1. General information
The FSUE "Rosmorport" Azov Basin Branch renders services on icebreaking assistance to vessels in the Azov Sea and in the water area of the seaports of Azov, Rostov-on-Don, and Taganrog in convoy, and also custom icebreaking assistance on a contractual basis. The icebreaking services are provided with the help of 5 icebreakers with a capacity from 544 to 4 815 kW.

Specifications of all icebreakers of the Azov Basin Branch are suitable for worling in ice conditions of the Azov Sea and provide assistance to vessels, which are authorized, according to the established procedure, to call at the seaports of Azov, Rostov-on-Don, or Taganrog during winter navigation.
2. Information on the icebreaking assistance area
Icebreaking assistance areas in the seaports of Azov and Rostov-on-Don
Winter navigation in the seaports of Azov and Rostov-on-Don starts from the second half of December and lasts until early April. The average duration of winter navigation is 75 days. Depending on the weather conditions, and by decrees of captains of the seaports of Azov or Rostov-on-Don the term of winter navigation can be adjusted.
The ice edge – area of the start of the icebreaking assistance – can be located in the northern part of the Kerch Strait and expand up to the water area of the seaport of Azov or Rostov-on-Don.
Average duration of the icebreaking assistance to the seaport of Azov from the northern part of the Kerch Strait is up to 195 miles depending on the ice conditions, dimensions and categories of ice acceleration of vessels.
Average duration of the icebreaking assistance to the seaport of Rostov-on-Don from the northern part of the Kerch Strait is up to 210 miles depending on the ice conditions, dimensions and categories of ice acceleration of vessels.
Icebreaking assistance areas in the seaport of Taganrog
Winter navigation in the seaport of Taganrog starts from mid-December and lasts until early April. The average duration of winter navigation is 75 days. Depending on the weather conditions, and by decrees of captains of the Taganrog seaports the term of winter navigation can be adjusted.
The ice edge – area of the start of the icebreaking assistance for vessels heading to the Taganrog seaport – can be located in the northern part of the Kerch Strait and expand up to the water area of the seaport of Taganrog.
Average duration of the icebreaking assistance to the seaport of Taganrog from the northern part of the Kerch Strait is up to 171 miles depending on the ice conditions, dimensions and categories of ice acceleration of vessels.
3. Icebreaking assistance terms and conditions
Terms and conditions of icebreaking assistance to vessels in convoy
Icebreaker support for vessels in the seaports of Azov, Rostov on Don and Taganrog is provided by the Azov Basin Branch in accordance with
– the Compulsory Regulations in the Seaport of Azov. The Resolution were approved by Order of the Ministry of Transport of Russia No. 430 of 13.12.2012;
– the Compulsory Regulations in the Seaport of Rostov on Don. The Resolutions were approved by Order of the Ministry of Transport of Russia No. 62 of 04.03.2013;
– the Compulsory Regulations in the Seaport of Taganrog. The Resolutions were approved by Order of the Ministry of Transport of Russia No. 429 of 12.12.2012;
– decisions of the Basin Commission on Icebreaker Support for Vessels in Russian Seaports of the Sea of Azov and on Approaches Toward Them (further the Commission).
Services on icebreaking assistance to vessels in convoy to the seaports of Azov, Rostov-on-Don, and Taganrog are provided in accordance with a standard form contract on mantaining navigation and stay of vessels in the seaports of Azov, Rostov-on-Don, and Taganrog and on approaches to them (further referred to as the Contract). The terms of the Contract and the procedure for its conclusion are specified in the section "Harbor Dues and Tariffs of the Azov Basin Branch".
During the winter navigation period of 2022-2023, the head of FSBI “Administration of Seaports of the Sea of Azov” Order No. 10 of 18.11.2022 approved the members of the Commission and specific tasks of its work during winter navigation.
The Commission led by the head of the FSBI “Administration of Seaports of the Sea of Azov” carries out its activities in compliance with the Regulations on the Basin Commission on Icebreaker Support for Vessels in Russian Seaports of the Sea of Azov and on Approaches Toward Them. The Regulations were approved by FSBI “Administration of Seaports of the Sea of Azov” Order No. 2 of 20.02.2015.
In accordance with the forecasted ice situation in the Sea of Azov and in the water area of the seaports of Azov, Rostov on Don and Taganrog captains of respective seaports determine the initial period of icebreaker support, restrictions on the regime of ice navigation pursuant to the Compulsory Regulations in the respective seaports, and establish the location of a convoy meeting point (further CMP). Information on the restrictions on ice navigation and the CMP location is provided by captains of respective seaports to vessels moving to the seaports of Azov, Rostov on Don and Taganrog no later than seven days before the expected date of introducing restrictions on ice navigation and the CMP location (Directive No. 50 of 05.12.2022 by the captain of the seaport of Azov, Directive No. DB-60r of 05.12.2022 by the captain of the seaport of Rostov-on-Don, Directive No. 42 of 03.12.2022 by the captain of the seaport of Taganrog).

