FSUE “Rosmorport” takes part in a congress “Hydraulic Facilities and Dredging Operations”

The III congress “Hydraulic Facilities and Dredging Operations” was held in Moscow on February 26-27. By tradition FSUE “Rosmorport” acted as a general partner of the congress. The discussions focused on the development of water facilities of the country and involved Rosmorrechflot acting head Alexander Poshivay, the FSUE “Rosmorport” delegation led by General Director Andrey Lavrishchev, representatives of Rosatom State Corporation, dredging and shipbuilding companies, and public organizations of the industry.

On the first day of the congress Andrey Lavrishchev gave a report. He spoke in detail about projects on the development of the port infrastructure at Russian seaports with the participation of FSUE “Rosmorport”. The projects are part of the comprehensive plan for modernizing and expanding the trunk infrastructure. He noted that the comprehensive large-scale construction projects include the creation of protection, coast protection and berth structures, facilities of the navigation safety system and dredging operations the total amount of which will exceed 70 million cubic meters.

“In 2019 a total of 10.3 million cubic meters of soil was excavated during the dredging operations. The share of the works made by the FSUE ‘Rosmorport’ fleet grows. Over the last five years this indicator has increased from 52% to 82%,” Lavrishchev said.

The FSUE “Rosmorport” General Director paid attention to performing the legal and regulatory framework while designing, building and using hydraulic facilities. At the end of 2019 the amendments were made to certain Russian legislative acts, including to the Water Code of the Russian Federation and the federal law on seaports that allow for using bottom soil excavated during the dredging operations for the construction of facilities of the seaports’ infrastructure. The amendments will come into effect in June 2020. In order to implement the provisions of legislative acts FSUE “Rosmorport” prepared a Russian government draft decree with the rules for using bottom soil and sent it to Rosmorrechflot.

During the second day of the congress the participants in the discussions focused on the issues of legislative control in respect of hydraulic facilities within the regulatory guillotine, as well as scientific tracking, technological and technical support of hydraulic operations on water facilities. FSUE “Rosmorport” specialists gave reports on the particularities of the use and repairs of ports’ hydraulic facilities, the dredging fleet, which is regularly expanded by modern vessels. As of today the fleet has 36 pieces.
