2. Rules of charging harbor dues by FSUE "Rosmorport" from vessels in the seaports of Azov, Rostov-on-Don and Taganrog

 
    Terms of application of Harbor dues in the seaports of Azov, Rostov-on-Don and Taganrog established by Order No. 223/16 of the FAS of Russia dated 10.03.2016 with the specifications established by Orders of the Federal Antimonopoly Service dated 06.06.2016 No. 711/16, 03.12.2019 No. 1588/19 and Orders of FSUE “Rosmorport” No 555 of 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022), No. 552 of 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) and No. 546 of 27.12.2019 (as amended on 15.12.2020, on 16.12.2021, on 08.06.2022, on 16.12.2022).

     Harbor dues rates are applied for payments for services provided by natural monopolies, for the use of the certain seaport infrastructure facilities, ensuring safety of navigation in seaports of Azov, Rostov-on-Don and Taganrog, and approaches to them.

     Harbor dues are paid by Russian and foreign shipowners or their authorized persons for vessels port calls at the seaports of Azov, Rostov-on-Don and Taganrog, departure from the seaports, as well as its transiting through the corresponding seaports.

     Harbor dues in the seaports of of Azov, Rostov-on-Don and Taganrog are established for Russian vessels navigating under the state flag of the Russian Federation (hereinafter - Russian vessels) and vessels navigating under the flags of foreign states (hereinafter - foreign vessels).

     Рarbor dues rates in the seaports of Azov, Rostov-on-Don and Taganrog are established for Russian vessels in foreign traffic and foreign vessels, as well as for Russian vessels in coastal navigation, and are differentiated according to the types of vessels:

     - all vessels, except ro-ro ships, dry-cargo ships, container ships and tankers;

     - ro-ro ships, dry-cargo ships, container ships;

     - tankers.

     Foreign vessels carrying out cabotage voyages, pay harbor dues at the rates established for foreign vessels in foreign traffic.

     Flag and type of vessel are determined by the vessel's documents.

     For the purposes of applying the harbor dues rates, flag of tug and tow is determined by the flag on the self-propelled part.

     Harbor dues rates are established per unit of gross tonnage indicated in the Rating Certificate.

     Calculation of harbor dues for tankers with isolated ballast tanks is made without taking into account the gross tonnage of isolated ballast tanks indicated in Rating Certificate.

     In the absence of information in the Rating Certificate about gross tonnage of the isolated ballast tanks and on reduced gross tonnage of the tanker, harbor dues are calculated with a coefficient of 0.9.

     For the calculation of harbor dues, passenger vessel with gross tonnage more than 40,000 is considered to be equal to gross tonnage of 40,000.

     Harbor dues for vessels without Rating Certificate are calculated according to conditional vessel volumetric capacity, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35.

     When vessel calls at the seaports of Azov, Rostov-on-Don and Taganrog, harbor dues are paid for the voyage in which the vessel was at corresponding seaport. When vessel departures from the seaport of Azov, Rostov-on-Don and Taganrog, harbor dues are paid for the voyage in which the vessel leaves the seaport. Ecological dues are paid according to voyage (coastal or foreign traffic), in which the vessel called at the relevant seaport.

     The vessel calling at the seaports of Azov, Rostov-on-Don and Taganrog without cargo, pays harbor dues (including ecological dues) for voyage for which implementation the vessel entered the port. Vessel, departing from the respective seaport without cargo, pays harbor dues for the voyage in which it called at the seaport.

     Harbor dues rates (except pilotage dues and navigation dues rates regarding vessel traffic control system (hereinafter - VTS)) for vessels calling at the seaports of Azov, Rostov-on-Don and Taganrog without carrying out operations with cargo and servicing of passengers, transiting through the relevant seaport water area, except cases stipulated by in paragraphs 1.12, 1.14, of Order No. 223/16 of FAS Russia dated 10.03.2016 are applied with coefficient 0.5.

