The history of the Azov Basin Branch of the Federal State Unitary Enterprise “Rosmorport” began in October 2009 when according to FSUE “Rosmorport” order № 451 the FSUE “Rosmorport” Rostov Branch was created and when the Statute for the FSUE “Rosmorport” Rostov Branch was approved.
2009
In October 2009, according to order of Federal Agency for Marine and River Transport № AD-201-r dated 14.10.2009, FSUE “Rosmorport” was given economic control rights to federal property situated in the Azov and Rostov-on-Don seaports (aids to navigation, vessels and other movable property), and also to Azovo-Donskoi sea canal, which were withdrawn from FSE “Azovo-Donskoe State Basin Department of Waterways and Navigation”. In the same month by FSUE “Rosmorport” order № 367/k dated 26.10.2009 Valery Filippov was appointed Interim Director of the FSUE “Rosmorport” Rostov Branch. And by FSUE “Rosmorport” order № 453 dated 26.10.2009, the staff schedule of the Rostov Branch was established.
In November 2009 the Rostov Branch received a certificate of registration in Federal Tax Service Interdistrict Inspectorate Office № 25 in Rostov Region. In the same month according to Ministry of Transport order № 219 dated 30.11.2009 FSUE “Rosmorport” was given right to charge harbor dues in the seaports of Azov and Rostov-on-Don.
In December 2009 according to FSUE “Rosmorport” order № 452 dated 26.10.2009 the Rostov Branch started its administrative activities in the seaports of Azov and Rostov-on-Don.
2010
In July 2010 by FSUE “Rosmorport” order № 344К dated 22.07.2010 Valery Filippov was appointed Director of the Rostov Branch. In the same month Federal Agency for Marine and River Transport order № IZ-200-р dated 28.07.2010 stipulated the balance cost and the names of the federal property objects in the seaports of Azov and Rostov-on-Don, which were earlier transferred to FSUE “Rosmorport”. And by FSUE “Rosmorport” order № 416 dated 30.07.2010 the corresponding federal property objects were transferred to the Rostov Branch.
In November 2010 by Regulation of the Territorial Department of Federal Property Management Agency dated 09.11.2010 № 938-r several hydraulic engineering structures were secured to FSUE "Rosmorport" on the basis of economic control rights, and by FSUE "Rosmorport" order dated 03.12.2010 № 715 these structures (cargo berths of the Rostov and Alexandrov boot basins, of the Central Cardo Area of Rostov-on-Don Seaport, and also a berth and a berth quay in Azov Seaport) were transferred to the FSUE "Rosmorprot" Rostov Branch.
2011
In March 2011 by FSUE “Rosmorport” orders № 117 and № 119 dated 03.03.2011, movable property and realty consisting of 346 fixed assets items were transferred to the balance of the Rostov and Taganrog branches. These assets were received by FSUE “Rosmorport” after restructuring of federal state unitary enterprises during which Federal state unitary enterprise “Azovskoye Waterways Department” (FSUE “Azovmorput’”) joined FSUE “Rosmorport” by President of Russia order № 928 dated 21.07.2010, Government of Russia Decree № 1591-р dated 14.10.2010 , and by Federal Agency for Marine and River Transport order № AD-99 dated 14.10.2010.
In June 2011 by FSUE “Rosmorport” order № 368 dated 06.06.2011, and on the basis of amendments to the FSUE “Rosmorport” Statute concerned with the enterprise structure made by Federal Agency for Marine and River Transport order № AD-102-r dated 29.04.2011, the Statute on the FSUE “Rosmorport” Azov Basin Branch, created on the basis of the Rostov and Taganrog branches, was approved. The Azov Basin Branch became the third branch created on the basin principle after the North-West and the Azovo-Chernomorsky basin branches. In the same month by FSUE “Rosmorport ” order № 401 dated 21.06.2011 the staff schedule for the Azov Basin Branch was approved. Also in June 2011 the Azov Basin Branch received a certificate of registration in the Federal Tax Service Interdistrict Inspectorate Office № 24 in Rostov Region dated 23.06.2011. in the same month by FSUE “Rosmorport” order № 253/К dated 30.06.2011 V.B. Filippov was appointed Director of the Azov Basin Branch.
From July 1, 2011 in accordance with the FSUE “Rosmorport” order № 370 dated 06.06.2011 the Azov Basin Branch started conducting activities in the seaports of Azov, Rostov-on-Don, and Taganrog.
