Government of Russia Approved the Concept of Working Out and Developing the Mechanisms of Public Control Over the Activity of Natural Monopolies’ Entities With Participation of Consumers
The Concept was elaborated in order to develop the existing system of public control overt operation of natural monopolies, to enable consumers to take part in supervision over the formation and implementation of investment programs, to consider the consumers’ opinions when establishing tariffs for goods and services of natural monopolies’ entities to ensure maximal transparency of decision-making related to investment programs and tariffs for goods and services of natural monopolies and the quiality of their reports.
One of the implementation stages of the roadmap is perfectioning of the public control mechanisms on federal level by means of creating councils of natural monopoly consumers in the corresponding governmental committees for the largest natural monopolies in certain industrial spheres, and in particular, for FSUE “Rosmorport” being a largest natural monopoly in Russian Federation in the sphere of port services.
The key aspect of development of public control over the natural monopolies is complete information transparency, consumer-friendly format of information and active participation of consumers at early stages of drafting of strategic and investment documents for natural monopoly entities.