     Gross tonnage of tug and tows, convoys and other composite floating objects (including rafts) when calculating dues (except ecological dues) is defined as the sum of gross tonnage of all the constituent elements of floating objects. If the separate objects of tug and tow have a different type, harbor dues are calculated separately for each part of the composite floating object with the use of rates for the corresponding type. In the absence of gross tonnage of floating objects, calculation is made according to conditional volumetric capacity of floating objects, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35. When determining conditional volumetric capacity of a raft, raft's draft is taking into account instead of depth overall.

     Harbor dues from lighter carrier conducting cargo operations with lighters, are calculated with the total gross tonnage of the lighters discharged when calling at seaports of Azov, Rostov-on-Don and Taganrog, and loaded prior to departure from the corresponding port.
    

     Harbor dues rates are not applied to the following vessels:

     - training, simulation training vessels and training and production vessels used for educational activities;

     - vessels carrying out government supervisory and control functions;

     - warships (including warships under foreign flags) and military support vessels;

     - vessels intended for the protection and preservation of the marine environment not used for commercial purposes;

     - vessels intended for search and rescue operations not used for commercial purposes.

 

     Harbor dues rates, except pilotage dues, are not applied to the following vessels:

     - icebreakers;

     - scientific and research vessels;

     - small boats;

     - pleasure boats no longer than 20 m;

     - sport sailing ships;

     - vessels carrying out transportation of persons between raid and port berths with capacity less than 500 kW;

     - vessels carrying out operations on servicing and supply of vessels, port infrastructure facilities and operating in the water areas of the sea port and the adjacent water areas of several seaports;

     - vessels passing sea trials.

 

     For payment by vessels listed in paragraphs 1.11 and 1.12 (except subparagraph 5) of Order No. 223/16 of FAS Russia dated 10.03.2016, harbor dues rates are applied if the vessels carry out operations with cargo and passenger servicing, as well as towage between seaports, without adjacent water areas.

 

     Harbor dues rates, except pilotage dues and navigation dues regarding VTS, are not applied to the following vessels:

     - vessels coming from the sea to outer roads of the seaports of Azov, Rostov-on-Don and Taganrog, on the approaches to the respective seaports and exiting from them to the sea, without performing any operations on the roads;

     - vessels calling at the seaports of Azov, Rostov-on-Don and Taganrog per force, due to threat of safety of the vessel, life or health of the crew and passengers, without performing in the relevant seaport of operations with cargo and passenger servicing;

     - vessels calling at the seaports of Azov, Rostov-on-Don and Taganrog for emergency repairs without performing in the respective seaports of cargo operations and passenger servicing.

     For vessels repeatedly calling at the seaports of Azov, Rostov-on-Don and Taganrog, after leaving the relevant seaport under decision of the port authorities or for carrying out compass deviation, harbor dues, except pilotage dues,      shall not be applied.

     The given harbor dues rates are basic, to which the coefficients specified in this Regulation are applied. When several coefficients are applied to vessel, they are sequentially multiplied.

     Russian vessels of the fishing fleet proceeding to the internal sea waters, territorial sea, exclusive economic zone and the continental shelf of the Russian Federation and back without calling at foreign ports, pay harbor dues in the seaports of Azov, Rostov-on-Don and Taganrog at the rate for coastal navigation.

     Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources and produced from them fishing and other products for processing or sale in the territory of the Russian Federation, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Azov, Rostov-on-Don and Taganrog at the coastal navigation rates with coefficient 0.3.

     Russian vessels up to 35.0 m long, carrying out coastal fishery in the internal sea waters and territorial sea of the Russian Federation shall be exempt from payment of harbor dues in the seaports of Azov, Rostov-on-Don and Taganrog.

     Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization and processing are in effect, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Azov, Rostov-on-Don and Taganrog with the coefficient 0.9.

     Russian vessels, which are equipped with facilities to store catches in live, fresh or cooled state and perform fishing in inland sea waters, in territorial waters, in an exclusive economic zone, in the continental shelf of the Russian Federation, in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean the purpose of which is to deliver catches of water biological resources in live, fresh or cooled state for subsequent realization and processing to the territory of the Russian Federation are in effect, pay harbor dues in the seaports of Azov, Rostov-on-Don and Taganrog at the rates of coastal shipping with the coefficient 0.3.

