     1. General Information 

     The FSUE "Rosmorport" Azovo-Chernomoskiy Basin Branch Eysk Subdivision during winter navigation period provides icebreaking services for vessels, calling at the sea port of Eysk. The Eysk Subdivision also provides additional services, as individual icebreaking pilotage on a contract basis.
     For icebreaking pilotage implementation the Azovo-Chernomoskiy Basin Branch Eysk Subdivision disposes of Captain Krutov icebreaker.
     Icebreaker's technical characteristics meet ice conditions in the Azov Sea and the Taganrog Bay for provision of icebreaking pilotage of vessels which are allowed to enter the sea port of Eysk during winter navigation period.

     Captain Krutov icebreaker technical characteristics:

     2. Information on the icebreaker assistance area

     Winter navigation in the sea port of Eysk proceeds from November to April. The beginning and the end of winter navigation period is announced by the sea port's captain depending on the weather conditions. Ice period average duration - 80-90 days, including 30 days of immovable ice (January-February).
     In average, ice formation borders sink to 40°30'N. In case of especially hard ice conditions all the Azov Sea freezes (including the Kerch Strait).
     The icebreaking pilotage area is bordered by the ice edge and the sea port of Eysk reception buoy. In case of hard ice conditions the icebreaker lead up vessels to the sea port of Eysk water area. Average distance of the icebreaking pilotage - 80-89 nautical miles. 

 

     3. Icebreaker assistance terms and conditions 

     Icebreaker pilotage of vessels to the sea port of Eysk is executed by the FSUE "Rosmorport" Azovo-Chernomoskiy Basin Branch in accordance with the Resolutions (the sea port of Eysk captain's order dated 23.01.2012 №01-05/11 "On the winter navigation opening"; the sea port of Eysk captain's order dated 04.04.2012 №01-05/65 "On the winter navigation end"; Obligatory Regulations on the sea port of Eysk, approved by the sea port of Eysk Administration order dated 22.12.2006 №01-05/169).    
     Round-o-clock work of the Icebreaking Operating Headquarters in provided by the sea port of Eysk captain and Azovo-Chernomoskiy Basin Branch Eysk Subdivision Control Service.
     Vessels are included in a caravan composition by the decision of the Headquarters' captain on the ground of the written application by a stevedoring company/vessel owner/sea agent.
     Applications for an icebreaker assistance are filed (with stated vessel's readiness time of departure from the sea port of Eysk or time of approaching to the ice edge in the Azov Sea) to the Azovo-Chernomoskiy Basin Branch Eysk Subdivision Control Service not later than 15:00 of every day by fax: +7 (86132) 214-88.
     A place of a caravan formation and it's composition is defined by the sea port of Eysk captain on the ground of ice conditions and technical characteristics of pilotaged vessels. Vessels must make contact with the Service on the 2182 kHz IW (channels 16 and 72).
     Vessels calling at the sea port of Eysk during winter navigation period must be of ICE-1 or higher, in accordance with the Rules of the Russian Maritime Shipping Registry, or appropriate in the foreign classification (fuel, provosion and water reserves for 10 day minimum). Vessel's drain means and radio station must be in good order. Vessels of 30+ years old can not be included in the caravan. Depending on actual ice conditions, other restrictions for vessels may be used.
     Unassisted navigation from the Azov Sea to the sea port of Eysk during winter navigation period is possible only with the permission of the Headquarters.
     Contact between the Headquarters and caravan's vessels must be established every 12 hours at channel 72 on the 156,625 MHz (call sign “Ledokol Krutov”). Captain Krutov icebreaker is available for contact at channels 16 and 72 VHL and on the 2182 kHz (call sign “Ledokol Krutov”).

     Additional icebreaking services provided by the FSUE "Rosmorport" Azovo-Chernomoskiy Basin Branch Eysk Subdivision

     Additional icebreaking services, as individual icebreaking pilotage on a contract basis, are provided by the Azovo-Chernomoskiy Basin Branch Eysk Subdivision on the contract basis in accordance with a concluded model contract on the individual icebreaking pilotage (further referred to as Contract).
     To conclude a contract a customer should send an application to the Eysk Subdivision's fax +7 (86132) 264-06) or by e-mail rosmorport@esk.rosmorport.ru. The application will be examined within 7 working days. If the operation is technically possible the shipowner/marine agent the formal contract for signing. The contract signed by the customer must be sent back to the Eysk Subdivision.
