According to item 2 of the order of the Government of the Russian Federation dated 20.11.2008 № 872 “On the Approval of the Rules of the Control at the Check Points over the Border of the Russian Federation” by the order of the Ministry of Transport of the Russian Federation dated 22.12.2009 № 247, registered by Ministry of Justice of the Russian Federation on 22.02.2010 (registration № 16401) standard procedure rules of the admission over the border of the Russian Federation of persons, vehicles, cargoes, goods and animals at sea and river (lake) check points were approved.

Standard procedure rules define sequence of basic control actions at sea and river (lake) check points over the border of the Russian Federation.

Following kinds of control are carried out within the limits of the check points: borderline, customs, sanitary-quarantine, veterinary, quarantine fytosanitory, transport control and the control over execution of the established by the federal law duty on insurance of the civil liability by owners of vehicles.

In particular, by item 5 of the standard procedure rules it is defined that the state control bodies within established by the legislation powers of the Russian Federation should take all possible measures for minimization of time of the state control, for exception of duplicating functions and actions, as well as of unreasonable delays of vehicles, cargoes, goods and animals.

The order of the Ministry of Transport of the Russian Federation becomes operative in 10 days after its official publication.
