1. General information
The FSUE “Rosmorport” Vostochny Branch provides round-the-clock pilotage assistance to all types of vessels calling at the seaports of Vostochny and Nakhodka.
The Vostochny Branch pilotage service consists of 38 pilots: 32 first-grade pilots and 6 second-grade pilots.
The Vostochny Branch pilots are qualified in compliance with Statute on Sea Pilots of the Russian Federation approved by Ministry of Transport order № 112 dated 22.07.2008.
All pilots of the FSUE “Rosmorport” Vostochny Branch undergo regular theoretical and simulator training as part of their professional development program in Russian and foreign educational establishments, in particular in simulator centers of State Sea Academy under the name of G.I. Nevelsky (Vladivostok), educational simulator center of the Primorye Sea Steamship Line (Nakhodka) and model simulator center “Running Large Vessels and Vessels with Peculiar Maneuvering Characteristics” (Ilava, Republic of Poland).
The Vostochny Branch pilotage service possesses all necessary boats and means of transport for timely transporting of pilots to vessels.
2. Information on pilotage areas
Vostochny seaport
According to Ministry of Transport of Russia order № 8 dated 11.01.2011, compulsory pilotage areas in the Vostochny seaport include the following parts of its water area:
Part № 1 – limited by a straight line connecting points with the following coordinates: №1 42º45´33,0´ N, 133º03´04,0´´E
№2 42º44´46,0´´N, 133º02´45,0´´E
Part № 2 – limited by straight lines connecting points with the following coordinates:
№1 42º42´53,0´´N, 132º59´51,0´´E
№2 42º43´38,0´´N, 132º57´13,0´´E
№3 42º44´33,4´´N, 132º58´43,0´´E
№4 42º42´48,0´´N, 133º01´13,0´´E
In other areas pilotage assistance is not compulsory and is provided by the Vostochny Branch on a contract basis by request of a ship owner/captain.
Navigation dues in the seaport of Vostochny are charged depending on the inner and outer pilotage areas, which have the following borders:
Pilotages provided according to the navigation dues rates for inner harbor pilotages in the Vostochny seaport are carried out in:
- Vrangel Bay, in the area limited by a line connecting the points with coordinates: 42º45´33,0´´N, 133º03´04,0´´E and 42º44´46,0´´N, 133º02´45,0´´E, and approaches to berths №№ 5-14, 39 и 49-50, except fairways and canals located within the borders of that area.
- Kozmino Bay in the area limited by straight lines consecutively connecting points with the following coordinates:
№ 1 42°42'53,0''N, 132°59'51,0''E;
№ 2 42°43'38,0''N, 132°57'13,0''E;
№ 3 42°44'33,4''N, 132°58'43,0''E;
№ 4 42°42'48,0''N, 133°01'13,0''E,
except fairways located within the borders of that area.
Pilotages provided according to the pilotage dues rates for outer harbor pilotages in the Vostochny seaport are carried out in:
- Vrangel Bay, in the area limited by a line connecting the points with coordinates: 42º45´33,0´´N, 133º03´04,0´´E and 42º44´46,0´´N, 133º02´45,0´´E, and approaches to berths №№ 5-14, 39 and 49-50 through fairway № 3, and through seaport channel (Khmylovka River Estuary channel) to berths №№31-35.
The outer harbor pilotage distance on fairway № 3 with 297°-117° axis, which goes through the channel to berths № 5-8, 31-35 is 3 sea miles, and to berths №№ 9-14; 39 and 49-50 – 2 sea miles.
- Kozmino Bay in the area limited by fairway №2, with 50°-230° axis, which goes through the points with coordinates: 42°43,83’N, 132°57,06’E; 42°46,00’N, 133°00,06’E, up to the intersection with fairway №2А, by fairway №2А itself, with 133,6° – 313,6° axis, which goes though the points with coordinates: 42°44,46’N, 132°58,55’E; 42°43,38’N, 133°00,08’E, and by fariway №2B, with 275,5° – 95,5° axis, which goes through the points with coordinates: 42°43,36’N, 133°00,40’E; 42°43,58’N, 132°57,27’E.
