The FSUE "Rosmorport", as the largest backbone company in port business sphere, is actively cooperating with International transport organizations and financial institutions, associations and foreign companies. The enterprize's represintatives participate different events, aimed at exchange of experience in spheres of port infrastructure management, navigation safety, pilitage. They also take part in studying at seminars and courses, organized by largest sea ports and European associations. The FSUE "Rosmorport" is an active party of main Internationan transport and logistics exhisbitions, conferences and festivals.
One of the key European partners is The Port of Rotterdam Authority (the Netherlands) - the operator of largest sea ports in Europe and in the whole world. In May, 2011 in the Hague the FSUE "Rosmorport" and The Port of Rotterdam Authority, in the presence of Deputy Minister of Transport of Russian Feredation V.Olerskiy, signed the Memorandum of understanding to create a strategic partnership between the largest transport companies of Russia and the Netherlands, aimed at assistance in port infrastructure development in both countries' sea ports. The realization of this document allowed to take relationship between companies to the qualitatively new level, to begin cooperation in exchange of information on development experience and International sea ports management, and in sphere of complex analysis of mutual projects to indicate most effective financing mechanisms.
Within the framework of International Cooperation of the FSUE "Rosmorport" with foreign sectoral partners in December 2012 in Antwerp (Belgium) the FSUE "Rosmorport" and Port of Antwerp International signed the Memorandum of Understanding. The document states directions and conditions of the parties strategic cooperation, including port infrastructure development, advanced technologies transfer and educational programs realization.
In May 2013 the enterprise signed the Memorandum of understanding between FSUE “Rosmorport” and Ghent Port Company (Port of Ghent, Belgium), and in September 2013 another one was signed with Hafen Hamburg Marketing e.V (Port of Hamburg, Germany). The MoUs stipulate cooperation of the corresponding parties in the fields of:
- exchange of information on the development plans and pot capacities modernization of Russia and Belgium, Russia and Germany, and also sharing experience in construction of the port management systems in order to increase navigation safety in seaport water areas and their approaches;
- mutual attraction of investments into the development of the port infrastructure facilities of the three countries;
- elaboration of educational programs for professional devlopment of Russian, Belgian and German port experts;
- exchange of information on handling vessels and developing marine feeder traffic and logistic services in the seaports of Russia, Belgium and Germany;
- exchange of experience in increasing energy efficiency of port capacities and implementation of renewable energy resources for power supply of port facilities.
Cooperation with the largest companies from European countries, adjacent to the Russian Federation, is especially important for the enterprise, because it plays a very important role both in business intercorporational relationship development and in close economic integration of neighbor countries. In October, 2011, in the presence of the Russian-Finnish intergovernmental Commission on Economic Cooperation, Deputy Prime-Minister of Russia Sergey Ivanov and Minister on European Affairs and Foreign Trade of Finland Alexander Stubb, the FSUE "Rosmorport" and Finnish company on cargo-handling equipment production Cargotec Oy signed the Memorandum of understanding. From the Russian party the document was signed by the enterprize General Director A.Lavrischev, from Finnish - Cargotec Oy by the President, Executive Director, Chairman of the Executive Board, Mikael Makinenn. Lavrischev noticed:
"Know-how in port automatization, disposed by the Cargotec Oy, would be very useful for the FSUE "Rosmorport" when discussing the Sea Port Infrastructure of Russia Development Strategy till 2030. Close cooperation with Cargotec Oy and other Finnish companies is especially important for Russia in the conditions of gaining the strategic aim - doubling sea port facilities in long-term perspective".
Signing of the Memorandum allowed to take relationship between companies to the qualitatively new level of mutual trust and cooperation in order to implement actual infrastructural projects in Russian sea ports and contributed further intensification of transport and logistics cooperation between Russia and Finland.
In June, 2014 FSUE “Rosmorport” and Shanghai Bestway Marine Engineering Design Co., Ltd. signed a Memorandum of Intent. The Memorandum involves bilateral cooperation in the fields of shipbuilding, designing and modernization of technical and coastal port facilities; experience exchange in conducting rescue operations at sea; introduction of various forms of bilateral technical and project exchange in creation of equipment for lifting sunken property; enhanced cooperation in the area of information and analytical developments on the study of markets of goods, works and services in the field of maritime transport. Based on the mutual interaction experience, the Russian and Chinese companies agreed to consider possibilities of organizing training and vocational retraining of their employees in order to expand the potential of the parties in the field of maritime transport infrastructure development.
Since 2014 FSUE “Rosmorport” has been working over the issue of container shipping along the Northern Sea Route, which requires construction of the related infrastructure in the seaport of Petropavlovsk-Kamchatsky. For this purpose the enterprise conducted negotiations with Shanghai Bestway Marine Engineering Design Co., Ltd., which is considered as a general contractor on building the sea container terminal facilities and as a guarantor of attracting the necessary resources for the project financing. Besides, the Chinese company is concurrently working over the issue of its participation as a co-investor of another related investment project, aimed at construction of transport vessels for container shipping along the Northern Sea Route.
In December, 2014 within the “Transport week – 2014” Forum an agreement was concluded with Bestway Development Group Co., Ltd on cooperation in implementation of the investment project on container terminal construction in the seaport of Petropavlovsk-Kamchatsky.
It is important to note, that practical interest in implementation of the said international investment projects has been also shown by commercial and public enterprises of the Republic of Korea, the PRC and the United Arab Emirates. According to the results of the meetings between FSUE “Rosmorport” General Director and the representatives of the Chinese company Shanghai International Port (Group) Co., Ltd, this company is considered by the enterprise as a potential guarantor of the cargo base and possible co-investor of the planned investment project.
In June 2016 within the international exhibition Transport Logistic China – 2016 on board of Nadezhda sailing ship FSUE “Rosmorport” and Japanese company Mitsui O.S.K. Lines, Ltd signed an agreement on cooperation when organizing navigation safety in the seaports of the Russian Federation and approaches to them. The agreement envisages mutual consultations of parties when organizing Mitsui O.S.K. Lines, Ltd. Company port calls at the Russian seaports, including when providing pilotage and icebreaking services.
The enterprise actively cooperates with European Sea Ports Organization (ESPO) on issues of exchange of experience in port infrastructure effective management and intergration of Russian port infrastructure into European transport systems.
The FSUE "Rosmorport" especially appreciates interaction an cooperation with International financial institutes. One of permanent and respected partners is European Bank for Reconstruction and Development (EBRD) .
These relationship began in 2007, when the FSUE "Rosmorport" and EBRD made a credit contract in order to refinance the FSUE "Rosmorport" debt on credits, issued to construct icebreakers for Gulf of Finland and to finance auxiliary fleet vessels construction for branches' needs. With the usage of the EBRD means the enterprize successfuly finished the project on Moskva and Sankt-Peterburg icebreakers, which secure navigation in the Eastern part of the Gulf of Finland, and the construction of tugboats for the sea port of Posyet fleet.