     When transporting (towing) between ports of the Russian Federation, Russian ships (composite floating objects, including rafts) proceeding from inland waterways (regions of the Russian Federation rivers) to the seaports of Azov, Rostov-on-Don and Taganrog (including transiting through the seaports) and back pay harbor dues at the coastal navigation rates.

     Passenger ro-ro ships and ro-ro ships with passenger certificate pay harbor dues at the rates and rules applicable to ro-ro ships.

     Vessels proceeding between the nonadjacent water areas of the same seaport, in case of obtaining permissions to multiple short-term departure from the seaport and entrance to the seaport of Azov, Rostov-on-Don or Taganrog, under the compulsory regulations in the relevant seaport, pay harbor dues once at the first exit from the seaport and call at the seaport of Azov, Rostov-on-Don or Taganrog in accordance with the specified permission.

     Vessels calling at the seaport of Azov and transiting through the seaport of Rostov-on-Don, are exempt from payment of harbor dues in the seaport of Rostov-on-Don and pay harbor dues in the seaport of Azov.

     Vessels calling at the seaport of Rostov-on-Don and transiting through the seaport of Azov are exempt from payment of harbor dues in the seaport of Azov (except navigation dues regarding VTS) and pay harbor dues in the seaport of Rostov-on-Don.


Canal dues


     Canal dues are charged from vessels going through a canal to call at the seaports of Azov, Rostov-on-Don, and Taganrog, and to leave them, or passing through their water areas in transit.    

     Passenger vessels pay canal dues in full at each port call at the seaports of Azov, Rostov-on-Don or Taganrog once per a calendar year during first port call at the relevant sea port and exit from the seaport.

     From the second port call at the seaport of Azov, Rostov-on-Don or Taganrog, passenger vessels pay canal dues with coefficient of 0.25 to the rates for each call at the relevant seaport and exit of the vessel from the seaport.

     When paying canal dues by vessels calling at the seaport of Azov or Rostov-on-Don without performing cargo and passenger operations, transiting trough the water area of the corresponding seaport, except as otherwise provided in paragraphs 1.12 and 1.14 of Order No. 223/16 of the FAS of Russia dated 10.03.2016, coefficient of 0.5 is not applied.
 

Pilotage dues
 

     Pilotage dues in the seaports of Azov, Rostov-on-Don and Taganrog are charged for pilotage of a vessel within the established area of compulsory (optional) pilotage for vessel port call, exit from the seaport, navigation of a vessel in the seaport water area or transiting though the water area of the relevant seaport (hereinafter - pilotage) and for each pilotage operation specified in paragraph 5.4 of Order No. 223/16 of the FAS of Russia dated 10.03.2016, which ends/starts the pilotage.

     Boundaries of compulsory (optional) pilotage services areas, boundaries of zones paid at the rates for outerport pilotage and intraport pilotage, and also the procedure for provision of pilotage services by FSUE “Rosmorport” Azov Basin Branch in the seaports of Azov, Rostov-on-Don and Taganrog are listed in the section “Pilotage services of the Azov Basin Branch”.

Pilotage dues include dues for vehicles used for delivery and removal of pilot from vessel.

     In the seaport of Taganrog pilotage dues include fees for transport used for delivery and removal of pilots to/from vessels.

     In accordance with Order of FSUE “Rosmorport” No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) pilotage dues in the seaports of Azov and Rostov-on-Don do not include fees for transport used for delivery and removal of pilots to/from vessels. Services for delivery and removal of pilots to/from vessels in the seaports of Azov and Rostov-on-Don are offered by the Azov Basin Branch in accordance with the procedure for provision of crew boats and tariffs for services for provision of crew boats of the Azov Basin Branch.

     Pilotage dues shall be paid for each independent pilot operation, including:

     1) anchorage, attaching to mooring buoys;

     2) unanchor, getting off mooring buoys;

     3) mooring to berth;

     4) unmooring from berth;

     5) leading to/from dock.

     Pilotage dues for pilotage between berths, berth and raid, and back shall be paid at the rates of pilotage for each mile. Incomplete mile is considered complete.

     For vessels (except passenger) operating on the lines opened under the established by the legislation of the Russian Federation procedure, pilotage dies rates are applied with coefficient of 0.8.