Fuel, food and water reserves aboard a vessel should ensure a vessel's sea endurance for no less than 14 days from vessel's arrival at CMP for calling at the seaport of Azov, Rostov-on-Don or Taganrog. In the event that the vessel stays in the area of icebreaker support for more than 14 days from the moment of the vessel's arrival at CMP the captain of the seaport of Taganrog takes urgent measures to pilot the vessel to the respective seaport.
In order to move to/from the seaport of Azov, Rostov-on-Don or Taganrog during the period of icebreaker support, a vessel should have the opportunity to control the main engine manually. Vessels at the age of 30 and more should have a confirmation of ice amplification category issued by the organization that is authorized for classification and vessels' survey under Article 22 of the Russian Commercial Maritime Code.
Icebreaker support for vessels moving to/from the seaport of Azov, Rostov on Don or Taganrog is provided by icebreakers of the Azov Basin Branch by means of vessel's movement in an ice convoy from/to CMP from/to roads and to/from the berth of the respective seaport and back.
Services on icebreaking assistance to vessels in convoy to the seaports of Azov, Rostov-on-Don, and Taganrog are provided in accordance with a standard form contract on mantaining navigation and stay of vessels in the seaports of Azov, Rostov-on-Don, and Taganrog (further referred to as the Contract). The terms of the Contract and the procedure for its conclusion are specified in the section "Harbor Dues and Tariffs of the Azov Basin Branch".
The vessels are included in convoy by decision of the Situation Room, on the basis of written applications for joining the convoy from stevedore companies/ship owners/sea agents. An application with information on a vessel's approach to CMP is provided 72 hours before and confirmed 24 hours before the expected arrival at CMP by handing it to the captain of the seaport of Taganrog within the procedure and on the terms of the work of the state harbor control information system for registering vessels' calls at and exits from the seaports of the Russian Federation on the website www.portcal.marinet.ru.
The convoy is formed by the captain of the seaport of Taganrog based upon:
– the existence of a berth for receiving a vessel in the respective seaport;
– the time of a vessel's arrival at CMP;
– the time of receipt of an application for a vessel's call at seaports and its exit from the respective seaports;
– the sequence of movement of vessels that is determined by the General Rules for Navigation and Mooring of Vessels in the Seaports of the Russian Federation and the Approaches Toward Them. The Rulses were approved by Order of the Ministry of Transport of Russia No. 395 of 12.11.2021;
– restrictions on ice navigation regime for vessels.

When approaching the CMP a vessel makes radio contact with an icebreaker of the Azov Basin Branch on VHR Channel 16 (the call of an icebreaker staying in CMP) and acts based on its instructions. Upon an icebreaker's command vessels included in a convoy that provides icebreaker support contact VHF channels specified by the icebreaker. If the need arises, Taganrog Gulf VTS renders aid to making radio contact between the vessel and the icebreaker.
The Commission Operative Group makes contact with vessels in the convoy and the icebreaker of the Azov Basin Branch on the route of icebreaker support on VHF Channel 16 and IF/HF 2182 (“Radio-1” Call) every 12 hours after the convoy moves out.
Icebreaker support for vessels moving in an ice convoy is provided by linear and harbor icebreakers. In case of the impossibility of moving in an icebreaker convoy, a vessel can ask for individual icebreaker support, which is provided by icebreakers not involved in providing icebreaker support for convoys on a contract basis.
Due to the ice situation in the water area of the seaports of Azov, Rostov on Don and Taganrog and their particulars, vessels can move independently based on the recommendations of Taganrog Gulf VTS with the permission of the captain of the seaport of Taganrog.
Vessels moving independently must inform the VTS about passing control points of the recommended route determined by Taganrog Gulf VTS and report on the ice situation on the route.
Icebreaking dues are charged for the Azov Basin Branch icebreaking services. Information on the icebreaking dues rated and the charging procedure is described in the section "Harbor Dues and Tariffs of the Azov Basin Branch".
Additional services on custom icebreaking assistance

The Azov Basin Branch renders additional services on custom icebreaking assistance to vessels. The services are rendered in accordance with the contract for custom icebreaking assistance (further referred to as – Contract for custom icebreaking assistance).
To make a Contract for custom icebreaking assistance, the ship owner/sea agent shall file an application to the Azov Basin Branch dispatcher's office by fax: +7 (863) 287-00-13 or scanned by e-mail: dispetcher@abf.rosmorport.ru The application shall be reviewed within one working day. If it is technically possible to provide the requested services and the ship owner/sea agent provided all the necessary documents, the Azov Bazin Branch sends two copies of a white Contract for custom icebreaking assistance to the ship owner/sea agent for signing.The contract for custom icebreaking assistance signed by the ship owner/sea agent shall be returned to the Azov Basin Branch. For the benefit of the ship owners the Contract for custom icebreaking assistance is usually made before the start of winter navigation.
Custom icebreaking assistance services are provided in accordance with the terms and conditions of the Contract for Custom Icebreaking Assistance.
After providing the individual icebreaking assistance, a protocol of acceptance is issued and signed by the captain of the ship owner and the captain of the icebreaker. The invoice issued on the grounds of the protocol should be paid within 30 (thirty) calendar days after its issue.
