VTS Services


     1. General Information

     The Vyborg-Vysotsk branch renders complex navigational services using port Vessel Traffic Services (VTS) in a seaport of Vysotsk to the vessels calling at seaports of Vyborg and Vysotsk or passing through the seaports’ water area in the Saimaa Canal direction.
     The Vysotsk VTS, based on an informational integration, is a part of a regional system of navigation in the eastern part of the Gulf of Finland, which includes coastal VTS of the Gulf eastern part, the Greater Port Saint-Petersburg VTS, the seaport of Primorsk VTS and the seaport of Ust-Luga VTS.
     Using round-the-clock Vysotsk VTS, the Vyborg-Vysotsk branch carries out the following activities:
       - transmission of navigational, current and other information by the Vysotsk VTS operators or by a vessel`s request; 
       - navigation assistance; 
       - navigation arrangement, including planning, setting the navigation conditions, navigation regulation in the Vysotsk VTS area; 
       - control over the navigation and vessel location in anchoring areas and on remote berths. 

     The Vyborg-Vysotsk branch has acquired the Federal Service for Supervision of Transport Certificate dated 08.02.2008 № VTS–3/1-2225-2008 on the Vysotsk VTS compliance with the operation requirements № МФ-02-22/848-70 and IMO А.857(20) Resolution requirements to the high-grade category port VTS. 
     The Vyborg VTS` operating personnel consists of 10 professionals certificated in accordance to the IALA V-103 Recommendations. 

     2. The Vysotsk VTS coverage

     The Vysotsk VTS coverage area is limited by an 18 nautical miles sector in a south-west direction with a center point of Lat. = 60º35'28"N; Long. = 28º33'38"E (sector’s borders match the coastline).



     3. The Vysotsk VTS services terms and conditions 
    
     The Vysotsk VTS navigation services are provided by the Vyborg-Vysotsk branch in accordance with the requirements of the navigation Rules in the seaports of Vyborg and Vysotsk VTS area established by the Compulsory regulations on the seaports of Vyborg and Vysotsk approved by FSE “Administration of Seaports of Vyborg and Vysotsk” in 2004 (as amended and supplemented). 
     All the ships and vessels, regardless of their department belonging and a form of property, are obliged to implement the requirements to the navigation in the seaports of Vyborg and Vysotsk VTS area. 
     An approval-based system of the vessel entering is available in the Vysotsk VTS coverage area. One hour before entering the Vysotsk VTS area, a vessel following from the sea must make contact with the Vysotsk VTS (call sign “Vysotsk-traffic”) on VHF Ch. 69 and ask for permission to enter the seaport of Vysotsk VTS coverage area, following the instructions of Vysotsk VTS` operators. 
     Vessels heading to the seaports of Vyborg, Vysotsk and via the Saimaa Canal must make contact with the VTS station (call-sign “Vyborg radio 5”) on VHF Ch. 12 and follow the instructions of Vysotsk VTS operators, when approaching to the southern entrance to the internal Vysotsk road. 
     Vessels following from the seaports of Vyborg, Vysotsk and via the Saimaa Canal to the sea must make contact the Vysotsk VTS (call sign “Vysotsk-traffic”) on VHF Ch. 69 before leaving the road and follow the instructions of Vysotsk VTS operators.
When navigating in the Vysotsk VTS area, vessels must be on radiowatch on VHF channels 69 and 12. 
     Staying on roads and at berths of the seaports of Vyborg and Vysotsk, vessels have to be on a constant radiowatch on VHF Ch. 16. 
     The Vysotsk VTS is on a constant radiowatch on VHF Ch. 69. 

     The Vysotsk VTS services provided to vessels calling to the seaports of Vyborg and Vysotsk or following via seaports water areas, including Saimaa Channel, are charged the navigation dues in the established order.