     For calculation of the amount of pilotage dues in the seaports of Azov and Rostov-on-Don, vessel with gross tonnage less than 1, 400 shall be equal to vessel with gross tonnage of 1,400 (except small boats, sports sailing ships, pleasure boats). For calculation of the amount of pilotage dues, gross tonnage of small boats, sports sailing ships, pleasure boats is determined in accordance with the provisions of paragraph 1.7 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     In accordance with the FSUE "Rosmorport" order No. 555 dated December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) for calculating the amount of pilotage dues in the seaport of Taganrog, a vessel with a gross tonnage of up to 3,000 is considered equal to a vessel with a gross tonnage of 3,000.

     While shifting vessel alongside the berth with a pilot on a board, pilotage dues are paid for the operation with coefficient of 0.5.

     In case of refusal of services of the pilot, called on the vessel, 50% of the pilotage dues shall be paid for pilotage and operation, established for the service for which the pilot was called.

     Vessels engaged in servicing and supply of vessels in the water areas of the seaports of Azov, Rostov-on-Don or Taganrog and on approaches to them, including internal and external raids, infrastructure of the seaport of Azov, Rostov-on-Don or Taganrog, using the services of a pilot, shall pay pilotage dues at the rates for coastal navigation.

     In accordance with letter No. ISH-23/00092-03 of the Director of the Azov Basin Branch dated 24.01.2014 for the Azov Basin Branch pilot's waiting for the start of pilotage service, from the second hour of waiting, payment will be charged in the amount of 410 rubles per one hour of waiting, if only this case was not caused by a force majeure (e.g. bad weather conditions, decrease in water level in the river Don and the Azov-Don sea channel during the pilotage process).

 

Lighthouse dues

 

     Lighthouse dues are charged for call at the seaports of Azov, Rostov-on-Don or Taganrog and the exit of the vessel from the seaport or transiting through the corresponding seaport water area.

     Vessels coming from the inner water ways to the seaports of Azov, Rostov-on-Don, and Taganrog and back, and performing cargo operations in those seaports pay lighthouse dues separately for a port call and for a port exit with a 0,5 ratio applied to the rate.
 

Navigation dues

 

     Navigation dues are charged for call at the seaports of Azov, Rostov-on-Don or Taganrog and the exit of the vessel from the relevant sea port. For vessels transiting through the seaports of Azov and Taganrog water areas, navigation dues are charged at the rate of navigation dues regarding VTS.

     Information on coverage area of the Taganrog and Azov VTS and terms and conditions of rendering navigation services by the Azov Basin Branch with the help of these VTS can be found in the section "Navigation Services of the Azov Basin Branch".

     Vessels, except passenger, not operating on the lines opened in the  established by the legislation of the Russian Federation procedure, when sequential loading or unloading in several seaports of Russia during one voyage before calling at the seaports of Azov, Rostov-on-Don or Taganrog, shall pay  navigation dues at the first port of call in full, when calling at the seaport of Azov, Rostov-on-don or Taganrog additional loading or unloading, navigation dues are paid with application of coefficient 0,5 to the established rates of navigation dues in the relevant seaport.

     Passenger vessels pay navigation dues in each seaport of Azov, Rostov-on-Don or Taganrog of call once per a calendar year at the rate of navigation dues during the first entry to the seaport and the exit from the relevant sea port.

     From the second call at the seaport of Azov, Rostov-on-don or Taganrog, passenger vessels pay navigation dues at the rate of navigation dues regarding VTS for each entrance to the seaport and exit of the vessel from the relevant seaport. In the seaport of Rostov-on-Don, where navigation dues rate is not set regarding VTS, from the second vessel call at the seaport of Rostov-on-Don, passenger vessels pay navigation dues with a coefficient of 0.25 to the established rates for each call at the seaport and exit of the vessel from the sea port Rostov-on-Don.

     For vessels (except passenger) operating on the lines opened in the established by the legislation of the Russian Federation Order, rates of navigation dues are applied with a coefficient of 0.8.

     Vessels listed in paragraph 1.14 of Order No. 223/16 of the FAS of Russia dated 10.03.2016 pay navigation dues at the rate of navigation dues regarding VTS for each call at the seaport of Azov, Rostov-on-Don or Taganrog and exit of the vessel from the relevant port.