2012
In July 2012 by FSUE “Rosmorport” order dated 27.07.2012 №465 the Statute on the FSUE “Rosmorport” Azov Basin Branch was approved as amended.
In October 2012, in accordance with permission for commissioning No. RU 61000000-2 dated 22.10.2012 new constructed automated radio technical posts ARTP-3 and ARTP-4 of the seaports of Taganrog and Azov VTS, as well as coastal station BS-2 of A1 sea area of GMDSS, construction customer of which was the enterprise, were commissioned, assigned to FSUE “Rosmorport” for economic management and transferred to the Azov Basin Branch. Those facilities were intended to enhance the navigation safety level and implement functions of the seaports of Taganrog and Azov VTS along the entire length of the Azov-Don sea canal (including the river part) and GMDSS functions of A1 area in the seaports of Azov and Rostov-on-Don water areas.
In November 2012 the two ice class tow boats of TG04M project Muromets and Dobrunya transferred to the branch by FSUE "Rosmorport" orders 04.10.2012 № 651 and 08.11.2012 № 723 were put into operation allowing to widen the scope of towage services, and also crew boat services in winter navigation in Azov Seaport, rendered by the branch.
2013
In February 2013 by FSUE "Rosmorport" order dated 07.02.2013 № 41-k the duties of Director of Azov Basin Branch were given to Anton Rytikov. Former Director of the branch V.B. Fillipov by FSUE "Rosmorport" order dated 07.02.2013 № 40-k was transferred to the position of Director of the FSUE "Rosmorport" Azovo-Chernomorsky Basin Branch. In the same month the Azov Basin Branch started to render ice advisory services.
In August 2013 by FSUE “Rosmorport” order dated 05.08.2013 No. 465/k Igor Sholokh was appointed Director of FSUE “Rosmorport” Azov Basin Branch.
2014
In July 2014 by FSUE "Rosmorport" order dated 25.07.2014 No. 307 the Statute on the Azov Basin Branch was amended as the list of the activities permitted to the Azov Basin Branch was supplemented by six new activities involving:
a) activities in the field of usage of the ionizing radiation sources (generators);
b) organization of repairs, technical and general maintenance and provision of vessels;
c) participation of the branch in provision of transport security in seaports;
d) maintenance in proper technical condition, organization of technical support, repairs, reconstruction and new construction of engineering and technical means for provision of transport security in the water areas of the seaports of the Russian Federation;
e) participation of the branch in creation and maintenance of the marine areas А1, А2, А3, А4 of the Global Marine Distress and Safety System, including the marine areas А3/А4 in the Northern Sea Route water area;
f) performance of the functions of NAVAREA coordinator in geographical areas NAVAREA XX and XI located in the Arctic ocean and coordinated by the Russian Federation.
2015
In January 2015, under Rosmorrechflot order No. AD-471-r dated 16.12.2014, and in accordance with FSUE “Rosmorport” order No. 4 dated 13.01.2015, Sborshchik-348 bilge water removing ship was transferred to the operational management of FBI “Morspassluzhba of Rosmorrechflot” for use for its intended purpose.
In February 2015, the branch decommissioned and cut Potyaev motor boat, which was manufactured in 1954, for scrap in connection with vessel’s exhaustion.
In March 2015 in accordance with FSUE “Rosmorport” order No. 89 dated 18.02.2015 Urengoy hopper barge of the branch was transferred to the management of the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch for use for its intended purpose.
In June 2015 by FSUE “Rosmorport order No. 380 dated 22.06.2015, amendments were introduced to the Regulations on the Azov Basin Branch, according to which the list of permitted activities of the Azov Basin Branch was augmented by four new activities in the following areas:
a) assessment of vulnerability of transport infrastructure facilities and transport means;
b) development of plans to ensure transportation safety of transport infrastructure facilities and vehicles;
c) activities on water supply and sanitation;
g) activities on heating supply.
In the same month, by order No. 982-r dated 20.05.2015 of the Federal Property Management Agency Territorial Administration in the Rostov region, 10 immovable property facilities (coast protection, warehouses and storage areas, and other facilities) intended to protect the coast line of the Lotspost bay from destruction, to store commodity stocks and supplies and for other needs, were transferred to the Azov Basin Branch for economic management. Those facilities had been used by the branch in current economic activity for their intended purpose, in accordance with the established procedure.