The outer harbor pilotage distance in that area is 4 sea miles from the pilot embarkation point to the Kozmino terminal, and 2 sea miles from the Kozmino sea terminal to the pilot disembarkation point.
Pilot embarkation/disembarkation to/from vessels heading towards/ leaving the Vostochny seaport (Vrangel Bay) takes place in the point with coordinates 42º45’70”N, 133º01’35”E, and disembarkation/embarkation takes place at the berths of the Vostochny seaport. Pilot embarkation to tankers heading to the Kozmino terminal of the Vostochny seaport (Kozmino Bay) takes place in the point with coordinates 42º42’86”N, 132º57’60”E, and disembarkation takes place at berth № 1 of the Kozmino terminal. Pilot embarkation to tankers leaving the Kozmino terminal takes place at berth № 1 of the terminal, while disembarkation takes place in the point with coordinates 42º43’47”N, 132º58’80”E.
Pilot embarkation/disembarkation for inner harbor pilotage operations in the seaport of Vostochny connected to mooring, shifting and other movement of vessels takes place at berths or anchoring places of the seaport.
Nakhodka seaport
According to Ministry of Transport of Russia order № 4 dated 11.01.2011 compulsory and non-sompulsory pilotage areas in the Nakhodka seaport include the following parts of its water area:
Compulsory pilotage area in the Nakhodka seaport is set in the part of the water area limited by coast lines and straight lines connecting the points with the following coordinates: N 1 42°46'00,00”N, 132°53'26,00”E;
N 2 42°46'00,00”N, 132°55'07,00”E;
N 3 42°46'11,00”N, 132°55'07,00”E;
N 4 42°46'11,00”N, 132°56'00,00”E;
N 5 42°46'37,00”N, 132°56'00,00”E;
N 6 42°46'37,00”N, 132°55'07,00”E;
N 7 42°48'06,00”N, 132°55'07,00”E;
N 8 42°48'06,00”N, 132°56'00,00”E;
N 9 42°50'18,00”N, 132°56'00,00”E.
Other areas within the Nakhodka seaport water area are non-compulsory pilotage areas.
According to Compulsory Regulations on the Nakhodka seaport approved by Ministry of Transport order № 169 dated 23.06.2011 the following vessels are exempt from compulsory pilotage by the captain of the Nakhodka seaport:
- vessels with main propellers with power of less than 55 kW;
- sport and leisure boats;
- vessels conducting maintenance and shipchandler operations for vessels in the water area of the Nakhodka seaport and its approaches, and for port infrastructure objects (further referred to as harbor vessels), captains of which know the peculiarities of navigation in the compulsory pilotage area of the Nakhodka seaport.
Pilotages provided according to the pilotage dues rates for inner harbor and outer harbor pilotages in the Nakhodka seaport are carried out in the following areas.
Pilotages provided according to the pilotage dues rates for inner harbor pilotages in the Vostochny seaport are carried out in:
- Nakhodka Bay, in the area limited by a pilot embarkation point with coordinates 42°48'00''N, 132°56'24''E, to berths 1-78, except canals and fairways in the water area of the seaport.
- Novitsky Bay, in the compulsory pilotage area limited by borders established by Ministry of Transport of Russia order №4 dated 11.01.2011, limited by a pilot embarkation point №2 with coordinates: 42°45'50''N, 132°56'24''E.
Pilotages provided according to the pilotage dues rates for outer harbor pilotages in the Vostochny seaport are carried out in the area limited by a pilot embarkation point with coordinates 42°48'00''N, 132°56'24''E, and the western part of fairway № 6 with axis direction 267,9°-87,9° through the canal to berths 7-16. The outer harbor pilotage distance in the Nakhodka seaport is 2,2 sea miles.