     Vessels proceeding from inland waterways to the seaports of Azov and Rostov-on-Don and back, carrying out cargo operations in the respective seaports, pay navigation dues separately for entrance in the port and exit from the port with coefficient of 0.5.

 

Icebreaking dues


     Icebreaker dues are charged for call at the seaport of Azov, Rostov-on-Don or Taganrog and exit of the vessel from the seaport or transiting through the water area of the corresponding seaport.
     Icebreaking dues in the seaports of Azov, Rostov-on-Don, and Taganrog is charged for ice pilotage in caravan from the place of its formation near the ice edge, and to the roads station in the corresponding seaport of call, and in the opposite direction. Terms and conditions of icebreaking services of vessels in caravans heading to the seaports of Azov, Rostov-on-Don, and Taganrog, are specified in the section "Icebreaking services of the Azov Basin Branch". 

     For vessels (except passenger) operating on the lines opened in the established by the legislation of the Russian Federation Order, the rates of icebreaking dues are applied with a coefficient of 0.8.

     Rates of icebreaking dues are not applied to the following vessels:

     a) vessels with Arc7 ice class according to the classification of the Russian maritime register of shipping or corresponding classes of other classification societies, navigating independently, without icebreaker assistance;

     b) passenger vessels.

     Vessels proceeding from inland waterways to the seaports of Azov and Rostov-on-Don and back are exempted from payment of icebreaker dues.

     Vessels heading towards the seaport of Azov and stopping in the seaport of Rostov-on-Don for the authorities to conduct customs or port procedures, and not performing commercial cargo or passenger operations, are exempt from icebreaking dues in the seaport of Rostov-on-Don, and shall pay icebreaking dues in the seaport of Azov. 
     Vessels heading towards the seaport of Rostov-on-Don and stopping in the seaport of Azov for the authorities to conduct customs or port procedures, and not performing commercial cargo or passenger operations, are exempt from icebreaking dues in the seaport of Azov, and shall pay icebreaking dues in the seaport of Rostov-on-Don. 
     Vessels calling consequently at the seaports of Azov and Rostov-on-Don to perform loading and unloading operations pay icebreaking dues for a port call in the first seaport of the call, and for a port exit in the second seaport of the call.
     If captain of the seaports of Azov, Rostov-on-Don, or Taganog announces winter (summer) navigation earlier than it is established, or prolongs the navigation period, icebreaking dues are paid according to the rates of the corresponding navigation period from the date of its announcement till the date of its finish (inclusive).
 

Ecological dues


     Ecological dues are charged in the seaport of Taganrog, disposing of technical means for reception from vessels of all types of ship-generated waste: garbage, oil and sewage (except ballast waters).
     Ecological dues include payment for all operations related to receipt of shipboard wastes (presentation and withdrawal of floating means, containers and other capacities for waste collection, transshipment operations, hook-up, hook-down, etc.).
     Information on the terms and conditions of ecological services related to collection of shipboard waste and provided by the Azov Basin Branch in the seaport of Taganrog, for which ecological dues are charged, is available in the section "Ecological services of the Azov Basin Branch".
     During the stay of vessel in the seaport of Taganrog up to 10 days the base rate of environmental dues is applied for calculation of the environmental dues.

     During the stay of the vessel in the seaport of Taganrog over 10 days and up to 30 days the base rate of the environmental dues with a coefficient of 1.3 is applied.

     After 30 days, environmental dues will be charged in the manner prescribed by paragraph 8.1 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     When calculating time of the vessel’s stay at the seaport of Taganrog incomplete days are rounded upward to full days.

     The vessel that did not give shipboard wastes is not exempt from payment of the environmental dues, except vessels listed to in paragraph 8.4 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     Environmental dues rates are not applied to the following vessels:

     1) vessels carrying out operations only in the outer roads on the approaches to the seaport of Taganrog;

     2) non-self-propelled vessels;

     3) transit vessels;

     4) passenger vessels.

     The reception of wastes from vessels in respect of which rates of ecological dues are not applied, is carried out on a paid basis.

