North-Western Basin Branch Conducts Command and Staff Civil Defense Exercise


On June 1, the North-Western Basin Branch organized and conducted the command and staff civil defense exercise on the facilities of the Branch in the seaports of Big Port Saint Petersburg and Ust Luga, as well as in the area of administrative buildings of the Branch's Vyborg-Vysotsk and Kaliningrad Directorates in cooperation with the Ministry of Emergency Situations Chief Administration for St Petersburg.

The exercise involved officers of fire-fighting units of the Ministry of Emergency Situations Chief Administration for St Petersburg and Leningrad Region, FSBI “The Administration of Baltic Seaports”, St Petersburg Line Water Transport Interior Department of the Ministry of Internal Affairs of the Russian Federation, and other organizations.

Under the legend of the exercise, the participants in the exercise in the seaport of Big Port Saint Petersburg trained operations for extinguishing a simulated fire on the Ivan Krusenstern icebreaker of the North-Western Basin Branch together with units of 19 fire-fighting teams of the Ministry of Emergency Situations Chief Administration for St Petersburg. During the exercise, they also trained actions to evacuate simulated victims from the vessel on fire.

Simultaneously the events have been conducted to extinguish a simulated fire in Administrative Building No 160 at a road-rail vehicle complex in the seaport of Ust Luga. The operations have been conducted jointly with units of Ministry of Emergency Situations Chief Administration Detachment No 37 of the Border Guard Service for Leningrad Region.

In addition, employees have been evacuated from administrative buildings of the Vyborg-Vysotsk and Kaliningrad directorates after a “Fire  Training” signal. The personnel have been also trained to render first aid.

During the exercise, operators of Coastal VTMS of the North-Western Basin Branch maintained permanent connection with the exercise's headquarters, transferred information and maintained interaction with all vessels participating in the exercise, and solved issues related to ensuring navigation safety in the exercise zone in the water area of the seaport of Big Port Saint Petersburg.

Following the results of the command-staff exercise fire-fighting and law enforcement agencies, rescue units, as well as leader of the exercise, director of the North-Western Basin Branch Sergey Pylin positively assessed the actions taken by the crew of the Ivan Krusenstern icebreaker and all employees of the Branch.
