigation dues area charged for navigation services with the use of Taganrog Bay VTS rendered by the Azov Basin Branch to vessels making port calls to the seaports of Azov and Taganrog, and also passing through their water areas by transit.