     In accordance with the order of FSUE "Rosmorport" No. 552 dated 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) in the seaport of Taganrog, vessels delivering sludge from cleaning tanks and pipelines from oil and oil products pay an environmental fee using a coefficient of 1, 5.


Due for transport safety in the seaport waters


     Water area transport security dues are charged for call at the seaport of Azov, Rostov-on-Don or Taganrog and exit of the vessel from the seaport or transiting through the relevant seaport water area.
     Ships calling at Azov Seaport and passing Rostov-on-Don Seaport en route are exempt from the payment of transport safety dues in Rostov-on-Don Seaport and shall pay transport safety dues in Azov Seaport.
     Ships calling at Rostov-on-Don Seaport and passing Azov Seaport en route are exempt from the payment of tranport safety dues in Azov Seaport and shall pay transport safety dues in Rostov-on-Don Seaport.

     Ships coming from the inland waterways to Rostov-on-Don and Azov seaports and backwards are exempt from the payment of water area tranport safety dues.

     Water area transport safety dues charged for the services rendered by the Azov Basin Branch in the seaports of Azov, Rostov-on-Don and Taganrog are not applied to: 

     - Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources, as well as fish and other products produced from them, for processing or sale in the territory of the Russian Federation; 

     - Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization.

 

3. Terms of payment of harbor dues to the Azov Basin Branch in the seaports of Azov, Rostov-on-Don, and Taganrog


     Harbor dues charged by the Azov Basin Branch in the seaports of Azov, Rostov-on-Don, or Taganrog, can be paid by the ship owners through sea agents conducting activities in the corredponding seaports, or directly to the Azov Basin Branch.
     For payment of harbor dues a sea agent, or shipowner shall make a public contract for rendering services on providing navigation in the seaports of Azov, Rostov-on-Don, and Taganrog with the Azov Basin Branch (further referred to as – Public Contract).

     Harbor dues are paid by the sea agent/ship owner according to the terms and conditions stipulated in the Public Contract.

     The public contract is considered accepted by the shipowner/maritime agent in case of written notification by the shipowner/maritime agent of the FSUE “Rosmorport” Azov Basin branch about the vessel's entry to the seaports of Azov, Rostov-on-Don and Taganrog by issuing a request for entry/exit of the vessel to/from the corresponding seaport in the information system of state port control ("Registration of entries and exits of vessels in the seaports of the Russian Federation" module) at the following website: https://portcall.marinet.ru/, or in case of specific actions aimed at obtaining services provided by the FSUE “Rosmorport” Azov Basin branch due to the entry/exit and anchorage of vessel in the seaports of Azov, Rostov-on-Don and Taganrog.
     In order to pay harbor dues, the shipowner (maritime agent) must send a service proposal for the registration of a disbursement account to the FSUE “Rosmorport” Azov Basin branch: 
     In the Azov seaport:

     It is recommended to send a properly executed service proposal three days before the vessel enters the seaport of Azov, Rostov-on-Don or Taganrog.
     A copy of an invoice for harbor dues payment is sent to the ship owner, or his/her legal representative by fax within one day from the submission of application. The original invoice can be received at:

     In Rostov-on-Don seaport

     Komsomolsky spusk 2, Taganrog, Rostov Region (on working days from 08:00 till 17:00 local time).
     The invoice is paid in roubles, non-cash, with the indication of the number of invoice issued by the Azov Basin Branch in the billing documents.
     Harbor dues shall be paid fully before the vessel leaves the seaports of Azov, Rostov-on-Don, or Taganrog. In case of nonpayment of harbor dues before the vessel leaves the seaports of Azov, Rostov-on-Don, or Taganrog, the Azov Basin Branch has the right to request the captain of the corresponding seaport to refuse authorization for the vessel to leave the seaports of Azov, Rostov-on-Don, or Taganrog in accordance with the subparagraph 4 paragraph 1 article 80 of the Merchant Shipping Code of the Russian Federation.

     The Azov Basin Branch renders additional icebreaking services on custom icebreaking assistance to vessels with the use of its icebreakers during winter navigation, and if it is technically possible to provide an icebreaker for the requested services.

