Ice Advisory Services

     1. General information

 

     The FSUE “Rosmorport” Azov Basin Branch renders ice advisory services on a contractual basis to give recommendations and advice to captains of vessels on safe operation of vessels of all types moving in the convoy with icebreakers or by themselves in ice conditions in the Sea of Azov.

     In order to render ice advisory services the Azov Basin Branch has 10 experts, who are the most trained pilots with considerable 5-year and above experience of work as captains of vessels in ice conditions.

     All ice advisors of the Azov Basin Branch have pilot certificates of 1st category issued in accordance with the procedure established in the Russian Federation.

     Professional training of ice advisors of the Azov Basin Branch is on the highest level. They have constant skills upgrading at G.Ya.Sedov Water Transport Institute, the branch of the Federal State Budgetary Educational Institution of Higher Professional Education “Admiral F.F. Ushakov Maritime State University” (Rostov-on-Don), at the non-governmental educational institution “GALS Maritime Training Center”.

     The Azov Basin Branch provides all necessary navigation equipment, special clothing and communications systems for qualitative and effective performance of their work to render assistance to captains of vessels.

 

     2. Information on Area of Rendering Ice Advisory Services

 
     Ice advisory services in the Azov Basin Branch are rendered in three zones of the Sea of Azov:

     The embarking/disembarkation of ice advisors is carried out in ice conditions by using the Azov Basin Branch icebreakers in the following areas:
          - at the buoy of the Taganrog approach canal in the latitude of 47 degrees 03'45,0''N and in the longitude of 038 degrees 52'48,0''E;
          - at the entrance buoy of the Azov-Don seaway canal in the latitude of 47 degrees 02,3'N and in the longitude of 038 degrees 55,3'Е;;

          - at the Yesk buoy in the latitude of 46 degrees 55,3'N and in the longitude of 037 degrees 58,5'E;

          - on the beam of the Kavkaz Seaport in the latitude of 45 degrees 21,07'N and in the longitude of 036 degrees 39/14'E.


     3. Procedure for Providing Ice Navigation Advice

 

     The Azov Basin Branch provides services for ice navigation advice in accordance with the Regulations on Providing Safe Icebreaker Support in Ice Conditions by Ice Advisors of  the FSUE “Rosmorport” Azov Basin Branch that were approved by the FSUE “Rosmorport” General Director on February 07, 2013 (hereinafter referred as to the Regulations) and on the basis of the Framework Agreement (hereinafter referred to as the Agreement).
 

     In order to sign the Agreement the customer sends a written application to the Azov Basin Branch by fax: +7 (863) 287-00-19 or the scanned copy by email: amalishev@abf.rosmorport.ru . The application will be considered within one working day and in the absence of technical restrictions on the possibility for rendering stated services and against all necessary documents to sign the Agreement the customer is sent two copies of the Agremeent due to be signed. The Agreement signed by the customer shall be returned to the financial division of the Azov Basin Branch at: 76/23 A 2nd Volodarskogo Street, Office 401, Rostov-on-Don, Rostov Region, Russia.
 

     Customers submit an application for providing an ice advisor in accordance with the terms of the signed Agreement or a statement to call back the earlier given application to a manager of the Azov Basin Branch in a written form by fax: +7 (863) 287-00-13 or a scan by email: dispetcher@abf.rosmorport.ru within the period established by the Regulations.