Pilot embarkation/disembarkation to/from vessels heading towards the Nakhodka seaport berths (Nakhodka Bay) takes place in the point with coordinates 42°48,00’N, 132°56,24’E, and disembarkation/embarkation takes place at the berths of the Nakhodka seaport.
Pilot embarkation/disembarkation to/from vessels heading towards the oil tanker terminal of the Nakhodka seaport in Novitsky Bay, takes place in the point with coordinates 42°45,50´N, 132°56,24´E, and disembarkation/embarkation takes place at the berths in Novitsky Bay.
3. Pilotage services terms and conditions
Vostochny seaport
The Vostochny Branch provides round-the clock pilotage assistance in the seaport of Vostochny in accordance with the Compulsory Regulations on the seaport of Vostochny approved by Ministry of Transport of Russia order № 10 dated 11.01.2011.
Vessels are provided with pilots according to the order of the submitted applications. The Vostochny Branch provides pilots for pilotage assistance beyond the compulsory pilotage areas also according to the order of the submitted applications.
An application for pilotage of vessel heading to/leaving the Vostochny seaport, or making shifting operations within the seaport should be filed by a vessel captain/ship owner/sea agent to the FSUE “Rosmorport” Vostochny Branch by fax: +7 (4232) 66-42-28, or by e-mail: pilotv@vf.rmp.ru, not later than 2 hours before the requested start time.
Nakhodka seaport
The Vostochny Branch provides round-the clock pilotage assistance in the seaport of Nakhodka in accordance with the Compulsory Regulations on the seaport of Nakhodka approved by Ministry of Transport of Russia order №169 dated 23.06.2011. Pilotage services are provided by the Vostochny Branch in the whole water area of Nakhodka seaport, except the Novitsky Bay, where pilotage assistance is provided by other pilotage companies operating in the seaport.
Vessels are provided with pilots according to the order of the applications submitted by ship owners/sea agents, in accordance with the vessel disposition and traffic schedule in the Nakhodka seaport. The Vostochny Branch provides pilots for pilotage assistance beyond the compulsory pilotage areas also according to the order of the submitted applications.
An application for pilotage of vessel heading to/leaving the Nakhodka seaport, or making shifting operations within the seaport should be filed by a vessel captain/ship owner/sea agent to the FSUE “Rosmorport” Vostochny Branch by fax: +7 (4232) 66-42-28, or by e-mail: pilotv@vf.rmp.ru, not later than 2 hours before the requested start time.
The Vostochny Branch pilot after embarking on a vessel to provide pilotage assistance in the seaports of Vostochny, or Nakhodka, shows his pilot card to the captain of the vessel and presents a pilotage invoice, which confirms the right of the pilot to conduct pilotage of the vessel, and in which records of pilotage are kept, including the remarks, if there are any. The pilotage invoices filled out and signed by the captain serve as the grounds for payment. The captain presents to the pilot a standard IMO vessel pilot card with precise information on the vessel, informs the pilot on peculiarities of runnign the vessel and its condition.
Pilotage assistance to vessels with broken propeller-rudder system, power system, or anchoring device in the seaports of Vostochny and Nakhodka is provided by agreement with the seaport captain and in case towage of the vessel can be provided.
The Vostochny Branch is not responsible for possible delays and vessel idleness, if application for pilotage services was not submitted in due time.
Cancellation of application for pilotage assistance in the seaport of Vostochny must be made not later than 1.5 hours before the requested start time of the pilotage.
Cancellation of application for pilotage assistance in the seaport of Nakhodka must be made not later than 1 hour before the requested start time of the pilotage.
The Vostochny Branch charges harbor dues for pilotage services in the seaports of Vostochny and Nakhodka. Information on harbor dues rated and the charging procedure is available in the section “Harbor Dues and Tariffs of the Vostochny Branch”.
