The FSUE "Rosmorport" Astrakhan Branch renders on a contract basis ice advisory services by providing recommendations and advices to shipmasters on safe navigation of vessels of all the types either in ice convoy with icebreakers or separately proceeding in ice conditions within the north part of the Caspian Sea.
For this purpose the Astrakhan Branch has 16 highly qualified professionals on staff. They have been chosen from the most trained pilots of the branch having considerable experience of work as shipmasters in ice conditions within the north part of the Caspian Sea and the Volga-Caspian Seaway Canal (hereinafter – VCSC).
All the Astrakhan Branch ice advisors have the relevant Russian Federation pilot certificates of the 1st or 2nd categories.
Proficiency of the Astrakhan Branch ice advisors is maintained through periodic advanced training at the Admiral Makarov State University of Maritime and Inland Shipping.
The Astrakhan Branch provides its ice advisors with all the needed navigation aids, work clothing and communication systems for proper and effective provision of assistance to shipmasters.
2. Information on areas of ice advisory services provision
The Astrakhan Branch ice advisory services are provided within the north part of the Caspian Sea in the following 3 zones:

Reception/unloading of the ice advisers to the vessel is made in ice conditions with the use of the Astrakhan Branch icebreakers in the convoy formation point which is fixed by the decisions of the Astrakhan Seaport shipmasters.
3. Procedure of the ice advisory services provision
Astrakhan Branch provides ice advisory services in accordance with the Regulation on procedure for the provision of services for the safe pilotage in ice conditions by the the FSUE "Rosmorport" Astrakhan Branch ice advisors, approved by the FSUE "Rosmorport" General Director of 14.12.2012 (hereinafter - Regulation), and on the terms of the concluding model agreement for the provision of safe pilotage in ice conditions by the the FSUE "Rosmorport" Astrakhan Branch ice advisors (hereinafter - Agreement).
To make an Agreement the customer shall make a written request by the Astrakhan Branch fax: +7 (8512) 58-57-76 or scanned and sent by e-mail: mail@ast.rosmorport.ru Request will be reviewed in 10 days and in the absence of technical limitations on ability to provide requested services and after the representation by the client of all necessary information for signing an Agreement two copies of the executed Agreement will be sent to the customer for signature. The Agreement signed by the customer must be returned in the Astrakhan Branch through post or courier to the following address: Captain Krasnov str., 31, Astrakhan, Astrakhan region, Russia, 414016.
A written request for the provision of the ice advisor in accordance with the terms of concluded Agreement or cancel of the previously submitted written requests is submitted by the customer to the Astrakhan Branch dispatcher by fax: +7 (8512) 58-52-91, or scanned and sent by e-mail: dispetcher@ast.rosmorport.ru in the terms established by the Regulation.