In September 2015 by FSUE “Rosmorport” order No. 529 dated 11.09.2015 adjustments were introduced to the Regulations on the Azov Basin Branch, defining the rights of the Azov Basin Branch for implementation of the permitted activities, to carry out which it is necessary to obtain special permissions, licenses and certificates according to the Russian Federation legislation.
2016
In March 2016 by FSUE “Rosmorport” order No. 264-k dated 25.03.2016 duties of the Azov Basin Branch director were assigned to Arkadiy Vakhonin.
In April 2016 by FSUE “Rosmorport” order No. 330/k dated 11.04.2016 I. Sholokh was relieved of the post of the Azov Basin Branch director at his own request. In the same month, according to FSUE “Rosmorport” order No. 200 dated 26.04.2016 decision was made on division of immovable property “Cargo berths of Aleksandrovsky boot basin” into 4 separate property facilities: berth No. 1, berth No. 2, berth No. 3 berth No. 4 of Aleksandrovsky boot basin intended for general and bulk cargo handling by lessees - operators of sea terminals in the seaport of Rostov-on-Don.
In May 2016 in accordance with FSUE “Rosmorport” order No. 236 dated 23.05.2016 new hydrographic vessel Vega of “Nautilus-800” project was transferred to the economic management of the Azov Basin Branch for use by the branch for surveying works in the seaports of Azov, Rostov-on-Don and Taganrog.
In July 2016, in accordance with FSUE “Rosmorport” order No. 227 dated, Ligatne dump scow was transferred to the economic management of the Azov Basin Branch for use for its intended purpose.
In October 2016 by FSUE “Rosmorport” order No. 844/k dated 26.09.2016 duties of the FSUE “Rosmorport” Azov Basin Branch director were assigned to the FSUE “Rosmorport” Azov Basin Branch deputy director Valeriy Tatkalo.
In November 2016 in accordance with FSUE “Rosmorport” Order No 486 issued on October 03, 2016 the Kapella running motorboat, which had been earlier used by the FSUE “Rosmorport” Azov Basin Branch, was transferred as contribution to the property of LLC “Onega Ship-building and Ship-repairing Yard” to be used for its designated purpose.
In December 2016 by FSUE “Rosmorport” order dated 09.12.2016 No. 1118/k V.V. Tatkalo was transferred to the position of Director of the FSUE “Rosmorport” Azov Basin Branch.
2017
In March 2017 under FSUE “Rosmorport” Order No 111 dated March 31, 2017 the FSUE “Rosmorport” Azov Basin Branch Regulations were amended, and the list of the Branch's authorized activities was expanded in the fields of:
- carrying out functions of a builder customer in designing, constructing (reconstructing) and equipping (technically equipping) buildings, premises and facilities to ensure border, customs and other control in the seaports that is exercised at the Russian border checkpoints;
- protecting facilities of the transport infrastructure and vehicles from acts of unlawful interference.
In April 2017 under the charitable donation agreement, the Azov Basin Branch gave the Strizh boat to the regional public culture establishment “The C-189 Submarine Museum” on a gratuitous basis.
In coordination with Rosmorrecflot (Letter No KC-27/10581) and pursuant to Order No 589 of December 28, 2017, a decision was taken in December 2017 to divide real property unit “The Cargo Berths of the Rostov Boot Basin” in the seaport of Rostov-on-Don into two separate property units: Berth No 28 and Berth No 29 of the Rostov Boot Basin of the seaport of Rostov-on-Don. They are designed for their target use by operator lessees of sea terminals to transship general and bulk cargoes.
2018
In May 2018 under FSUE “Rosmorport” Order No. 538/K of May 21, 2018 Tatkalo V.V. was released of his duties as director of the FSUE “Rosmorport” Azov Basin Branch on the basis of the mutual consent of the parties. In the same month by FSUE “Rosmorport” Order No. 539/K Lyamtsev Sergei Vladimirovich, deputy director of the FSUE “Rosmorport” Azov Basin Branch, was appointed to perform the duties of director of the FSUE “Rosmorport” Azov Basin Branch without removal from his current position.
In November 2018 by FSUE “Rosmorport” Order No 1323/K of November 08, 2018 Vakhrushev Andrei Alekseyevich, deputy director of the FSUE “Rosmorport” Azov Basin Branch, was appointed to perform the duties of director of the FSUE “Rosmorport” Azov Basin Branch without removal from his current position.
