Russia’s Transport Ministry approves a list of facilities of the seaports’ infrastructure

Russia’s Transport Ministry Order No 475 “On Approving a List of Facilities of the Seaports’ Infrastructure” issued on November 7, 2011 was made public on January 23, 2018. The document will come into effect on February 3, 2018.

The order has been prepared due to the amendments made to Article 4 of Federal Law “On Seaports in the Russian Federation and on Making Amendments to Separate Legislative Acts of the Russian Federation” pursuant to Federal Law No 177-FZ of July 18, 2017. Under the law, the Russian Transport Ministry is vested with powers to approve the list of facilities of the seaports’ infrastructure.

Under the list, facilities of the seaport’s infrastructure include coast protection structures, breakwaters, dams, moles, piers, berths, artificially formed territories, underwater structures and other facilities, dockage facilities and ship-raising constructions, icebreakers, tugs, port fleet vessels, facilities used for ensuring navigation safety (aids to navigation, facilities necessary for operation og the vessel tracking management system and the Global Maritime Distress and Safety at Sea, as well as other facilities), linear facilities (railway and automobile approach roads, communications lines, utilities and other facilities), as well as buildings and constructions designed for servicing passengers, ensuring navigation safety and rendering services in a seaport, and supporting state supervisory agencies.
