Navigation Safety as a Top Priority for FSUE “Rosmorport”

Heads of FSUE “Rosmorport” vessel traffic management systems (VTMS) services and divisions for technical observation of water areas gathered for a meeting in St Petersburg on August 20-24, 2018 for an interdepartmental meeting.

The meeting has been chaired by FSUE “Rosmorport” Deputy General Director for Navigation Safety Andrei Gorodishtyan and involved the central office officials in charge of specific areas and representatives of the branches.

The meeting has been organized to implement systematic approach and a universal technical policy in order to organize the work of operating subdivisions.

During the event, the participants in the meeting listened to activity reports and summed up the results of the enterprise’s activities in the first half of the year 2018. They discussed priority issues related to coordinating the work of subdivisions and their functioning, maintenance of facilities of VTMS and technical surveying of water areas, as well as prospects for their development. Heads of subdivisions have set up tasks to develop facilities of navigation safety systems.

At present, the following facilities of navigation safety systems are under economic management of FSUE “Rosmorport”:

  • 24 VTMS;
  • 36 coastal stations of GMDSS Sea Areas A1;
  • 10 coastal stations of GMDSS Sea Areas A2;
  • four stations of the NAVTEX system being the subsystem of GMDSS;
  • seven monitoring and correcting stations (CCS) of GLONASS/GPS global navigation satellite systems (GNSS);
  • eight control monitoring and stations (CCS) of AIS coastal stations.

Furthermore, a VTMS and a GLONASS/GPS GNSS monitoring and correcting stations have been put in operational testing in the seaport of Sabetta.

VTMS services are rendered in 34 Russian seaports. Since introducing the procedure for providing reports on violating rules of navigation (2010) the number of violations decreased 8.4 times per 100.000 vessels. At the same time, the number of vessels under VTMS control increased by 280%.

Services for technical observation of water areas are rendered in 44 Russian seaports. At the end of 2018, engineering security equipment complexes are planned to be put into operation in the water areas of five Crimean seaports (Sevastopol, Kerch, Yalta, Yevpatoria, Feodosia) under the federal targeted investment program.