2019
In March 2019, by order of FSUE “Rosmorport” No. 228/k of March 15, 2019 Vakhrushev A.A, who previously was Deputy Director of the FSUE “Rosmorport” Azov Basin Branch and acting director FSUE “Rosmorport” Azov Basin Branch, was transferred to the post of director of the FSUE “Rosmorport” Azov Basin Branch without dismissal.
In November 2019 pursuant to the act of acceptance and delivery of November 16, 2019 the Georgy Sedov tug/supply ship, which was earlier acquired by FSUE “Rosmorport”, has been placed under economic management of the Azov Basin Branch. The Georgy Sedov is designed for using it by the branch to provide icebreaker support and render towing services in the seaports of Azov and Rostov-on-Don.
2020
In February 2020 under FSUE “Rosmorport” Order No. 422 of October 25, 2019 the Stremitelny patrol vessel of the FSUE “Rosmorport” Azov Basin Branch has been placed under economic management of the Makhachkala Branch to be used for its intended purpose. In the same month subject to the ruling of the Supreme Court of the Russian Federation of 25 February, 2020 No. 305-ES19-22302, the Azov Basin Branch of FSUE “Rosmorport” stopped providing internship services for sea pilots as an understudy operator of the Taganrog Gulf VTS.
In October 2020, in accordance with the order of FSUE "Rosmorport" No. 436 of 14.10.2020, the Azov Basin Branch of FSUE "Rosmorport" accepted the dredger Dniester, the dredging barges Deltovaya 10 and Deltovaya 11, previously operated by the Makhachkala Branch of FSUE "Rosmorport", to use them as part of the dredging convoy during repair dredging works at the seaports of Azov, Rostov-on-Don, and Taganrog.
In November 2020, by order of FSUE "Rosmorport" dated November 25, 2020 No. 514, a new version of the Statute of the FSUE "Rosmorport" Azov Basin Branch was approved.
In December 2020, the Azov Basin Branch of FSUE "Rosmorport" acquired the self-propelled dump-scow barge Taganrogskaya designed to work as part of the dredging convoy for transportation of the bottom soil extracted by the dredger to its storage places during repair dredging works at the seaports of Azov, Rostov-on-Don and Taganrog.
2021
In February 2021, by order of the FSUE "Rosmorport" Azov Basin Branch dated 04.02.2021 No. 118, a new version of the Statute of the Taganrog Department of the FSUE "Rosmorport" Azov Basin Branch was approved.
2022
In April 2022, in accordance with the FSUE “Rosmorport” order dated April 14, 2022 No. 166, an amendment was made to the Statute on the FSUE “Rosmorport” Azov Basin Branch on clarifying one of the permitted types of the branch’s activity. In the same month, in accordance with the FSUE “Rosmorport” order dated April 21, 2022 No. 172, an amendment was made to the Statute on the FSUE “Rosmorport” Azov Basin Branch on adding wastewater collection and treatment to the list of permitted types of the branch’s activities.
In July 2022, in accordance with the FSUE “Rosmorport” order dated July 21, 2022 No. 285, an amendment was made to the Statute on the FSUE “Rosmorport” Azov Basin Branch on clarifying the order of subordination and accountability of the branch’s chief accountant.
2023
In March 2023, in accordance with FSUE “Rosmorport” order dated March 10 No. 88, 2023, a decision was made to terminate the activities of the FSUE “Rosmorport” Azov Basin Branch from July 01, 2023.
In April 2023, in accordance with the FSUE “Rosmorport” order dated April 24, 2023 No. 345/k, Director of the FSUE “Rosmorport” Azov Basin Branch Vakhrushev A.A. was dismissed from his position due to the upcoming staffing cut and reduction of personnel of the enterprise. In the same month, in accordance with the FSUE “Rosmorport” order dated April 25, 2023 No. 348/k, Lyamtsev Sergey Vladimirovich, Deputy Director of the FSUE “Rosmorport” Azov Basin Branch, was assigned to act as Director of the FSUE “Rosmorport” Azov Basin Branch without dismissal from his position.
Today the Azov Basin Branch plays a key role in the regional port system of Rostov Region, providing year-round functioning of the Azov, Rostov-on-Don, and Taganrog seaports. With more than 700 people of personel, and secured federal property, the Azov Basin Branch can offer to ship owners a wide range of services, first of all, related to providing safe and secure navigation in the approaches and in the water areas of the Azov, Rostov-on-Don, and Taganrog seaports, and also on the Azovo-Donskoy sea canal.
Representatives of the Azov Basin Branch are members of different collegial, consultative and advisory bodies.