Towing services


     The FSUE "Rosmorport" Azov Basin Branch renders towing services in the seaports of Azov, Rostov-on-Don, and Taganrog, connected to towage during mooring operations, maneuvring of vessels, bringin vessels afloat in the seaports of Rostov-on-Don, Azov, and Taganrog, and also with the aim to conduct sea towage of vessels and other floating facilities in the Azov Sea, and the Azovo-Dondkoy Sea Canal.

Geodesic and hydrographic services


     The Azov Basin Branch conducts:
       - detailed bottom mapping by a one-beam echo sounder;
       - snapping (coordination) of installation of different station and floating objects including the ones used for navigational-surveying support of shipping; 
       - sonar inspection of bottom relief by a side-scanning sonar.
     The cost of the geodesic and hydrographic services of the Azov Basin Branch is calculated in accordance with the agreed scope of works on the basis of the Reference Book of Basic Prises fot Engineering Surveys for Construction № 4, 2000. Engineering and Surveying Works. Engineering and Meteorological Surveys at Rivers. Universal Decimal classification 624.131.3.003.13:338.5 (083.78), approved by the Department of Research and Project Works of the Russian Federation State Committee for Construction, Architectural and Housing Policy of Russia (letter dated 26.09.2000 № 5-11/91), considering the current changes in values. 
     Terms and conditions of geodesic and hydrographic services provided by the Azov Basin Branch are defined by the clauses of a contract made according to the established procedure described in the section "Geodesic and Hydrographic Services of the Azov Basin Branch".
 

Ship repairing services


     The Azov Basin Branch Taganrog Department provides ship repairing services for vessels ranked in the Russian River Register with the help of the production and repair base of the branch in the Taganrog seaport.

     The cost of the ship repairing services provided by the Azov Basin Branch is contractual, and is defined on the basis of the repair registry considering the plannes scopes and types of works, and also the cost of the consumables.

     Terms and conditions of ship repairing services provided by the Azov Basin Branch are defined by the clauses of a contract made according to the established procedure described in the section "Ship Repairing Services of the Azov Basin Branch".


Navigational aids installation and maintenance services


     The FSUE "Rosmorport" Azov Basin Branch conducts the following types of works in the water areas of the seaports of Azov, Rostov-on-Don, and Taganrog:
       - installation and maintenance of floating navigational aids equipment to protect fairways, water areas, underwater (water intakes) and overwater facilities;
       - production and installation of coastal navigational signs constructions;
       - installation and maintenance of navigational signs light-optical equipment.
     The cost of the services on installation and maintenance of the floating navigational aids (navigational sings MK-85M2), production and installation of coastal navigational signs, installation and maintenance of light-optical equipment of navigational signs is 5,017.88 RUR per 24 hours for one sign, VAT excluded, and 6,021.46 RUB per 24 hours for one sign, VAT included. 

     Terms and conditions of navigational aids installation and maintenance services provided by the Azov Basin Branch are defined by the clauses of a contract made according to the established procedure described in the section "Navigational Aids Installation and Maintenance Services  of the Azov Basin Branch".
 

Navigational aids production and repair services


     The Taganrog Department of the FSUE "Rosmorport" Azovo-Chernomorsky Basin Branch provides services on repairing and production of navigational aids with the help of the production and repair base of the branch situated in Taganrog seaport.
     The cost of the services on repairing and production of navigational aids by the Azov Basin Branch is contractual, and is defined on the basis of the cost sheet for production, or repair registry, depending on the planned scopes and types of works, and also on the cost of consumables. 

     Terms and conditions of navigational aids repairing and production services provided by the Azov Basin Branch are defined by the clauses of a contract made according to the established procedure described in the section "Navigational aids production and repair services of the Azov Basin Branch".
 

Communication services


     The Taganrog Department of the Azov Basin Branch provides services on local telephone communication to legal and physical entities on the territory of the Taganrog seaport and the neighboring areas of the town of Taganrog.

     Tariffs for local telephone communication services 


     Terms and conditions of communication services provided by the Azov Basin Branch are defined by the clauses of a contract made according to the established procedure described in the section "Communication Services of the Azov Basin Branch".
